V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

Description:
The Holbrook School District is requesting Governing Board approval of the FY 26 Classified Placement Pay Schedule as presented effective July 1, 2025.

IX.B. High Needs Paraprofessional Longevity Rates- Dr. Koerperich
Description:
The Holbrook School District is requesting approval of longevity stipends for High Needs Paraprofessionals at .10 cents per year for current High Needs Paraprofessionals. These are hard to fill position and involve extra duties for student care. The list of High Needs Paraprofessionals and years of experience are included in the back-up materials.
Recommendation: Discussion and consideration to approve the High Needs Paraprofessional longevity stipends as presented. |
IX.C. Classified Staff Renewals And Hourly Increase For SY 25-26- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the SY 25-26 Classified Staff Notice of Appointment renewals including a 3.5% hourly increase to current hourly rate as presented. Minimum wage increases were given in January; therefore, staff on minimum wage will not be given an increase.

IX.D. Approval of Sole Source Vendors for FY 2024-2025- Mrs. Maestas
Description:
Holbrook Unified School District previously approved the following vendors as sole source providers at the beginning of the fiscal year. However, to ensure compliance with procurement regulations and address auditor recommendations, the district has completed updated Sole Source Vendor Determination forms using the required template. These updated forms provide thorough documentation of the district’s due diligence, justification, and reasonableness of pricing for these procurements, as detailed in the backup materials. |
IX.E. Extra Duty Athletics and Fine Arts Stipend Schedule For FY 26 Update- Dr. Koerperich
Description:
The Holbrook School District is recommending the First Year Extra Duty Certified Faculty Placement Schedule for FY 26 to include step raises and a 15% increase for all coaches and sponsors that are beyond five years on the placement schedule.
Recommendation: Discussion and consideration to approve the FY 26 First Year Extra Duty Faculty Placement Schedule; as well as, a 15% increase for all coaches and sponsors that are beyond the five year increments on the scale. |
IX.F. Speech-Language Pathologist Assistant Job Description- Dr. Koerperich
Description:
The Holbrook School District is requesting an updated Speech-Language Assistant job description update as presented for speech language positions.

IX.G. Special Education Academic Success Coordinator- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a new position which will be titled Special Education Academic Success Coordinator. The new position will work with existing special education teachers on instructional strategies, Individual Education Plan (IEP) implementation and overall special education compliance. The job description is included in the back-up materials.

IX.H. Clinical Services Salary Schedule- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a revised Clinical Services Salary Schedule use for placement of Speech Language Pathologists, Occupational Therapist, Physical Therapist, Psychologists and school nurses for SY 25-26. The salary placement schedule is included in the back-up materials.

IX.I. Learning Resource Facilitator Job Description- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Learning Resource Facilitator job description for Holbrook High School. The role of the learning facilitator will be to manage library duties along with Talon classes and student supervision in the library at Holbrook High School. The job description is included in the back-up materials.

IX.J. Educational Services Incorporated Contract - Dr. Koerperich
Description:
Annually, the Holbrook School District enters into an agreement for employment staffing services with Educational Services Incorporated (ESI). ESI specializes in providing temporary and long-term contract employees in schools. The agreement allows HUSD #3 to retain highly qualified retired staff; as well as, substitute teachers benefiting both the District and the employees. Employees are hired through ESI as per our Post Retirement Employment Option Plan and as a third-party employment agency. All associated rates will remain the same for next school year.
Recommendation: Discussion and consideration to approve the renewal of the Client Service Agreement with Educational Services Incorporated for the 2025-2026 school year. |
IX.K. AVID Out Of State Travel- Dr. Koerperich
Description:
Holbrook High School is requesting out of state travel for Clete Hargrave, Sylvia Jackson, Cheryl Carlson, Callie Jensen, Annie Jones, and Meghan Carbonneau to attend the AVID Summer Institute in San Diego, CA from June 15th through June 18th, 2025. The details of the travel are included in the back-up materials. Funding will be provided through Title I.
Recommendation: Discussion and consideration to approve out of state travel for the AVID Summer Institute in San Diego, CA from June 15th through 18th as presented. |
IX.L. Out Of State Travel Civics Matters to Washington, DC- Dr. Koerperich
Description:
Eight Holbrook High School students have qualified for a four-day trip, June 4-7, 2025 to Washington, DC through the Civics Matters Essay Contest provided by the Governor's Office, the Arizona Cardinals and the Close Up organization. Anthony Lee, Sasha Parcell, Alexa Jiminez, Alaina Plucker, Ayaina Aho, Merhetta Sullivan, Bryce Russel and Ninti Pitman have all qualified and been selected for the trip. All expenses will be paid by Close Up and the Arizona Cardinals. HUSD #3 is requesting approval for out-of-state travel, as well as, a district vehicle and one-night lodging for students on Monday, June 3, 2025.
Recommendation: Discussion and consideration to approve out-of-state travel for students to attend the Close Up Washington DC trip sponsored by Governor Hobbs and the Arizona Cardinals as presented. |
IX.M. HUSD #3 Open Enrollment Capacities for SY 25-26 - Dr. Koerperich
Description:
Governing Board Policy JFB Open Enrollment requires the district to post open enrollment capacities on the district website on an annual basis. HUSD #3 is requesting Governing Board approval of the open enrollment administrative procedure that outlines guidelines for accepting both resident and non-resident students based on open enrollment capacities. The administrative procedure is included in the back-up materials.

