V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 a.m., Tuesday, June 10, 2025: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. Indian Community Participation & Indian Policies And Procedure FY27 Approval- Dr. Koerperich
Description:
Policy IHBJ outlines our District's responsibility to give tribal officials and parents of Native American students the opportunity to comment on the participation of Native American students on an equal basis in the school program. In addition, Policy KJG requires our District give an annual status report based on public school performance measurements to each Indian Nation with tribal lands located within district boundaries and governed by the Arizona Department of Education. In addition, HUSD #3 is required to develop Indian Policies and Procedures (IPP) that outline strategies for gathering feedback from our Native American communities. We are requesting to act upon these actions at this time.
Recommendation: Discussion and consideration to take public comments from the Native American Community according to Policy IHBJ. In addition, provide Governing Board recommendations to the district administration team based on public comments and approve the FY27 Indian Policies and Procedures as presented. |
IX.B. FY 2026 Proposed School District Annual Expenditure Budget Public Comment And Adoption – Dr. Koerperich
Description:
The Auditor General and the Arizona Department of Education have released preliminary budget forms for all school districts in Arizona. Included in the backup is the proposed budget for the Holbrook Unified School District for FY 26.
Actions: Presentation of FY 26 proposed budget and accept public comments. Recommendation: Discussion and consideration to review the FY 26 proposed district budget. Motion to take public comments on the proposed budget. Motion to approve the proposed budget as presented to be posted for public review. |
IX.C. Navajo Nation Chapter House Summer Employment for Youth- Dr. Koerperich
Description:
Navajo Nation Chapters often request the use of Indian Wells Elementary School to employ youth through the Chapter House Summer Youth Employment program. Chapters request that students are allowed to work at Indian Wells Elementary School under the guidance and direction of the Indian Wells staff to complete summer work for the school. Pay, insurance and other aspects of employment will be covered by the respective Chapter Houses.
Recommendation: Discussion and consideration to approve the use of Indian Wells Elementary School for the Navajo Nation Chapter Summer Youth Employment program as applicable. |
IX.D. Governing Board Meeting Dates For The 2025-2026 School Year - Dr. Koerperich
Description:
The Holbrook Unified School District Governing Board meets once a month to discuss and act upon school district business. We would like to recommend a schedule for meeting dates each month, which generally fall on the second Tuesday of each month. A detailed list of meeting dates is included in the back-up materials.
Recommendation: Discussion and possible action pertaining to approval of Governing Board meeting dates for the 2025-2026 school year. |
IX.E. Governing Board Conferences for 2025-2026- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval for HUSD #3 Governing Board members to attend professional development opportunities associated with governance and school operations throughout the year as included in the back-up materials.
Recommendation: Discussion and consider approving all Governing Board Members, Superintendent, and Executive Secretary to attend professional development opportunities throughout SY 25-26 as presented in the back-up materials. |
IX.F. SY 2025-2026 Student Handbooks- Dr. Koerperich
Description:
Holbrook High School, Holbrook Junior High, Hulet Elementary, Indian Wells Elementary, and Park Elementary School have completed their student handbooks for the 2025-2026 school year, including yearly student handbooks and Positive Behavior Intervention & Supports handbooks. The handbooks are provided in the back-up materials.
Recommendation: Discussion and consideration to approve the Holbrook High School, Holbrook Junior High School, Hulet Elementary School, Indian Wells Elementary School, and Park Elementary student handbooks for the 2025-2026 school year. |

Description:
The Arizona School Board Association has recommended policy updates to the following policies for first reading: CA Administration Goals/Priority Objectives, CB Superintendent, CBA Qualifications and Duties of the Superintendent, CBCA and CBCA-R Delegated Authority, CBI, CBI-EB Evaluation of Superintendent, CCB Line and Staff Relations, CFD, CFD-E, CFD-R School-Based Management, CHD Administration in the Absence of Policy, CK Administrative Consultants, and CM School District Annual Repor as presented.
Recommendation: Discussion and consideration to approve the listed policies for first reading as presented. |
