October 2026 Board Meeting

Monthly Projects/Accomplishments/Good News

  • Leadership Platte Valley (Formerly Accountability). We held our first meeting Wednesday September 23rd with 12 people in attendance, several being new. The topic was an Overview of Platte Valley - District Vision and Understanding Your School Board. The next meeting Wednesday, October 21st on District and School Accountability and S-CAP.
  • Homecoming Week. Participation in homecoming week activities were strong throughout the week. The building principals and staff did a great job of staying focused on education when in the classroom during the day while holding the multitude of events and celebrating the week. I also want you to know how much time our staff, especially 6-12, spend outside of the regular day to prepare and attend these events. I am very appreciative of their work and efforts.
  •  Board/Superintendent Student Advisory. James, Luke, and I held our first advisory meetings this week. We were able to reconnect with the students and re-norm the purpose and intention of the groups. We gave them the student search policy to review and homework to come back to us with thoughts and perspectives on the policy. We had six middle school students and five high school students attend.
  •  Abatement Completed. We have officially completed abatement and received approval from the state to move forward with demolition, which resumed on Monday, October 5th.
  •  PD Day. We held our Professional Development day on Friday September 18th focused on content area collaboration, vertical alignment, and began working on a curriculum alignment audit. The afternoon was spent in building level data analysis. The focus and discussion topics for each content area was as follows:
Focus for the Session
    • Each building share the great work currently taking place.
    • Discuss successes, celebrations, key observations, and wonderings.
    • Next steps
Discussion Topics
  • How can we better support one another across grade levels?
  • 8th- to 9th-grade transition considerations
  • Resources/Supports needed
Content areas were led by: Jason McNair and Mike Green, Math; Kyle Appelhans, Science; Eric Lind and Ashley VanSlyke, Language Arts; Jason Arkulari, Social Studies. I have attached material related to our work and process for the curriculum audit we are working through. This is part of the work identified in our strategic plan.

Mrs. Loeffler did a great job of working with our administration to help prepare for this day.

Issues We are Working On or Monitoring

  • S-CAP. We sent out family S-CAP surveys today and will administer to staff and students 4th - 12th in the coming weeks. Students 6th-12th grade will take their survey during advising and 4th-5th grade teams will find the best time for students to take.
  •  Construction Update. Final phase of demolition is scheduled to begin this coming Monday and it is expected to take approximately 12 days to demo and backfill the foundations. As soon as this work is completed, work will begin on the elementary parking expansion and student drop-off area. Sod installation for the new football field is still weather dependent and likely to have to be pushed into the spring.
Other site work has been progressing as much as possible. Sod has been laid at the old administration office location. The promenade lighting is now up and operational and pedestrian controlled lights have been installed across 9th street from the stadium to the promenade. The secure outdoor learning space on the south side of the middle school is taking shape. Concrete edging has been poured and the boulder seating is in place. The synthetic turf work is scheduled to begin next week and we anticipate the remaining concrete for the promenade to be poured by the middle of October.
  • Attendance Data through September. Attendance data K-12 is provided below through September for your reference. Preschool does not calculate due to the schedule students have.

  • September Economic Forecast. JBC received information on Friday. The General Fund is estimated to have ended FY 2025-26 with an 11.9 percent reserve, $140.7 million below the statutory reserve requirement, primarily owing to departmental over-expenditures relative to appropriations. This amount does not include year-end reversions, which will narrow the deficit when identified for the December forecast. General Fund revenue grew by 0.3 percent and totaled $17.23 billion. The State Controller certified that revenue fell short of the Referendum C cap by $175.9 million.
FY 2026-27 The forecast incorporates the 2026 Long Bill and all other 2026 legislation. The General Fund is expected to end FY 2026-27 with a 13.5 percent reserve, $124.5 million above the 13.0 percent statutory reserve requirement. This amount may change based on ballot measures approved at the November 2026 election. Notably, the estimate for the General Fund ending balance assumes current law appropriations, and any supplemental appropriations approved during the 2027 legislative session will affect the ending balance. General Fund revenue is expected to grow at a robust 9.5 percent rate and total $18.86 billion, with strong growth in individual and corporate income taxes and moderate growth in sales taxes. Revenue expectations were upgraded by about $340 million relative to the June forecast. State revenue subject to TABOR is expected to exceed the Referendum C cap by $826.8 million. However, the General Fund obligation for TABOR refunds is estimated at $463.7 million.

