8. EXTENDED COVID-19 LEARNING PLAN
As outlined in Public Act 149 of 2020, districts are required to create an extended COVID-19 learning plan for the 2020-21 academic year. Michigan legislature recently passed House Bills 5911, 5912, 5913 (2020) signed by Governor Whitmer on August 20, 2020. Under the new law, in order to receive state aid for the 2020-2021 school year, the District must provide, for the 2020 2021 school year, instruction under an extended COVID-19 learning plan that is reauthorized monthly by the Board of Education. Administration recommends the Board reauthorize the Walled Lake Schools' Extended COVID-19 Learning Plan plan as presented.
9. RETURN TO LEARN PLAN
10. APPROVAL OF BOND AUTHORIZING RESOLUTION
A refunding analysis was completed of the District's 2011 and 2014 Refunding Bonds.  Based on current market conditions, the District could save the net present value of approximately $9.2 million for the Taxpayers of Walled Lake Consolidated School District by refinancing these bonds.  The District has worked with the bond underwriter, financial advisor, and bond counsel to prepare a resolution for the Board to consider.  This action will start the process to allow the District to price the bond for refinancing in the early part of 2021 if market conditions continue to show favorite savings.   
11. RESOLUTION: SUMMER PROPERTY TAX COLLECTIONS
A 1985 Michigan Court of Appeals decision requires that annual formal action by the Board of Education is required prior to January 1st of each year for which the Board of Education intends to collect taxes in the summer.  Administration recommends continuation of the collection of the summer tax levy.
12. BOARD POLICY ADOPTION 1002 - MEETINGS OF THE BOARD OF EDUCATION
The updated Board Policy regarding electronic meetings and remote participation was provided for your review at the November 17, 2020, Special Board meeting. The updated policy is in alignment with the current law, and Administration recommends the adoption of this new Board policy.
