Description:  Crystal has done a phenomenal job working with our students and staff over the past year.  We wish her well.
8.c. Approve Contract - Melvin Buckholtz, Individual American Indian Liaison
8.d. Approve Board Resolution - Designating Superintendent Parks, Identified Official with Authority (IOwA) for Education Identity Access Management (EDIAM)
Description:  The Education Identify Access Management system is used to manage all of the school level individuals needing access to MDE programs.  Dr. Parks is responsible for granting access to school, PAWN, and Region 1 individuals responsible for interacting with MDE.

MDE requires annual re-authorization of the Identified Official with Authority (IOwA) by the board of education.

Re:  Designation of Identified Official with Authority for the MDE External User Access Recertification System
The Minnesota Department of Education (MDE) requires that school districts annually designate an Identified Official with Authority to comply with the MNIT Enterprise Identity and Access Management Standard which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will assign job duties and authorize external user’s access to MDE secure systems for their local education agency (LEA). The Board recommends to authorize Gregg Parks to act as the Identified Official with Authority (IOwA) for Nevis Public School District 0308-01.

 
8.e. Accept Resignation - Hannah Spry, Secretary  
8.f. Approve Work Agreement - Sarah Gwiazdon, Secretary 
Description:  Sarah comes to us highly recommended.  She has already made a positive impact with our staff.  I recommend hiring her contingent on passing her background check.
8.g. Approve Independent Contract - McKenzie Harris, Assistant School Readiness/Remedial Studies
Description:  Ms. Harris will be increasing her hours of instruction to help with distance learning during the COVID-19 pandemic.  She will cover for K-2 teachers during the day to allow those teachers to conduct daily virtual meetings with DL students.  
8.h. Approve Advisors - Katrina Carrier / Aubrey Capecchi, Co-Tiger Time
8.i. Approve Change - December Regular School Board Meeting and Truth-in-Taxation Meeting
Description:  December 28 is the originally scheduled school board date and Truth in Taxation.  Requesting approval to change the December regular school board meeting and Truth-in-Taxation hearing to December 21 at 7:00 p.m.  There are two factors leading to the requested change.

1.  School is not in session on the 28th.  The winter holiday break starts on the 24th.
2.  The Certified Levy must be in to MDE on the 29th and having the extra week would allow time to adjust the levy if necessary and still meet the timeline.

9.a. Approve Preliminary 2020 Payable 2021 Levy Certification
Presenter:  Dr. Parks
Description:  The 2020 Payable 2021 Preliminary Levy must be certified and sent to the County Auditor by September 30, 2020.  The Payable 2021 Levy is a 3.17 percent increase from the Payable 2020 Levy.  The 2021 total is $1,165,515.32 (maximum limitation).  I recommend approving the Preliminary levy at the MAXimum rate to allow for any adjustments prior to the December 21 final certification.
 
9.b. Approve Resolution - Transferring Fund 04 432 Balances to Fund 04 431  
Presenter:  Dr. Parks
Description:  Approval is needed to transfer Fund 04 432 fund balances of $67,558, Early Childhood and Family Education to Fund 04 431, Community Education in accordance with Minnesota Laws 2020, Ch 116/House FIle 4415, Article 3 Section 8. 

The Early Childhood and Family Education fund balance continues to grow while other Fund 04 programs such as Learning Readiness operate with a negative balance.  2020 Mn Legislation allows for the transfer of fund for FY

..."Sec. 8. FUND TRANSFERS; FISCAL YEARS 2020 AND 2021 ONLY. Subdivision 1. Fund and account transfers allowed. Notwithstanding Minnesota Statutes, section 123B.80, subdivision 3, for fiscal years 2020 and 2021 only, a school district, charter school, or cooperative unit may transfer any funds not already assigned to or encumbered by staff salary and benefits, or otherwise encumbered by federal law, from any accounts or operating fund to the undesignated balance in any other operating fund...."
9.c. Approve Resolution - Transferring Fund 04 464 Balances to Fund 04 431  
Presenter:  Dr. Parks
Description:  Approval is needed to transfer Fund 04 464 fund balances, Community Services of $9,198 to Fund 04 431 Community Education in accordance with Minnesota Laws 2020, Ch 116/House FIle 4415, Article 3 Section 8

The Community Service Fund Balance fund balance continues to grow while other Fund 04 programs such as Learning Readiness operate with a negative balance.  2020 Mn Legislation allows for the transfer of fund for FY
