II.C. Instructional Data Specialist - Susan Tinney
Description:  Eaton RESA has requested a position to work with districts to support, analyze and build sustainable systems based on instructional data. 

Recommendation: To approve the Instructional Data Specialist position as presented.

II.D. Increase in FTE - ASD Teachers at Heartwood - Susan Tinney
Description:  Request to increase ASD Teachers at Heartwood School by 1.0 FTE.  

Recommendation: To approve the 1.0 FTE for ASD Teachers at Heartwood School.

II.E. 2018-19 Summer Tax Levy Certifications - Helen McNamara
Description:  The resolution is for 100% collection in the summer in those taxing units that collect summer taxes for a constituent local district, which is consistent with prior years. 

Recommendation: To adopt the resolution to approve the 2018 summer tax levy as presented.
II.F. Custodial Services Contract - Helen McNamara
Description:  In collaboration with three local districts, Dansville Schools, Mid-Michigan Leadership Academy and Okemos Public Schools, Ingham ISD issued a Request for Proposal on February 28, 2018.  Vendor proposals have been reviewed and analyzed. 

Recommendation: To approve and award the Custodial Services bid to Peckham for a three-year contract from July 1, 2018 to June 30, 2021, in the amount of $391,613.80 for year one, $399,466.07 for year 2 and $407,434.99 for year 3.   

II.G. Kids' College - Helen McNamara
Description:  Approval of agreements for up to 15 instructors and one coordinator for the Kids’ College program which will take place from July 9-20, 2018.  This program is designed to improve and expand educational offerings for students who have outstanding abilities and/or potential talent in specific content areas.

Recommendation: Approve the individual service agreements for up to 15 instructors at $2,600 each, and one coordinator for $5,000 for work related to the Kids’ College program which will be held July 9-20, 2018, which totals $44,000.

II.H. MASCOT - Helen McNamara
Description:  Approval of agreements for three instructors and one coordinator for the MASCOT program which will take place from July 9-20, 2018.  This is a mathematics summer enrichment program serving students from across the Ingham ISD service area.

Recommendation:  Approve the individual service agreements for 3 instructors at $2,600 each and one coordinator for $4,500 for the MASCOT program for work from July 9-20, 2018, which totals $12,300.  

II.I. Absence & Substitute Management Software and Applicant Tracking - Helen McNamara
Description:  Frontline Technologies Group LLC for AESOP sub calling software system, for use with the regional Central Michigan Substitute System (CMSS) for 2018-19. This purchased service from Frontline Education also includes Applicant Tracking software, which in prior years was a separate vendor. Ingham ISD holds the contract with Frontline and is then reimbursed by participant districts.

Recommendation: To approve the annual cost for the AESOP automated sub calling system from Frontline Technologies Group, LLC, for the period of July 1, 2018 to June 30, 2019, in the amount not to exceed $44,645.20; and to approve the annual cost for Applicant Tracking software, from Frontline Technologies Group, LLC, for the period of July 1, 2018 to June 30, 2019, in the amount not to exceed $26,839.84.

II.J. Discovery Education Licenses - Helen McNamara
Description:  This item is for the purchase of licenses which provide teachers and students in the REMC 13 tri-county area with instructional materials they can download to their computers through the Internet. This purchase will be made using the REMC $AVE bid contract that runs through June 30, 2019.

Recommendation: To approve the purchase order to Discovery Education (Evanston, IL) for Discovery Streaming Site Licenses at $750.00 per site, for an estimated 155 sites and a not to exceed amount of $116,250 for the period of July 1, 2018 through June 30, 2019.

II.K. REMC Database Resources - Helen McNamara
Description:  This item is for the purchase of proprietary subscriptions for on-line educational resources for REMC 13 participant districts. Included are ProQuest research database package which includes multiple resources, CultureGrams, SIRS Discoverer and TumbleBook Library. These subscriptions will provide access for all REMC 13 members and Ingham ISD employees.

Recommendation: Approve the single source purchase order to Midwest Collaborative for Library Services, for a subscription to the ProQuest custom database package (eLibrary Curriculum Edition, SIRS Researcher, eLibrary Science, History Study Center, PQ Learning Literature, PQ Education Journals), Culture Grams and SIRS Discoverer, for a total of $48,621.30, for the period of September 1, 2018 to August 31, 2019, and for TumbleBook Library for $19,811.93, for the period of July 1, 2018 to June 30, 2019. 
II.L. Heartwood Room 350 Renovation - Helen McNamara
Description:  Bid award for renovations that are planned for room 350 at Heartwood School this summer. The renovations include new flooring, casework, and painting of the room.  The low, responsible bidder was Moore Trosper Construction Company.

Recommendation: To approve and award the Heartwood School Room Renovation to Moore Trosper Construction Company in the amount of $28,463.



II.M. Dean Transportation - Helen McNamara
Description:  Purchased services agreement with Dean Transportation to provide Ingham ISD consortium routing services for Lansing School District through June 30, 2019.

Recommendation: To approve the purchase of general education transportation consortium routing and related services to support Lansing School District, from Dean Transportation Inc. for the period of May 16, 2018 to June 30, 2019, in an amount not to exceed $158,619.
II.N. LEA Technology Service Agreements - Helen McNamara
Description:  Ingham ISD partners with ten of twelve constituent districts to provide various types and levels of technology services. 

Recommendation: To authorize the Superintendent to execute the Technology Services agreements with the constituent districts for the described technology services.


II.O. Business Services Agreements with Dansville and MMLA - Helen McNamara
Description:  Review of business services agreements for Dansville Schools and Mid-Michigan Leadership Academy.

Recommendation: To approve the addendum for the Business Services agreement with Dansville Schools for the fee designation for years two and three of the agreement, which was executed last year for the three-year period of July 1, 2017 to June 30, 2020; and to approve the Business Services agreement with MMLA for the three-year period of July 1, 2018 to June 30, 2021.

Description:  Request to increase the Technical Assistance and LEA Special Education Director to 1.0 FTE, an increase of .5 FTE for 2018-19.

Description:  Request to increase the Instructor, Applied Academics, English position at the Wilson Talent Center from 38 to 44 work weeks starting in 2018-19.
III.D. 2018-19 Computer Order - Helen McNamara
Description:  Purchase of computers and related equipment for the 2018-19 school year. This includes Dell, Troxell and Apple equipment for staff and students throughout Ingham ISD that will be purchased using the REMC $AVE cooperative bid and MHEC cooperative bid.
III.E. 2018-19 Proposed Budget Review - Helen McNamara
Description:  Review of the 2018-19 proposed budgets for all funds.
III.F. 2017-18 Appropriations Act Amendment - Helen McNamara
Description:  A review of the 2017-18 second budget revision for general education, special education and CTE.

Description:  The Early On program is moving into a new location and this furniture is to accommodate the new space.
