G.3. Special Education Paraprofessional Labor Agreement - Liz Windingstad
Description:
A tentative labor contract agreement has been reached between the Special Educational Paraprofessionals Union and the School District for school years 2020-2021 and 2021-2022.
The elements of this agreement are as follows: Removal of the Fair Share language due to the recent Supreme Court ruling, updates to the Bereavement Leave, removal of all references to Sign Language Interpreters since they formed their own union, various minor language clarifications, a $250 increase in the districts health contribution in the first year of the contract and a $150 increase in the second year, a 2% base wage increase in the first year and a 1% base wage increase in the second year, and a $.10 increase to the longevity table in the first year. The total package increase is estimated to be 3.5% in the first year and 1.51% in the second year for a total two year package increase of 5.01%. G.4. Administrators' Association Labor Agreement - Liz Windingstad
Description:
A tentative labor contract agreement has been reached between the Willmar Public School's Administrators' Association and the School District for school years 2020-2021 and 2021-2022.
The elements of this agreement are as follows: Updates to the Bereavement Leave language, a change to the buyback of Personal leave provision to be at the daily rate of pay, various minor language, date, and job title clarifications, and an increase in the start rate pay bands listed in the Agreement. The group is receiving a $3,000 base wage increase in the first year and a $1,625 base wage increase in the second year. The total package increase is estimated to be 3.5% in the first year and 1.5% in the second year for a total two year package increase of 5.00%. G.5. Library General Paraprofessionals - Liz Windingstad
Description:
Library General Paraprofessionals - This group is receiving a $.60 increase in the 2020-2021 school year and a $.20 increase in the 2021-2022 school year. This group is also increasing the longevity table by $.15 at each step and increasing the District's health insurance contribution by $145 in the first year. The total package increase is approximately 3.46% in year one and 1.64% in year two for a total package increase of 5.10%.

Miscellaneous - This group is inclusive of various positions at different pay rates. It includes miscellaneous and student support positions. The employees will be receiving a $.65 increase in 2020-2021 and a $.29 increase in 2021-2022. The total two year package increase is 5.05%.

Description:
Community Education Coordinators & Specialists- This group is made up of hourly and salaried staff. In total, the group will receive approximately a 3.49% total package increase in the 2020-2021 school year and a 1.53% total package increase in the 2021-2022 school year. The total two year package increase is approximately 5.02%.

G.9. Cardinal Place - Liz Windingstad
Description:
Cardinal Place - This group of employees consists of Cardinal Place employees and Supervisors within Community Education. Most of these positions will see a $.38 increase in the first year and a $.17 increase in the second year. Supervisors will receive a $.72 increase in the first year and a $.33 increase in the second year. The year one package is approximately 3.5% and the second year package is approximately 1.5%. The total two year package for Cardinal Place is approximately 5.08%.

Description:
Miscellaneous Directors & Managers- This group is inclusive of the following positions: Activities Director, Manager of Buildings and Grounds, Early Childhood Manager, ABE Manager, Director of Community Education Director of Food and Nutrition Services, Assistant Director of Food and Nutrition Services, Director of Instructional Technology, Director of Teaching and Learning, Assistant Director of Teaching & Learning, Director of Business and Finance, and Director of Human Resources. The only language change is for clarification in the assignment of the Director of Food and Nutrition Services regarding Early Retirement. The group is receiving a total package increase of 3.5% in 2020-2021 and 1.5% in 2021-2022. The total two year package is estimated to be 5.00%.

G.11. 2021-2022 District Health Insurance Plan - Liz Windingstad
Description:
The District conducted a RFP for Health Insurance in compliance with the HITA law. We received proposals from the Southwest West Central Service Coop, BCBS of MN direct, Health Partners, Preferred One, UnitedHealthCare, and PEIP. The Insurance Committee considered all proposals, the District's calculated increase of 29.8%, and options to reduce the cost of premiums. The Insurance Committee has reviewed it's options in conjunction with its consultant, Justin Kroeger. Liz Windingstad, Director of HR, will present the outcome of the committee's recommendations at the meeting.
Recommendation: Approve as presented. |