IX.N. Holbrook Junior High School Comprehensive School Improvement (CSI) Grant Approval- Ms. Grau
Description:
Holbrook Junior High School is requesting HUSD #3 Governing Board approval of the CSI Mini-Grant provided by the Arizona Department of Education to fund supplies for the HJHS special education department.
Recommendation- Discussion and consideration to approve the CSI Mini-Grant for HJHS as presented. |
IX.O. Book Taco 60-Day Curriculum Review- Mrs. Tow
Description:
The Holbrook School District is requesting Governing Board approval of a 60-day review of Book Taco which is a supplementary literacy tool designed to enhance student engagement and comprehension skills. Book Taco provides access to over 56,000 comprehension quizzes for books available in the classroom and school libraries. The 60-day review proposal is included in the back-up materials and will be posted online for public review.
Recommendation: Discussion and consideration to approve Book Taco for a 60-day review as a supplemental instructional material. |
IX.P. Voyager Passport Resource Kit Supplemental Material 60-Day Review- Mrs. Tow
Description:
The Holbrook School District is requesting a 60-day review of Voyager Passport as a supplemental reading program. The program focuses on phonogical awareness, phonics, fluency, vocabulary development and comprehension to increase reading proficiency. The program will be used as a supplemental reading resource in the district elementary schools. The 60-day review will be posted on the district website under 60-day review materials.

IX.Q. BRG-OO7027 Park Elementary Intercom Replacement Terms and Conditions- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board ratification of BRG-007027 Park Elementary Intercom Replacement Terms and Conditions as presented.

IX.R. Navajo County Education Services Agency Agreement- Dr. Koerperich
Description:
HUSD #3 contracts with the Navajo County Education Services Agency to provide services for occupational therapy and physical therapy. An annual agreement to accept services is required and is being presented to the Board for approval. The service agreement is included in the back-up materials.

IX.S. Employee Post Retirement Options (PREO) Procedure– Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the District Post-Retirement Employment Option (PREO) procedure as presented. The PREO has been updated with current insurance coverage information.

IX.T. Summer Contracted Mileage- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to extend the HUSD #3 contracted mileage program through the summer to provide opportunities for summer school students to attend summer school and other school related events without additional incurred transportation costs to attend school related summer events. Funding for the extension of the program would be paid through district funds and will not be reimbursable through the state mileage program.
Recommendation: Discussion and consideration to approve the extension of the contracted mileage program for summer related school activities to ensure HUSD #3 students have access to summer education programs effective June 2, 2025. |

IX.V. HUSD #3 Teacher of the Year Stipend- Dr. Koerperich
Description:
The Vince and Libby Budenholzer Family have generously donated $200 for each teacher recognized as Teacher of the Year at HUSD #3. The Holbrook School District is requesting Governing Board approval to allocate these funds through payroll with the Holbrook School District paying any benefits associated with the stipend.

Description:

Each policy is ready for first reading as presented.
