V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

VIII.A. Character Counts Curriculum Final Adoption- Ms. Tomlin
Description:
Indian Wells Elementary School is requesting Governing Board approval of Character Counts Curriculum as a character building program at Indian Wells Elementary. It has undergone a 60 day review and is ready for final adoption.
Recommendation: Discussion and consideration to approve Character Counts for final adoption. |

IX.A. Minimum Wage Increase Beginning January 1, 2024- Dr. Koerperich
Description:
The Fair Wages and Healthy Families Act established an annual increase in minimum wage based on inflation. The increase, beginning January 1, 2024, will be at the rate of $14.35 per hour. We are requesting Governing Board approval to add addendums to minimum wage hourly rate employees' Notice of Appointments to reflect the new minimum wage increase.
Recommendation: Discussion and consideration to approve the Fair Wages and Healthy Families Act minimum wage increase for minimum wage employees beginning January 1, 2024. |
IX.B. Holbrook School District Insurance Request For Proposal RFP #07-2024-001- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to solicit a Request For Proposal (RFP) for medical, prescription, dental, vision and health services as outlined in the RFP #07-2024-001 attached. The RFP will be evaluated by staff and a final proposal will be provided to the Board in March.
Recommendation: Discussion and consideration to approve the RFP #07-2024-001 for insurance for HUSD #3 for FY 25 as presented. |
IX.C. Qualified Evaluator- Dr. Koerperich
Description:
The Holbrook School District is requesting approval of Mr. Galen Knight, HHS Student Services, to be a qualified evaluator at HUSD #3. Mr. Knight has completed the qualified evaluator training through the Arizona Department of Education.
Recommendation: Discussion and consideration to approve Galen Knight as a qualified evaluator at HUSD #3. |
IX.D. Dr. Jeri McKinnon Resignation- Dr. Koerperich
Description:
Dr. Jeri McKinnon has submitted her letter of resignation as student services as of October 26, 2023. Dr. McKinnon's resignation is subject to Policy GCQC Resignation of Professional Staff Members.
Recommendation: Discussion and consideration to approve Dr. Jeri McKinnon's resignation effective October 26, 2023 and determination to assess or waive liquidated damages as per Policy GCQC Resignation of Professional Staff Members. |

IX.H. Policy BCB Board Member Conflict Of Interest First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy BCB Board Member Conflict of Interest. The policy revision includes the District is allowed to employ, including through a third (3rd)-party contractor that provides services to the District, any person who served as a member of the School District Governing Board during the preceding two (2) years only in a position in which the person will provide services directly to students. Pursuant to A.R. S. 15-421, the District is authorized to increase the time period for this restriction to be more than two (2) years. The policy revision is included in the back-up material.

IX.I. Policy BDA Board Organizational Meeting First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy BDA Board Organizational Meeting. The policy revision changes the guidelines for electing a new president of the board to any organizational meeting in January rather than between January 1 through January 15th.

IX.J. Policy BE School Board Meetings and BEDA Notification Of Board Meetings First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy BE School Board Meetings and BEDA Notification of Board Meetings. The policy revision includes the provision that the school board meetings must provide sufficient seating to accommodate a reasonable number of attendees and that a notice must include an agenda of matters to be discussed and how the public may obtain a copy of the agenda. The policy revision is included in the back-up materials.

IX.K. Policy EBC Emergencies First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy EBC Emergencies. The policy revision updates the policy to include emergency response plans developed by the Governing Board are required to address how the school and emergency responders will communicate with and provide assistance to students with disabilities and emergency plans developed by the Superintendent will be presented annually to the Board. The policy revision is included in the back-up materials.

IX.L. Policy IHA Basic Instructional Program First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy IHA Basic Instructional Program. The policy revision updates the policy to include literacy coaches and literacy specialists to be eligible for the requirement to be trained in dyslexia as a requirement of A.R.S 15-219 and A.R.S. 15-501.01. The policy revision is included in the back-up materials.

IX.M. Policy JFABDA Admission Of Students In Foster Care First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy JFABDA Admission of Students in Foster Care. The policy revision outlines enrollment status for students in foster care. The policy revision is included in the back-up materials.

IX.N. Policy JRCA-R Request For Transfer Of Records & JLH Missing Students First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommenced a policy revision to Policy JRCA-R Request for Transfer of Records and JLH Missing Students. The policy revision changes the policies from 5 days to 10 days to transfer student records from a private school to a public school. The policy revision is included in the back-up materials.

IX.O. Policy JK Student Discipline, JKE Expulsion Of Students, & JKD Student Suspension First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended policy changes to Policies JK, JKD and JKE which all pertain to student discipline. The policy changes update the policy to include the allowance of suspension for K-4th grade students of up to two days but not to exceed ten cumulative days per year. The policy change is in response to statutory changes from the 2023 legislative session. The policy revisions are attached.