The budget outlook has deteriorated since June, but most reasons for the downgrade are on the expenditures side, rather than a result of changes to the revenue forecast. Medicaid costs again exceeded appropriations in FY 2025-26 and were the largest component of FY 2025-26 over expenditures, which totaled $213.1 million. Medicaid costs are expected again to exceed current law appropriations in FY 2026-27 and to grow quickly once more in FY 2027-28. Further, changes to federal law will create a state budget obligation for SNAP beginning in FY 2027-28. These budget drivers will crowd out space under the state TABOR limit, constraining the amounts available for other programs. With revenue expectations now firmly above the TABOR limit through the forecast period, the General Fund budget is insulated from smaller fluctuations in revenue expectations. However, an economic downturn would drop revenue below the limit, with direct impacts on the budget.

Pursuing Excellence for All:
 For Every Student, Every Day
Director of Student Achievement Report, October 2026

September Data Day Our district's first in-service of the year was held on September 18 and focused on data analysis and curriculum mapping. During the session, teachers audited curriculum maps to ensure both horizontal and vertical alignment of grade-level standards. Teams worked to strengthen alignment among the written, taught, and assessed curriculum to ensure a cohesive learning experience for all students. This is work in progress and was the initial professional development to set the stage for the curriculum alignment expectation identified in Strategic Priority #3-Optimizing the Student Experience. Teachers also analyzed student performance data to identify strengths, areas for growth, and instructional next steps. These discussions informed planning decisions and helped prioritize targeted support for students. As a district, we will continue to intentionally build a strong data culture that supports ongoing reflection, collaboration, and continuous improvement in teaching and learning.

Strategic Priorities Work on the district's strategic priorities has remained a key focus of the District Leadership Team. Through collaborative planning, each building has developed targeted action steps aligned to district priorities and objectives. This intentional alignment strengthens coherence across schools, supports consistent implementation of improvement strategies, and creates a clearer pathway toward achieving district-wide student achievement and organizational effectiveness outcomes.

January In Service I have distributed the interest survey to all staff and am now working through presenter recruitment and development of the master schedule. This year's learning opportunities will feature a combination of sessions led by our own teacher leaders, presentations from CDE content specialists and outside facilitators who will bring valuable expertise to our district. The day is designed to celebrate internal expertise while providing access to high-quality professional learning. You are welcome to join us for any of the sessions.

Professional Development In an effort to expand meaningful and accessible professional learning opportunities for staff, the Professional Learning After-School Series was organized to provide educators with practical, research-based strategies that strengthen classroom culture, increase student engagement, improve academic outcomes, and support ongoing professional growth. Offered throughout the school year, these multi-session learning pathways are designed to foster collaboration, reflection, and the application of new learning directly to classroom practice.
The Professional Learning Catalog includes detailed descriptions of each learning opportunity, along with session dates, location information, and a link for registration.  2026 2027 PV Professional Learning Catalog.docx

District Vertical Department Meetings Our first vertical department meetings of the school year went well. Educators from across the district came together to showcase the great work happening within their content areas, celebrate student learning, and engage in meaningful professional dialogue. Participants discussed opportunities for increased collaboration, vertical alignment, and ongoing support for one another as we continue working toward shared goals for student achievement and growth.

District Benchmark Assessment
NWEA District Achievement-Fall Math 55% , Reading 53%

Teachers in grades 3-8 can now use a new NWEA report to analyze student performance and identify strengths and needs on specific standards.

Monthly Projects/Accomplishments
  1. We successfully completed our Homecoming week of activities a few weeks back. Overall, it was an extremely successful week regarding overall participation, and the feedback has been very positive from staff/participation. We are very proud of our staff and students' efforts during this week as we celebrate Bronco Nation. We would like to thank Mrs. Shaw and Ms. Giesick for their countless hours they put in to pull off this long week.
  2. Our recent professional learning and Data Day work also provided staff with time to examine student learning and continue work on curriculum mapping. Departments are working to develop and refine curriculum maps that will help provide greater consistency and clarity in what students are learning across courses and grade levels.
  3. We have seen a strong start to attendance this year, which is encouraging. We continue to emphasize that regular attendance is one of the most important factors in student success. Our message to students remains consistent: being present, engaged, and ready to learn every day matters.

