The applicant data from this information is used to compile the Applicant Flow Chart forms for the Affirmative Action Report, which demonstrates the composition of applicants through the selecting, hiring, promoting and terminating process.  The information is needed to measure the effectiveness of the agency's recruitment, hiring and promotion efforts and is in conformity with federal government guidelines, which require the agency to compile statistical information about applicants for employment. 

Arkansas Code Annotated §6-17-309 requires local school districts to secure a waiver when classrooms are staffed with unlicensed teachers for longer than 30 days. Requests were received from  school 21 districts for a total of 32 waivers. There were also requests for long-term substitutes from 46 school districts requesting a total of 86 waivers for long-term substitutes. These requests have been reviewed, were either approved or denied by Department staff, and are consistent with program guidelines.

The Arkansas Department of Education received information that educator has a true finding for Neglect in the Child Maltreatment Central Registry.  A true finding in the Child Maltreatment Central Registry is disqualifying pursuant to Ark. Code Ann. § 6-17-410. The educator is requesting a waiver.
 

Helena-West Helena is requesting a waiver of the Standard for Accreditation 1-A.5, which requires that "Each public school district shall comply with the laws of the State of Arkansas regarding class size and teaching load." J.F. Wahl Elementary has five (5) kindergarten classes over capacity. One class has twenty-two (22) students and the other four (4) classes have twenty-five (25) students. 

Pursuant to Ark. Code Ann. § 6-15-103 (Act 1240 of 2015), a traditional public school district may petition the State Board for waivers granted to an open-enrollment public charter school.  
 

The Lee County School District seeks to renew their waivers of Teacher and Library Media Specialist licensure.  The District requests these waivers for three years.  

On December 14, 2021 the Charter Authroizing Panel approved the following conversion charter renewals for a period of five (5) years unless otherwise noted. 

Cabot ACE:
The district requested:

• Renewal of the charter for a five (5) year period.
• The campus serves grades 5-12.
• The current enrollment cap is 2,500 students.
• Change the charter name from Academic Center of Excellence (ACE) to Cabot Panther Academy.
• The charter will continue to follow a combination of the Alternative Learning Environment (ALE), Virtual Only and Credit Recovery models.
• A Digital Learning Plan (DLP) was included with waiver requests.

Hot Springs Junior High Academy:
The district requested:

• Renewal of the charter for a five (5) year period.
• The campus serves grades 7-9.
• The current enrollment cap is 900 students.
• The charter will continue to follow a traditional education model.

Cross County Elementary Technology Academy:
The district requested:

Lincoln High School:
The district requested:

• Renewal of the charter for a five (5) year period.

Prairie Grove High School
The district requested:

• The charter will continue to follow a traditional education model.

North Little Rock Center of Excellence:
The district requested:

• Renewal of the charter for a five (5) year period.
• The campus serves grades 9-12.
• The current enrollment cap is 3,000 students.
• The charter will continue to follow a blending of traditional and digital education models.
• A digital learning plan was not included.

The Excel Center:
The district requested:

• Renewal of the charter for a five (5) year period.
• The campus serves adults aged 19 and over completing grades 9-12.
• The current enrollment cap is 1,050 students.
• The charter will continue to follow an adult education model.

River Valley Virtual Academy:
The district requested:

• Renewal of the charter for a five (5) year period.
• The campus serves grades K-12.
• The current enrollment cap is 1,000 students.
• The charter will continue to follow a virtual-only education model.

Arkansas Lighthouse Academies:
The district requested:

• Renewal of the charter for a five (5) year period.
• The campus serves grades P-12.
• The current enrollment cap is 2,419 students.
• The charter will continue to follow a traditional education model.
• A digital learning plan was included in waivers requested.

The district requested:

• Renewal of the charter for a 10 (ten) year period.
• The campus serves Kindergarten - 8th grade.
• The current enrollment cap is 540 students.
• The charter will continue to follow a traditional education model. 
• The charter is requesting double the enrollment cap incrementally over a five (5) year period by adding 108 students annually.
• If approved, the yearly enrollment cap would be as follows:
  • 2022-2023: 648 students
  • 2023-2024: 756 students
  • 2024-2025: 864 students
  • 2025-2026: 972 students
  • 2026-2027: 1080 students

The Charter Authorizing Panel approved the renewal for 10 years on the condition the district appears before the panel two (2) years from renewal to provide an update on the district's academic standing. 

National Council on Teacher Quality

Pursuant to Ark. Code Ann. § 6-13-112, a quarterly status report is provided for each school district currently under state authority.  The following reports are submitted to the State Board of Education, the Chairs of both the House and Senate Education Committees.

 

LRSD is required to submit a quarterly report for the 21-22 school year after meeting the exit criteria for Level 5 support.
