F.1. Acceptance of Fiscal Year 2021 Audit Reports and Compliance Questionnaire
|
F.1.a. A.R.S. 15-14 requires school districts that have an adopted M&O budget limit in excess of $2,000,000 annually contract for an annual financial statement audit and the completion of the USFR compliance questionnaire. School districts that expend more than $750,000 in federal revenues must also contract for a federal single audit. Section H of the statute now requires the Governing Board to publicly accept all audits and compliance questionnaires through a roll call vote.
The FY2021 Annual Comprehensive Financial Report, USFR Compliance Questionnaire, Single Audit Reporting Package, and Governance Communication Letter are presented for review and recommended acceptance.

F.2. Recommend Approval of Revision of Community Schools’ Fees for Summer 2022
|
F.2.a. District administration recommends approval to revise the Community Schools’ YES fees to include a one-time $25 materials fee and a non-attendance fee of $25 per child per week for summer program dates only.

F.3. Recommend Approval of 2022-2023 Fee Schedules for Elementary, Junior High, and High Schools
|
F.3.a. District Administration recommends approval of the fee schedules for the 2022-2023 school year. There are no changes to the fee schedules with the exception of the removal of references to ceramics courses at Flowing Wells High School (currently no ceramics courses are offered at FWHS).

F.4. Discussion of Tax Credit Contributions for Calendar Year 2021
|
F.4.a. The Flowing Wells School District received $261,486 in tax credit contributions during calendar year 2021. This compares to $268,520 received in 2020. A report summarizing, by school, donations received over the past five years is attached. The Arizona Department of Revenue allows a maximum tax credit of $400 for married couples filing jointly and $200 for individuals or couples filing separately.
The District is also required to report actual expenditures from tax credit contributions by February 28th of each year per ARS 43-1089.01. These reports are also attached.

G. Unfinished Business

G.1. Recommend Approval of Attendance Boundary Change for Homer Davis Elementary School and Douglas Elementary School
|
G.1.a. District Administration recommends approval of a change to the attendance boundary between Homer Davis Elementary School and Douglas Elementary School to address discrepancies in enrollment patterns and class sizes, to become effective at the start of the 2022-2023 school year. This change would shift the boundary from its current location on Roger Road to the new location on Prince Road, with the area encompassed by Prince Road on the south, Tuttle Avenue on the east, Flowing Wells Road on the west, and Roger Road on the north included in the attendance area for Homer Davis Elementary.

H.1. Recommend Approval to Table the National Geographic Learning/Cengage Textbook Entitled Human Geography: A Spatial Perspective prior to Adoption Consideration
|
H.1.a. District Administration recommends a sixty-day table of the National Geographic Learning/Cengage textbook entitled Human Geography: A Spatial Perspective to allow for public review and comment prior to a formal request to adopt the textbook for use with the AP Human Geography course.

H.2.a. District Administration recommends a sixty-day table of the Wiley Physics (Physics 1), 10th Edition textbook to allow for public review and comment prior to a formal request to adopt the textbook for use with the AP Physics course.

H.3. Recommend Approval to Revise Policy JFB Open Enrollment
|
H.3.a. District Administration recommends approval to revise Policy JFB Open Enrollment. Currently this policy states that families of current open enrollment students will be notified of their continuing open enrollment status for the following year. This revision would eliminate the need for notification except in cases in which the student's open enrollment status is changing to conditional or denied, thus streamlining the process for families of students whose status is not changing.

H.4. Recommend Approval of Amendment to IGA with Pima Community College to Include Digital Video Editing as a Dual Enrollment Option
|
H.4.a. District Administration recommends approval to amend the IGA with Pima Community College (PCC) to include Digital Video Editing as an option for dual enrollment and to update the language regarding data sharing between Flowing Wells and PCC pertaining to dual enrollment participation. The IGA term through June 30, 2023 would remain unchanged.

H.6. Recommend Approval of Juneteenth Holiday as a Paid Holiday for Twelve-Month Employees
|
H.6.a. District Administration recommends approval to include Juneteenth as a paid holiday for twelve-month employees beginning June, 2022. This additional holiday previously had not been included on contracts, employment agreements, or SPARs for the various twelve-month employee groups because these FY22 agreements had been finalized in the spring of 2021, prior to the federal recognition of Juneteenth. The Governing Board previously approved the revision to the calendar to recognize the Juneteenth holiday.