Celebrating Our Incredible Staff All Year Long
  • Our staff morale and hospitality committee is excited to launch a series of celebrations and appreciation events to honor the dedication and hard work of our amazing staff. These efforts are designed to recognize the day-to-day impact our educators and support teams make on the lives of students and families.
We’re kicking things off with a Chili Cookoff with Cinnamon rolls on our October 16th workday, a warm and flavorful way to bring everyone together and spark some friendly competition!
  • A special shout out to Jason Arkulari for his unwavering dedication to our middle school athletic program. His determination to create a more competitive league for all students demonstrates his commitment to providing meaningful and enriching opportunities for every student-athlete.
Jason's vision goes beyond competition. He strives to ensure that all students have the chance to grow, develop their skills, and experience the value of teamwork, perseverance, and sportsmanship. His leadership and hard work are helping create an environment where student-athletes can challenge themselves, build confidence, and achieve success both on and off the field.

Thank you, Jason, for your passion, dedication, and continued efforts to make our athletic program stronger for all students. Your commitment to expanding opportunities and enhancing the student experience is truly appreciated. ????
  • Advising - Web leaders presented the Bronco Way to our advising groups.
Advising takes place every Wednesday for approximately 30 minutes, and each month features a variety of planned activities—from academic check-ins and goal setting to team-building and enrichment. It’s dedicated time to foster connection, accountability, and growth.

Reward Period- Each month, students who are passing all their classes earn a special 30-minute structured recess. These Reward Periods are designed to recognize and celebrate academic achievement while also giving other students a chance to catch up on their work.  We look at placing a special emphasis on positive behavior and grades. This is a great way to reinforce respectful conduct and encourage a supportive school environment. We’re proud to offer these moments of celebration and connection, and we look forward to seeing our students continue to rise to the occasion!
  • School Improvement:
Our Data Day on September 18th was a meaningful success, providing teachers with dedicated time to work on vertical alignment across the district and to evaluate our curriculum maps as well as starting to analyze test scores, classroom performance, projects, and other assessments. This collaborative effort allowed educators to identify classroom trends, pinpoint areas of strength, and recognize opportunities for growth in student learning.

The goal: to develop actionable strategies that raise the bar for Every Student, Every Day.

This work is just the beginning. We will continue the momentum with upcoming PLC (Professional Learning Community) days, where teams will revisit data, refine instructional practices, and explore adjustments that foster a culture of success across all classrooms. These sessions will also focus on integrating additional resources, like Brisk, that increase academic rigor and promote accountability for higher expectations—both now and in the future. In addition, how can we collaborate across curriculums to increase student performance across the board.

Together, we’re building a learning environment where every student is challenged, supported, and celebrated.
  • Pumpkin Patch Dance - First Middle School Dance of the Year!
Get ready to kick off the school year with some fun! Our Pumpkin Patch Dance, the first middle school dance of the year, will be held on Friday, October 9th from 6:00 to 8:00 PM in the Performing Arts Center.

  • Middle School Honors Breakfast - Celebrating Excellence
We’re proud to announce our upcoming Middle School Honors Breakfast on Tuesday, October 27th at 7:00 AM, where we’ll celebrate the outstanding achievements of our students.
This special event recognizes those who have earned a place on the Superintendent’s Honor Roll—students who have maintained all A’s in their classes and this year we will be adding the Principal’s Honor Roll - students maintained all A’s and 1B. It’s a moment to honor their hard work, dedication, and academic excellence.

We’re thrilled to welcome families to join us in celebrating these incredible accomplishments. Congratulations to all our honorees—you continue to inspire us every day! More information to come.
  • OUTDOOR ED
Outdoor Ed will take place once again this year from October 21-23 for our 6th grade students. We look forward to another exciting experience as students explore wildlife, learn about local ecosystems, and gain a deeper understanding of the habitats in which animals live. This hands-on learning opportunity is always a highlight of the school year, and we are excited for another great outing.
  • Our Trunk or Treat event will take place on October 28 during the advising period. This fun and safe event will be a great way for students to celebrate the season and wrap up the month of October together!
Attendance - Raffle
Attendance has been excellent to begin the school year, with monthly attendance rates of 96.46% in August and 95.90% in September. These numbers reflect the importance our students and families place on being present and ready to learn each day. We also want to recognize the 47 students who maintained perfect attendance during this period.

As part of our efforts to promote positive student habits, we conducted our first attendance and behavior raffle of the year. Students earned entries through strong attendance, minimal tardies, avoiding folder pulls, and consistently demonstrating the Bronco Way. We are hopeful that these celebrations will provide additional motivation for students to attend regularly and make positive choices throughout the school year.

