F. Business and Finance

F.1. Recommend Approval for DLR Group to Provide Design Services for Three Improvement Projects

F.1.a. District administration recommends approval to contract with DLR Group to provide design services for the following three improvement projects:
     - Flowing Wells Junior High School Building K Restrooms – Estimated fees $14,240, funded with ESSER III grant funds.
     - Flowing Wells High School Culinary Arts Expansion – Estimated fees $98,230, funded with JTED funds.
     - Flowing Wells School District Office Site Improvements – Estimated fees $62,880, funded with Unrestricted Capital funds.
The District would utilize pricing through 1GPA Contract # 23-18P-07. The proposed total cost is $175,350.

F.2. Recommend Approval to Purchase Flat Panel Touchscreen Displays and ScreenBeam Wireless Casting Devices from Bluum for Installation at FWHS, Centennial, Douglas, Hendricks, and Richardson

F.2.a. District administration recommends approval to purchase 96 Newline flat panel touchscreen displays and 134 ScreenBeam wireless casting devices from Bluum to be installed at five schools to replace aging projectors and SMART Boards. The total cost is anticipated at $314,606.63 and would utilize Mohave state contract pricing (Mohave 20F-TROX-1003). Federal ESSER funds would be utilized for this purchase.

F.3. Recommend Approval of Inter-Governmental Agreement (IGA) with Arizona Department of Education for Achievement Tutoring Program

F.3.a. District administration recommends approval of the IGA with the Arizona Department of Education (ADE) for the Achievement Tutoring Program, to be effective through September 30, 2024. This IGA would establish a collaborative effort between the ADE and Flowing Wells to provide tutoring services for students in grades 1 through 8 who meet eligibility criteria in the areas of math, reading, and/or writing. The IGA and scope of work are attached for review.

G. Unfinished Business

G.1. Recommend Approval of Revision to Policy JFB - Open Enrollment

G.1.a. District administration recommends approval of a revision to Policy JFB - Open Enrollment, adding language explaining that appeals of open enrollment denials may not occur within the current school year; by contrast, appeal procedures apply only to open enrollment denials for the subsequent school year. This change is designed to ensure students enroll immediately in their home school rather than attempt to wait out a lengthy appeal process. The accompanying policy draft includes underlined text to indicate the new language. This revision was brought for review and discussion during the August 22 Governing Board Meeting.

H. New Business

H.1. Discussion of Draft Calendar for 2025-2026 School Year

H.1.a. District administration will present a draft of the 2025-2026 school year calendar. No action will be taken regarding this item during the current Board Meeting to allow public review and comment prior to a request for approval in January.

H.2. Recommend Approval of Memorandum of Understanding with Drexel University for Field Placement in Flowing Wells

H.2.a. District administration recommends approval of a Memorandum of Understanding with Drexel University to host student teachers and other student interns in Flowing Wells.

H.3. Recommend Approval of Agreement with Nova Southeastern University for Internship Experiences in Flowing Wells

H.3.a. District administration recommends approval of an internship agreement with Nova Southeastern University to host intern students in the area of speech pathology.
