1. Audit Presentation (Information Only)
Description:
A representative from Patillo, Brown, and Hill, LLP, independent auditors for the Board of Directors, will provide an overview of the audit for the fiscal year ending August 31, 2021.

2. Program Highlight - Adult Education & Literacy
Description:
ESC-20 is the grant recipient and lead organization for the Adult Education & Literacy (AEL) Alamo Consortium, under the Texas Workforce Commission. The Consortium grant management team of four (4) staff support eight (8) Service Providers in their delivery of AEL services, including distribution of funds, compliance, support and guidance, community awareness and partnerships, professional development and standardization. Service Providers include: ESC-20 AEL Program, NISD, NEISD, SAISD, Restore Education, Each One Teach One, Southwest Texas Junior College, and Alamo Colleges I-BEST.
AEL offers High School Equivalency prep (GED), basic skills upgrading, ESL, and career training to prepare students to succeed in postsecondary education and/or the workplace. Services are offered in-person, synchronous remote classes, and asynchronous Distance Learning. In the 20-21 program year, ESC-20 was deemed as an "above average" program by TWC for meeting 6 of our 9 performance measures, while most other programs achieved 4 or 5 measures. In 21-22, our overall enrollment target is 6039 students, plus carry-forward targets from 20-21 (currently in negotiation). Our 21-22 total budget is $6.79M, up from $6.12M in 20-21. In 20-21 and continuing in 21-22, many AEL students benefit from Train for Jobs SA learn and earn program ($15/hr stipends) through partnerships with Alamo Colleges and Restore Education. This year the Consortium has implemented, OneFlow student management system to streamline enrollment, create a paperless system for record-keeping and auditing, gather additional student data, and enhance the student experience. |

4. Commitment of Fund Balance
Description:
The assessment of the Center’s facilities and equipment needs has resulted in the need for revisions to the commitments of fund balance and the addition of certain assignments of fund balance. The current balance of commitments as of September 1, 2021, would have totaled $6,929,695 with $63,864 of non-spendable fund balance. The revised total of commitments will be $16,698,201. In addition, there will be $60,582 of non-spendable fund balance. These increases and decreases represent changes in previously committed amounts. The total amounts to be committed are attached.

5. 2020-2021 Audit Report
Description:
Patillo, Brown, and Hill, LLP, independent auditors for the Board of Directors, have submitted their Report on the Examination of Financial Statements, fiscal year ending August 31, 2021.
Chapter 44, Subchapter A, Section 44.008, Texas Education Code states that a copy of the annual audit report, approved by the Board, shall be filed by the Center with the Texas Education Agency within 150 days of the close of the fiscal year for which the audit was made. The full report is included as an extra item. |

12. 2022 Board Election
Description:
On May 31, 2022, the present terms of two ESC-20 Board members,
Mr. Rudy Garza and Mr. Bob Raymond will expire. Board members of education service centers are to be elected by members of school district boards of trustees within the region and newly elected Board members’ terms of office will begin on June 1, 2022. A timeline for the 2022 Board Election is attached.
