V. CALL TO PUBLIC
|
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 a.m. on Tuesday, December 9, 2025: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. Description:
Park Elementary and Indian Wells Elementary Schools are requesting the final adoption of Wilson Language Fundations Readers for grades Kindergarten, First and Second grades. The supplemental readers were placed on a public 60-day review located on the district website. The list of supplemental readers is included in the back-up materials.
Recommendation: Discussion and consideration to approve Wilson Language Fundations Readers for grades Kindergarten, First and Second grades as supplemental materials as presented for final adoption. |

VIII.B. Heggerty Phonological Awareness Supplemental Curriculum Final Adoption - Mrs. Tow
Description:
Hulet Elementary School is requesting the final adoption of the Heggerty Phonological Awareness curriculum as a supplemental curriculum to be used for reading intervention. The 60-day review materials were placed on the HUSD #3 website under 60-day review for public review.
Recommendation: Discussion and consideration to approve Heggerty Phonological Awareness curriculum for final adoption as presented. |

VIII.C. Counseling Books Final Adoption - Mrs. Tow
Description:
Hulet Elementary is requesting the final adoption of the counseling book library for small group and individual counseling sessions by the school counselor. The list of books and the book proposals were posted for 60-day review on the district website under 60-day review.
Recommendation: Discussion and consideration to approve the school counselor's book selections for 60-day review as outlined in the 60-day review proposal for final adoption. |

VIII.D. Language Essentials English Language Supplemental Curriculum Final Adoption - Dr. Tomlin
Description:
HUSD #3 is requesting the final adoption of the English language supplemental curriculum Language Essentials for supplemental English language instruction to be used at HUSD #3. The curriculum proposal is included in the back-up materials and was posted on the HUSD #3 website under 60-day curriculum review.
Recommendation: Discussion and consideration to approve Language Essentials as a supplemental curriculum for English language instruction as presented for final adoption. |

Description:
The Holbrook School District is requesting approval for a public hearing on the Holbrook School District budget revision #2 before adopting the revised budget.
Recommendation #1: Discussion and consideration to call for public comments on the Holbrook School District budget revision #2 at this time. Recommendation #2: Discussion and consideration to close public comments after conclusion of public comments. |

IX.B. FY 26 Budget Revision #2- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to revise the FY 26 budget to reflect accurate funding for Average Daily Membership (ADM), capital budget revisions, classroom site funds, budget carry-forward and weighted student count revisions due to current year funding requirements. The revised budget is included in the back-up materials.
Recommendation: Discussion and consideration to approve FY 26 Budget Revision #2 to be sent to the Arizona Department of Education School Finance Division as presented. |

IX.C. Building Renewal Grant Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the following building renewal grants: HJHS Fire Alarm System Replacement BRG-007822 and BRG-007836 IWES Classroom 130 HVAC Replacement as presented; as well as, authorizing the Board President to sign the terms and conditions of the building renewal grants.

Description:

Description:
The Holbrook School District is requesting Governing Board approval of the FY26 federal grants as included in the back-up materials. These grants have been approved by the Arizona Department of Education and other entities that administer the grants.

IX.H. Practicum Hours- Mrs. Tow
Description:
Ms. Zoe Daniels is requesting to complete practicum hours for her degree program through Northland Pioneer College in Mrs. Bartruff's class, beginning in January. She has a valid fingerprint clearance card.
Recommendation: Discussion and consideration to approve Ms. Zoe Daniels to complete practicum work at Hulet Elementary School in the spring semester of 2026. |

IX.I. Student Teaching- Mrs. Tow
Description:
Ms. Sara Speers is requesting to complete student teaching in the spring semester of 2026 beginning in January. Ms. Speers, a Northern Arizona University Elementary Education major, will complete her first 8 weeks in general education classroom in Danelle Garner's third grade class at Hulet School and the following 8 weeks in special education classroom at Park School with Ms. John. Ms. Speers does have a valid fingerprint clearance card.
Recommendation: Discussion and consideration to approve Ms. Sara Speers to complete student teaching at Hulet and Park Elementary Schools in the spring semester. |

Description:
The Arizona School Board Association has updates to policies that are ready for first reading. Policy updates include: DJE Bidding/Purchasing, EA Support Service Goals/Priority Objectives, EBAB & EBAB-R Hazardous Materials, EBBB & EBBB-R Accident Reports, EBC & EB-R Emergencies and School Closings, ECA & ECA-R Security, ECAC & ECAC-R Vandalism and Reporting Suspected Crimes, ECB Building and Grounds Maintenance, EDB & EDB-R Maintenance and Control of Materials, Equipment and Instructional Materials, EDC Authorized Use of School-Owned Materials and Equipment, and GDBA Support Staff Salary as presented.

IX.K. Reorganization of the Board- Dr. Koerperich
Description:
Governing Board Policy BDA, Board Organizational Meeting, requires an annual reorganization of the Governing Board in January each year. The Board must determine who will preside as the President and Vice-President for the 2026 term.
Recommendation: Motion to open discussion about electing a President and Vice-President for January 2026 through December 2026. Motion to elect a President and Vice President for the 2026 term beginning in January. |
