1. Program Highlight - High Impact Tutoring
Description:
One of the decisions points for LEAs opting to receive funding from the Texas COVID Learning Acceleration Supports (TCLAS) grant pertains to Tutoring Supports. While research has shown that tutoring interventions can have positive impacts on student learning, past efforts to scale tutoring programs have not always been successful. Therefore, in an effort to provide research-based resources, tools, trainings, and implementation support for high-impact and high-quality tutoring practices to support learning acceleration and meet the needs of all students in Texas, LEAs who opted in for TCLAS Tutoring Supports, must follow a
High Impact Tutoring (HIT) model. HIT, also referred to as high-dosage tutoring, has six key characteristics with the most notable being a 1:3 teacher to student ratio with at least 3 sessions per week lasting at least 30 minutes a per session. LEAs who implement HIT are subsequently meeting the statutory requirements of HB4545 pertaining accelerated instruction. ESC, Region 20 is one of three ESCs identified by TEA as an ESC Staffing Provider for any LEA needing assistance with finding tutors to meet their acceleration needs. ESC-20 has engaged in strategic marketing and training opportunities to grow the bank of tutors for LEAs. We currently have close to 700 tutors in our ESC-20 Tutor Database with 500 already matched and nearly 200 available for hire. Furthermore, ESC-20 provides free training opportunities for the TEA identified tutoring products, Amplify, BookNook, and Zearn. Since Fall 2021, ESC-20 has provided training for over 500 tutors. |

11. TASB Risk Management Fund Amended Interlocal Participation Agreement
Description:
The Center utilizes the Texas Association of School Boards Risk Management Fund (TASBRMF) for workers’ compensation coverage and related services.
The Center recommends the approval of TASBRMF’s revised Interlocal Participation Agreement (IPA) which includes amended language as outlined in the Frequently Asked Questions and Explanation of Changes to the IPA enclosed with the agenda, along with the complete amended interlocal.

17. 2022 Board Election - Canvass Election Results
Description:
Chapter 53, Sub-Chapter AA, Rule 53.1001 of the Texas Administrative Code specifies as follows:
(6) The provisions described in subsection (b)(2) and (5) of this section do not apply if all positions in the election are uncontested. In the event of an uncontested election, the RESC board of directors may determine that no election will be held. The RESC board of directors must make this determination prior to March 1. If, due to an uncontested election, the RESC board of directors determines that an election should not be held, the RESC board shall declare the unopposed candidates elected to office. The RESC executive director shall notify the commissioner of education of the results of an election, whether contested or uncontested. |
