E.1. Recommend Acceptance of Fiscal Year 2022 Audit Reports and Compliance Questionnaire
|
E.1.a. District Administration presents for review and acceptance the FY2022 Annual Comprehensive Financial Report, USFR Compliance Questionnaire, Single Audit Reporting Package, and Governance Communication Letter. A.R.S. 15-914 requires school districts that have an adopted M&O budget limit in excess of $2,000,000 annually contract for an annual financial statement audit and the completion of the USFR compliance questionnaire. School districts that expend more than $750,000 in federal revenues also must contract for a federal single audit. Section H of the statute now requires the Governing Board to publicly accept all audits and compliance questionnaires through a roll call vote.

E.2. Recommend Acceptance of JUUL Litigation Settlement
|
E.2.a. District Administration recommends that the Governing Board accept the Flowing Wells District's portion of the settlement from the JUUL litigation. The settlement amount remains confidential at this time. The District's portion would be reduced by approximately 35% for legal fees and costs. The remaining settlement would be paid over five years, beginning with a payment of 50% next fall, followed by four installment payments of 12% over the next five years. The Board must take action to accept the settlement before April 7, 2023, or the settlement offer will be deemed rejected.

E.3. Recommend Approval to Purchase Two Custom Fabricated Beverage Counters from Arizona Restaurant Supply
|
E.3.a. Recommend approval to purchase and install two custom fabricated beverage counters at Flowing Wells High School from Arizona Restaurant Supply, Inc. The current beverage service counters were installed with the initial cafeteria build and are deteriorating. The new counters will be installed along a wall which will provide for more open space in the serving area. The purchase would utilize pricing through the Mohave contract # 22G-AZRS-0715 and would be funded with Food Service Funds. The estimated total cost is $102,602.

F.1. Recommend Approval of Revisions to Governing Board Policy GBC: Staff Compensation
|
F.1.a. District Administration recommends approval of revisions to Governing Board Policy GBC: Staff Compensation. Specifically, the revisions clarify when the one-time Special Longevity stipend is earned and paid. The revisions also clarify the options for employees to defer the payment of the stipend. These revisions remove ambiguity from the policy and clearly align with our existing practices. The proposal also removes language about the District’s old support staff longevity scale and early retirement incentive policy. All revisions are documented with strikethroughs for removed text and underlines for new text.

F.2. Recommend Approval of Revisions to Governing Board Policy IIE: Student Schedules and Course Loads
|
F.2.a. District Administration recommends approval of revisions to Governing Board Policy IIE: Student Schedules and Course Loads. The revisions change the required number of classes for seniors at Flowing Wells High School to five classes rather than the previously required four classes. This five-class requirement has been our practice at FWHS for many years in order to meet the required number of instructional minutes; this revision would align policy with practice. All revisions are documented with strikethroughs for removed text and underlines for new text.

G. New Business

G.1. Recommend Approval of Revision to Fee Schedules for 2023-2024 School Year
|
G.1.a. District Administration recommends approval of a revision to the fee schedules for the 2023-2024 school year. The revision simply removes the list of Advanced Placement courses and adds a general statement regarding the fee associated with each Advanced Placement test. Given that each AP course includes the phrase "Advanced Placement" in its title, it is not necessary to separately list each course on this document.

G.2. Recommend Approval of Flowing Wells Title I Parent Involvement Policy
|
G.2.a. District Administration recommends approval to adopt the Flowing Wells Title I Parent Involvement Policy. The District reviews this policy annually with the Flowing Wells Parent Advisory Council (PAC). This year's review occurred on March 2, 2023; no revisions were requested by the PAC. Pending Governing Board approval, the final version will be posted on the District website and included in student handbooks and planners for the coming school year.
