E.9.a. District administration recommends approval of the Classified Calendar by Group for the 2023-2024 school year. The only changes other than dates are as follows: District Health Coordinator position is moved from 12 months to Group D; District Substitute Coordinator position is moved from Group D to Group F; special education Teaching Assistant II (TA II) positions are moved from Group B to the newly created Group I, adding one work day at the start of the school year to provide training.

F.1. Recommend Approval of IGA with Arizona Department of Economic Security (ADES) to Provide Funding for the Transition School to Work (TSW) Program at Flowing Wells High School

F.1.a. District administration recommends approval to renew the Intergovernmental Agreement with the Arizona Department of Economic Security (ADES) to provide funding for the Transition School to Work (TSW) program at Flowing Wells High School, effective retroactively from the start of the current school year (July 1, 2022) through June 30, 2027.

F.2. Recommend Approval of Employee Benefit Renewals for FY2023-2024
|
F.2.a. District administration recommends approval of the following employee benefit contracts for FY2023-2024: Blue Cross Blue Shield of Arizona for health insurance and telehealth (1.8% increase); Health Equity for Health Savings Accounts (no change); Blue Cross Blue Shield of Arizona for PPO dental (no change); EyeMed for vision (no change); Sun Life for short-term disability (no change); Employers Dental Service for pre-paid dental (5.2% decrease); Minnesota Life for life/AD&D and supplemental life insurance (30% decrease); WEX for Flexible Spending Accounts (new vendor; 40% decrease).

F.3. Recommend Increase to District Contribution to Employee Health Care for FY2023-2024
|
F.3.a. District administration recommends increasing the District contribution to employee health insurance for Fiscal Year 2023-2024 by the amount of $121.00 per participating employee. This increase would cover the cost of the rate increase of 1.8% from Blue Cross Blue Shield of Arizona for the employee-only High Deductible Health Plan.

F.4. Recommend Approval of Revisions to Special Activities Compensation (SAC) Schedule for 2023-2024 School Year
|
F.4.a. District administration recommends approval of revisions to the SAC schedule for the 2023-2024 school year. These revisions are outlined in the attached memo and include the addition of new stipends for FWJH golf and FWJH flag football, increases to several athletics stipends, the addition of stipends for chaperones for signature multi-night field trips, the addition of a biliteracy testing coordinator stipend, the addition of a math competition coaching stipend at FWJH, and the addition of EMELC head teacher stipends.

F.5. Recommend Approval of Amendment to Contract with Pima County Department of Community and Workforce Development regarding the Pima Early Education Program (PEEP)
|
F.5.a. District administration recommends approval of this amendment to the PEEP contract with Pima County. The amendment increases the term by one full year, extending the agreement through May 31, 2025, and increases the funding. Family eligibility for PEEPs funding is amended to include families with incomes at or below 300% of the Federal poverty level (adjusted from the prior level of 200%). This would increase the Flowing Wells allocation to $345,656 for the additional year, totaling $1,514,624.00 for the entire contract agreement.

F.7.a. District Administration recommends approval to renew the Direct Service Agreement with Vail Unified School District for the AZEDS Outreach Program for Fiscal Year 2023-2024. This program is beneficial for the Flowing Wells District in that it affords support and professional development to our Database Administration team regarding student data transmission to the state's AZEDS system.
