Attached is a proposal for PS fee increases for the 2016-17 school year.  Increased fees are recommended due to additional costs of running the program.

We were asked to review the participation rates of our school breakfast and lunch program since the inception of the Healthy, Hunger Free Kids Act in the 2012-13 school year.  I have attached the meal counts since 2011-12 for discussion.  I have also attached a revenue summary for the periods 2011-12 through 2014-15.

There is a need to add 1 additional day to the preschool teachers contract.  The current contract defines the number of days as 166.  Due to schedules it is recommended that the number of days be increased to 167.  The MOA changes the number of days to 167 for the entire contract 2015-2017.

Preschool and ECFE paraprofessionals have requested to become part of the BPESP union.  The MOA states the staff members and step, lane and rate of pay that they will be placed.

Description:
Springsted monitors interest rates on bonds and informs us if current rates are lower.  We have an opportunity to refinance an existing bond and save almost 7% in total interest costs over the remaining term of the bond.  This equates to an estimated $260,677 in net future interest savings.
