V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. Those wishing to address the board are requested to email the executive secretary by 10 am on Tuesday, November 9, 2021 at jsaxton@holbrook.k12.az.us. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

IX.A. Minimum Wage Increase Beginning January 1, 2022- Dr. Koerperich
Description:
The Fair Wages and Healthy Families Act established an annual increase in minimum wage based on inflation. The increase, beginning January 1, 2022, will be at the rate of $12.80 per hour. We are requesting Governing Board approval to add addendums to minimum wage hourly rate employees Notice of Appointments to reflect the new minimum wage increase.
Recommendation: Discussion and consideration to approve the Fair Wages and Healthy Families Act minimum wage increase for minimum wage employees beginning January 1, 2022. |
IX.B. Policy BEDH Public Participation At Board Meetings First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy BEDH Public Participation at Board Meetings. The policy revision updates the policy to include that presentations of unsolicited services are not permitted and that companies or businesses offering services should submit information to the district office.

IX.C. Policy JLCB, JLCB-E and JLCB-R Immunization Of Students First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy JLBC, JLBC-E and JLBC-R Immunization of Students. The policy revision updates the policies to reflect required immunizations for entry into public school systems for SY 2021-2022. The policy is ready for first reading.

IX.D. Policy GCB Professional Staff Contracts And Compensation First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy GCB Professional Staff Contracts and Compensation. The policy revision outlines new total compensation statements that must be provided to employees that outline total benefits for each employee. The policy revision is included in the back-up materials.

IX.E. Policy JLF Reporting Child Abuse/Child Protection First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended an update to Policy JLF Reporting Child Abuse/Child Protection. The policy requires each school to post instructions for reporting child abuse, in a clearly visible location, in a public area within the school that is readily accessible to students. The policy revision is included in the back-up materials. This policy revision aligns with recent legislation enacted in A.R.S. 8-455.

IX.F. Policy GCF Professional Staff Hiring First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy GCF Professional Staff Hiring. The policy revision outlines guidelines stating that before employing a certificated or non-certificated employee the school district must conduct a search of prospective employees on the Arizona Department of Education educator information system. The policy revision is included in the back-up materials.

IX.G. Policy IHAMD Instruction And Training In Suicide Prevention First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy IHAMD Instruction and Training in Suicide Prevention. The policy revision outlines that students in grades 9-12 shall be provided suicide prevention information on student identification cards if issued to students. The policy revision is included in the back-up materials.

IX.H. Policy IJ Instructional Resources And Materials First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy IJ Instructional Resources and Materials. The policy revision updates the term "textbook" to include printed materials or digital content that are written and published primarily for use in school instruction and that are required by a state educational agency or a local educational agency for use by pupils in the classroom. The policy is included in the back-up materials.

IX.I. Policy IKE-RB Promotion And Retention Of Students First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a revision to Policy IKE-RB. The policy revision outlines that if a student's school has determined that the student has a substantial deficiency in reading before the end of grade three (3), the District shall provide to the parent or guardian of that student a specific written notification of the reading deficiency within three (3) weeks after identifying the reading deficiency and the school will provide timely updates and information to the parent on the pupil's progress toward reading proficiency. The policy is included in the back-up materials.

Description:
The Arizona School Board Association has recommended a policy revision to Policy IHAMB & IHAMB-R Family Life Education. The policy revision outlines new statutory requirements for family life education. The policy revision is included in the back-up materials.

IX.K. Policy KB Parental Involvement In Education First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy KB Parental Involvement in Education. The policy revision includes the requirement to obtain signed, written, consent from a student's parent or guardian before providing sex education to the student; as well as, provide the parent or guardian the right to review sex education instructional materials and activities. The policy revision is included in the back up materials.

IX.L. Sex Education Certification Of Compliance- Dr. Koerperich
Description:
Arizona Administrative Code R7-2-303 requires school district's sign an assurance that the district is compliant with the provisions of R7-2-303. The Holbrook School District is requesting Governing Board approval to present the assurance to the State Board of Education.

IX.M. Director Of Environmental Services Job Description- Dr. Koerperich
Description:
The Holbrook School District is requesting approval of an Environmental Services Director job description. The Environmental Services Director will oversee all heating, cooling and ventilation (HVAC) systems throughout HUSD #3; as well as, oversee environmental services such as lighting, facility projects, air quality, water quality, etc. The job description is included in the back-up materials.
