Description:
All speakers are asked to complete the Listening Session Sign-in Form including as much detail as possible and including a printed / written copy of your presentation if one is available. This is an opportunity for the Board to listen, the Board will not engage in dialogue. As a general rule, the Board will not comment on or respond to any comments made by speakers. Please do not include names of Greenbush Middle River employees or representatives, their title, or location in your remarks for your own legal protection and the legal rights of staff.

Each speaker will have five (5) minutes to speak: speakers may not roll their time to another speaker. Speakers will be timed and are asked to complete their comments in this time frame. Board members may ask questions if needed.  Please begin your presentation by stating your name and topic only.

9.1. Resolution conveying parcel(s) of real estate conveyed by ISD #2683 in December 2000 that is no longer needed and has been abandoned by the School District for school purposes.
Description:
A title opinion on a parcel(s) of real estate, that was conveyed by School District ISD #2683 in December 2000 that is no longer needed and was abandoned by the School District for school purposes.  
The law office (Moren Law Office of Roseau) providing a Title Opinion indicates a Resolution of the School Board for the land deed (see attached) is not on record.  A resolution deeding the property needs to be filed in order to comply with Minnesota Title Standards.

On May 13, 2021 the Centers for Disease Control & Prevention <https://www.cdc.gov/coronavirus/2019-ncov/vaccines/fully-vaccinated.htmlpost>  posted on their website...

  • "If you are fully vaccinated, you can resume activities that you did prior to the pandemic.
  • Fully vaccinated people can resume activities without wearing a mask or physically distancing, except where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance."
The new guidance still calls for wearing masks in crowded indoor settings like buses, planes, hospitals, prisons and homeless shelters, but will help clear the way for reopening workplaces, schools, and other venues — even removing the need for masks or social distancing for those who are fully vaccinated.
The CDC will also no longer recommend that fully vaccinated people wear masks outdoors in crowds.

The CDC continues to recommend people get the COVID vaccination.

9.3. Recommendation to resume public attendance at School Board Meetings
Description:
This agenda item is in consideration of less restrictive COVID-19 safety guidelines released by Governor Walz on May 6, 2021.  

Public health safety measures were implemented in MN when the COVID-19 pandemic started in March 2020.  Throughout the pandemic, GMR School Board public meetings have been mostly held with Board members being in-person with separate tables, plexi-glass on tables, masks and hand sanitizer available.

The School Board public meetings were also held virtually (ZOOM) under a provision in state law allowing public bodies to do so when it’s not "practical or prudent" to meet in-person.

The school administration recommends the Board 
revert to pre-pandemic public attendance at School Board Meetings.   Meetings should be held in the school cafeteria which can provide social distancing for attendees.   This includes requiring attendees to sign-in not only for noting presence at the school board meeting but also for contact-tracing purposes.

Possible Board Action:  Motion by Board ____________ and seconded by _______________________ to revert to pre-pandemic public attendance at School Board Meetings effective with the regular June 2021 School Board meeting.

Description:
Principal Schultz will report on Summer School programming (Funded by State and / or Federal Elementary & Secondary Emergency Relief [ESSER] funds).
NOTE:  The MN Legislature will go into Special Session in June 2021 to finalize the MN State Budget for 2021-2022 and 2022-2023.

10.3. Approve renewal of Group Health and Hospitalization Insurance for eligible employees
Description:
Excerpt from April 19, 2021 School Board meeting:  As per Employee Agreement(s), the GMR School District provides group health and hospitalization insurance to eligible employees.  Three bids were received to host the GMR group health and hospitalization insurance effective July 1, 2021 through June 30, 2023.

On or before March 30, 2021 Group H & H Insurance bids were received from:
1) Public Employee Insurance Program (PEIP);
2) NW Service Cooperative (administered by Blue Cross / Blue Shield); and
3) Blue Cross / Blue Shield

Bids were opened before school on April 1, 2021 in the presence of the Supt. of School and three GMR-EA members.

On April 16, the Supt. met with three members of the GMR-EA to review the bid results.

GMR-EA will continue to review bids and sample the wishes of the local Association.


Members of the GMR-EA desire to remain with PEIP.  The increase in premium of Group Health & Hospitalization insurance over the preview year is 7%.  As per working Agreement, the District paid group H & H benefit to eligible teachers is $7,500 per school year,

(Non-)GMR-EA school employees eligible for group health & hospitalization insurance will continue with the NW Service Cooperatives' group health & hospitalization insurance program.  The increase for 2021-2022 over the previous plan year is 2.5%.

Description:
Based on the exceptional circumstances of the public health emergency [Coronavirus], the Food and Nutrition Service (FNS), under the U.S. Dept. of Agriculture is establishing a waiver to allow the National School Lunch Program  to continue to offer school meals at no cost when school is open during the regular school year, through June 30, 2022.  This waiver is expected to support access to nutritious meals the Coronavirus (COVID-19) pandemic.

The end of the REGULAR legislative session is May 17, 2021.   The Legislators and Governor has come to a last minute agreement, however, a Special Legislative Session has be held in mid-June to finalize legislation.

Description:
If the district desires to extend the existing (expiring) school operating referendum in the 2021-2022,  the board must adopt a resolution calling the special election at least seventy-four (74) days prior to the election date (no later than August 20, 2021).