October 2026
Elementary School
  1. Our BMX assembly at the stadium went well. The students enjoyed the show and there was good anti-bullying and following your dreams messaging. I appreciate Mrs. Van Slyke arranging it for our school.
  2. We have been getting into a lot of classrooms now that student behavior is getting a little better. We have a skilled staff that provide excellent instruction throughout the building, and it has been a pleasure observing and learning from them.
  3. We are taking the next steps with our Success Skills initiative. At the elementary school we are going slower and deeper to better to help our students understand what the skills look like inside and outside of the classroom. In addition, we are modifying the nomination cards to include attributes of the skills so that students can nominate others based on specific behaviors.
  4. Our Literacy Night Theme is A Night at the Book Store (Twist on Night at the Museum). Our staff has planned fun activities, and we plan to cook for our community this year as JBS will not be supporting our event this year.
  5. Teachers have begun the process of creating and modifying curriculum maps. Grade level teachers plan to complete math this year and will work on ELA over the course of next year. The purpose is to improve vertical alignment and to have a consistent and reliable resource that will guide instruction throughout the year.
  6. We are ready to put our best foot forward for our October conferences. We look at it as an opportunity to connect and partner with our parents to meet the needs of our students. We always have a great turnout, and we appreciate the involvement of our community.
  7. The elementary school is reviewing and updating our PBIS system to better align with our success skills initiative. We are reviewing our systems and modifying them to make the system easier to understand for our students. The STOMP acronym covers areas that our success skills do not, but we want to ensure we are making the overlap explicit. We have sent out a survey to staff and will evaluate PBIS over the course of the school year and implement any changes for the next school year.

She is passionate and provides a positive attitude not only to her students, but to the whole staff. They highlighted her dedication and diligence in building the Bronco Community Council. It is no small task, and the grace that she brings enlightens others. They feel like she is transforming the lives of students and the community through her vision, and that is truly something so special and should be celebrated.

Any other updates:
PVEA had their first union meeting of the year. Members were grateful for the community, snack selection, and content. The members who were in attendance got to meet our new UniServ director, Earl Spriggs. Earl Spriggs and Kyrsten Duvall have been a tremendous help with member rights, dues, benefits, and truly helped me personally transition into this new role. I appreciate all the patience and support!

CFO/COO Report
Justin Decker will present his written reports and the district financial reports.
Description:
CFO/COO Report
October 2026 Board Meeting

Monthly Projects/Accomplishments
  • Scott Szabo will present the District’s audit findings for you this month. Once again, the District had a clean audit opinion and that the financial statements provided during the audit process were presented fairly in all material respects. You can refer to the MD&A beginning on page 4 of the audit to view the District’s analysis.
Issues We are Working On or Monitoring
  • We are working through the October count process which determines a significant part of our funding for the year through the School Finance Act. Preliminary information has us down 3 total students K-12 compared to last year. This is 4 students above what was figured in the adopted budget. I will provide more specific information related to the finalized count and demographics in November or December when the October count process is completed.
  • Construction on the new middle school continues to go well. We continue to work through warranty items and some lingering projects within the building. There will be a big push to complete most remaining items within the building over Thanksgiving break. Demo has resumed on the remaining portion of the old middle school. The anticipated completion is about October 16th. After the demo is complete, work will begin on the remaining site and parking lot for the elementary. Scheduled completion for that is mid-November. Crews are also working on the MS outdoor learning area the remaining portion of the promenade.

Technology Update
October 2026

The Technology Department continues to focus on day-to-day support, system reliability, cybersecurity, and maintaining technology services across the district.

Highlights

  • District Phone System: The district wide transition to the new phone system has now been completed. This closes out a major technology project that has been underway over the past several months.
  • High School Intercom / Clock System: The High School Valcom intercom project is nearing full completion. The remaining clocks that had been delayed due to a manufacturer's backorder are being installed this week.
  • Ongoing Technology Support: Technology staff continue to focus on system reliability, cybersecurity, classroom support, and future infrastructure planning.
Overall, October represents the completion of several significant infrastructure projects that have been in progress throughout the spring and summer. With the phone system transition complete and the final high school clocks being installed, the Technology Department is shifting its focus from major project implementation back toward ongoing support, maintenance, and future planning.

Meeting Debrief
Description:
Informal Reflection Time- This is a time to reflect on how the meeting went, if the board members had enough information or anything about the meeting that you were lease about or wished had gone differently.  These are based upon board agreed upon norms.

The following are questions the board might consider as we discuss the meeting:
  • Did we do the following:
    • Were we considerate of time?
    • Did we have an open mind — listen to each other and the public?
    • Were we hard on issues and soft on people — respect?
    • Did we show confidence in staff?
    • Did we participate and be a voice in the room?
