Administration has obtained consortium pricing through the Michigan School Business Officials (MSBO) Aggregate Bus Purchasing Program and recommends the purchase of six (6) replacement buses from Hoekstra Transportation, Inc. This purchase will be funded from the 2019 Bond Fund. Three (3) 53-passenger special education buses at $167,401 each, totaling $502,203 Three (3) 30-passenger special education wheelchair accessible buses at $115,456 each, totaling $346,368 Grand Total Purchase of $848,571 |

10.a. LU Systems, Forte - Twelve (12) District Buildings, $591,179.40 - 2024 Bond Funds
Walled Lake Consolidated School District and PMR (Project Team) recommend entering into a purchase order with Forte for the procurement of LU systems to be installed at Dublin, Glengary, Guest, Hickory Woods, Keith, Loon Lake, Meadowbrook, Oakley Park, Pleasant Lake, and Walled Lake Elementary Schools, as well as the Early Childhood Center and the Geisler Educational Services Center, totaling $591,179.40 from 2024 Bond Funds.

The Project Team recommends to enter into Standard Forms of Agreements between Owner and Contractor by the summary of awards presented for the Northern High School Remodeling project. The total award recommendation for this project is $12,067,908.51. Recommendations include base bids for each trade category including recommended mandatory and voluntary alternates, construction contingency, and CM fees and costs. |

The Project Team recommends to enter into Standard Forms of Agreements between Owner and Contractor by the summary of awards presented for the Geisler Educational Services Center. The total award recommendation for this project is $15,007,647.68. Recommendations include base bids for each trade category including recommended mandatory and voluntary alternates, construction contingency, and CM fees and costs. |

11. ELECTRICAL SERVICES CONTRACT EXTENSION AMENDMENT
Executive Energy (EE), the District’ energy consultant, has been working over the years with the District to contain and save energy costs through the Electrical Choice program. As electrical costs have risen, EE has been able to secure pricing on a year-to-year basis that was favorable and garnered significant cost savings to the District. EE is recommending that the District enter into an additional 9-year agreement with CMS ERM. This recommendation ensures that the District has an energy procurement partner that has the capacity to meet the Renewable Portfolio Standard requirements mandated by the State of Michigan and protects against the inflationary pressures of rising electrical costs. The Board is being asked to consider authorizing District personnel to sign a nine-year addendum to the CMS Energy contract. This addendum will lock in the base MWh for an additional nine (9) years, extending the current contract to May 2036. |

12. RESOLUTION: SECTION 105 LIMITED SCHOOLS OF CHOICE
For many years, Walled Lake Consolidated Schools has been open to Section 105 Schools of Choice under the State School Aid Act. Under this section, a pupil may enroll from one Oakland County school district to another. The administration is requesting that the Board of Education approve Walled Lake Consolidated Schools as a participant in Section 105 Limited Schools of Choice for the 2026-2027 school year with a designation of school openings not to exceed 10% of the most recent October count in any individual grade in all schools. |

13. RESOLUTION AMENDMENT: WHITE LAKE TOWNSHIP TAX COLLECTION AGREEMENT
Administration is recommending to amend the existing agreement with White Lake Township to remove the per-parcel fee it currently charges the District for summer tax collection services. White Lake Township established a property tax administration fee that is now assessed to property owners. This fee is intended to cover the costs associated with assessing, collecting, and defending appeals on behalf of all taxing units it serves, including the District. Implementing this change requires a formal amendment to the existing agreement.

14. OAKLAND COUNTY SCHOOL BOARD ASSOCIATION - PROPOSED RESOLUTIONS
Annually, the Oakland County School Board Association (OCSBA) Government Relations Committee (GRC) establishes Legislative Priorities for the current legislative session. The Resolutions and Bylaws Committee then reviews the adopted legislative priorities and drafts new resolutions and/or amendments to previously adopted resolutions based on those legislative priorities. When there is alignment with Michigan Association of School Boards (MASB) and/or the National School Boards Association (NSBA) resolutions, the MASB/NSBA resolution information is referenced. Once reviewed by the OCSBA Board of Directors, the proposed resolutions are presented to member districts for consideration. Every Member District Board of Education has been provided with the proposed resolutions. OCSBA requires that each Member District Board of Education present a vote on the proposed resolutions.
