2. Program Highlight - Client Business Services
Description:
The Client Business Services component encompasses Client Financial Services, Food and Nutrition Services, State and Federal Programs, and the Business Manager Cooperative. The goal of these programs is to provide LEAs with operational support in the areas of school finance and child nutrition.

The Client Financial Services team consists of 7 positions that support 20 LEAs by providing business office support services that include payroll, accounts payable, audit support, and mentoring to new business managers.

The Food and Nutrition Services team consists of 12 positions that support 133 LEAs across 7 regions through the Texas 20 Purchasing Cooperative. This team also provides technical assistance in Child Nutrition. This year, the team added Culinary Support Services to support LEAs in menu planning and cooking techniques with the aim of improving the quality and presentation of food served through the School Nutrition Programs.

The State and Federal Programs team consists of 5 positions that provide technical assistance to all ESC-20 LEAs related to Title I and Title II grant compliance as well as State Compensatory Education.  This team also supports the Title I Capacity Building Grant and works closely with TEA to develop products and provide expertise on Title I. This year the team added the Federal Program Support Cooperative, which is currently assisting 14 LEAs with grant writing. This team also supports three Shared Service Arrangements to assist LEAS with the Equitable Services Requirement of Title I and Title II. This team consists of 27 part-time tutors that serve students in the 24 private schools across San Antonio.

The Business Manager Cooperative is a collaborative effort led by the school finance officer to bring training and technical assistance for all CFOs and Business Managers in ESC-20.  There are currently 65 LEA members. This year the goal was to provide targeted support to new Business Managers, and this was accomplished through a partnership with the Texas Association of School Business Officials (TASBO) that brought 5 additional trainings to ESC-20 in areas of critical importance.

9. Texas Comptroller of Public Accounts Cooperative Purchasing Program Participation
Description:
Board approval is requested for Education Service Center, Region 20 to participate in the purchasing programs of the Texas Comptroller of Public Accounts Cooperative Purchasing Program at an annual fee of $100.  Participation provides the Center with another resource to comply with the competitive bid laws and assure that the Center receives the lowest price for items requiring the bid process.  With Board approval the Executive Director is authorized to execute appropriate documents to implement participation.

10. Purchasing Cooperative Programs Participation
Description:
Board approval is requested for ESC-20 to utilize Federal, State and other Cooperative purchasing programs that are legally available for the Centers' use.  Participation provides the Center with resources to comply with the competitive bid laws and assures that the Center receives the best value pricing for items requiring the bid process.  With Board approval, the Executive Director is authorized to execute appropriate documents to implement participation.

Description:
State law requires that the Board review its investment policy and investment strategies not less than annually and adopt a written resolution stating that it has reviewed the investment policy and investment strategies and that the written instrument so adopted shall record any changes made to either the investment policy or investment strategies.

13. 2024-2025 Center Holiday Calendar
Description:
In an effort to ensure maximum availability of services for schools, the following calendar is proposed.  The Center will be open 235 days.  Board approval is requested for the attached 2024-2025 Holiday Calendar for Education Service Center, Region 20.

14. Locally Designated Nonbusiness Days
Description:
For purposes of complying with the Texas Public Information Act (PIA), House Bill 3033 of the 88th Regular Session of the Texas Legislature established that an ESC may designate up to ten nonbusiness days each calendar year during which the ESC’s administrative offices are closed or operating with minimum staffing. In the PIA, "business day" means a day other than a Saturday or Sunday, a national holiday, or a state holiday.

For calendar year 2024, ESC-20 proposes to designate the following dates:
