V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am Tuesday June 13, 2023 : email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. Indian Community Participation- Dr. Koerperich
Description:
Policy IHBJ outlines our District's responsibility to give tribal officials and parents of Native American students the opportunity to comment on the participation of Native American students on an equal basis in the school program. In addition, Policy KJG requires our District give an annual status report based on public school performance measurements to each Indian Nation with tribal lands located within district boundaries and governed by the Arizona Department of Education. In addition, HUSD #3 is required to develop Indian Policies and Procedures (IPP) that outline strategies for gathering feedback from our Native American communities. We are requesting to act upon these actions at this time.
Recommendation: Discussion and consideration to take public comments from the Native American Community according to Policy IHBJ. In addition, provide Governing Board recommendations to the district administration team based on public comments. |
IX.B. FY 2024 Proposed School District Annual Expenditure Budget – Dr. Koerperich
Description:
The Auditor General and the Arizona Department of Education have released preliminary budget forms for all school districts in Arizona. Included in the backup is the proposed budget for the Holbrook Unified School District for FY 24.
Presentation of FY 24 proposed budget and accept public comments. Recommendation: Discussion and consideration to review the FY 24 proposed district budget. Motion to take public comments on the proposed budget. Motion to approve the proposed budget as presented to be posted for public review. |
IX.C. Authorized Checking Account Signers - Dr. Koerperich
Description:
The Governing Board is required to designate school officials who may sign checks from the various checking accounts used by our district. Included in the back-up material is a list of recommended authorized checking account signers for SY 23-24.
Recommendation: Discussion and consideration of approving the list of authorized check signers as presented in the back-up materials. |
IX.D. Governing Board Meeting Dates For The 2023-2024 School Year - Dr. Koerperich
Description:
The Holbrook Unified School District Governing Board meets once a month to discuss and act upon school district business. We would like to recommend a schedule for meeting dates each month, which generally fall on the second Tuesday of each month. A detailed list of meeting dates is included in the back-up materials.
Recommendation: Discussion and possible action pertaining to approval of Governing Board meeting dates for the 2032-2024 school year. |
IX.E. Governing Board Conferences for 2023-2024- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval for HUSD #3 Governing Board members to attend professional development opportunities associated with governance and school operations throughout the year as included in the back-up materials.
Recommendation: Discussion and consider approving all Governing Board Members, Superintendent, and Executive Secretary to attend professional development opportunities throughout SY 23-24 as presented in the back-up materials. |
IX.F. Peacemaker Memorandum Of Agreement Dr. Koerperich
Description:
The Holbrook Unified School District is requesting Governing Board approval of a Memorandum of Agreement (MOA) with the Judicial Branch Peacemaking Program of the Navajo Nation to provide peacemaking student intervention programs for substance abuse, truancy, domestic issues and other student related social issues that are detrimental to students being enrolled at HUSD #3. The Peacemaking MOA is included in the back-up materials.
Recommendation: Discussion and consideration to approve the Peacemaking Memorandum of Understanding between the Judicial Branch of the Navajo Nation and the Holbrook Unified School District. |
IX.G. Beyond Textbooks Intergovernmental Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the 2023-2024 Intergovernmental Agreement between Vail Unified School District and the Holbrook Unified School District for the use of the Beyond Textbooks Program. Beyond Textbooks provides a standards-based scope and sequence for teachers in grades K-12 to assist teachers in teaching the Arizona State Standards.
Recommendation: Discussion and consideration to approve the Beyond Textbooks Intergovernmental Agreement between the Holbrook Unified School District and Vail Unified School District as presented. |
IX.H. Winslow Indian Health Care Center Memorandum Of Agreement- Dr. Koerperich
Description:
The Winslow Indian Health Care Center (WIHCC) is requesting a Memorandum of Agreement (MOA) for health care services with the Holbrook Schools. The agreement allows for virtual and in-person health care presentations, activities and health screenings. The MOA is included in the back-up materials.

IX.I. Holbrook Junior High School Athletic Handbook Update- Dr. Koerperich
Description:
Holbrook Junior High School is requesting governing board approval of an updated HJHS athletic handbook. The handbook has updated procedures for Holbrook Junior High School athletics to be utilized in all HJHS athletic programs. The HJHS athletic handbook is included in the back-up materials.
Recommendation: Discussion and consideration to approve the Holbrook Junior High School athletic handbook for SY 23-24 as presented. |
IX.J. Personal Finance Curriculum Sixty-Day Review- Dr. Koerperich
Description:
Holbrook High School is requesting a 60-day review of the personal finance curriculum,Foundations of Personal Finance by Ramsey Education. The personal finance curriculum will be utilized as a math credit for HHS students as part of the four required credits for high school graduation. The curriculum proposal is included in the back-up materials.
Recommendation: Discussion and consideration to approve Foundation of Personal Finance by Ramsey Education for a 60-day review as presented. |
IX.K. Splash Publications Social Studies Supplemental Curriculum Sixty-Day Review- Dr. Koerperich
Description:
Hulet Elementary School is requesting a 60-day review of Splash Publications Social Studies supplemental curriculum to be utilized in third and fourth grades at Hulet Elementary School. The curriculum reviews are included in the back-up materials and will be posted on the district website for public review. Funding for the curriculum will come from federal program funds.
Recommendation: Discussion and consideration to approve Splash Publications Social Studies supplemental curriculum for 60-day review as presented. |
IX.L. Summer Contracted Mileage- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to extend the HUSD #3 contracted mileage program through the summer to provide opportunities for summer school students to attend summer school and other school related events without additional incurred transportation costs to attend school-related summer events. Funding for the extension of the program would be paid through district funds.
Recommendation: Discussion and consideration to approve the extension of the contracted mileage program for summer related school activities to ensure HUSD #3 students have access to summer education programs effective May 31, 2023. |
IX.M. Cement Lead Bid Limit/Sole Source- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to exceed the $10,000 bid threshold for the vendor, Arturo Morales, to conduct cement work for the Holbrook School District for FY 23. Mr. Morales will work as a lead on the cement crew based on his experience, availability and expertise in cement work. We are requesting to designate Arturo Morales as sole source for cement work for FY 24.
Recommendation: Discussion and consideration to approve Arturo Morales as a vendor for cement work exceeding the $10,000 bid threshold for FY 23 and as sole source for cement work for FY 24 due to his expertise,availability and experience as a lead for cement work to help with HUSD #3 cement projects. |
IX.N. Out Of State Travel West Ed Board Meetings- Dr. Koerperich
Description:
Dr. Koerperich is requesting out-of-state travel to attend West Ed Board meetings in San Francisco, California during the months of October, January, April and July. Some meetings will be virtual, which will not require travel. All reimbursable expenses will be paid through West Ed.

IX.O. Out Of State Travel Art Of Teaching Training- Ms. Janelle Chee
Description:
Mr. Loren Silver, HJHS and HHS Navajo Language Teacher, is requesting out-of-state travel to attend the Art of Teaching Training in Sacramento, CA from July 10th -14th. The training will focus on enhancing pedagogy to be used in Navajo Language classes. The itinerary and travel details are included in the back-up materials. The professional development will be funded through Title VI and JOM.
Recommendation: Discussion and consideration to approve Mr. Loren Silvers to attend the Art of Teaching Training in Sacramento, CA from July 10th-14th as presented. |
IX.P. Social Work Practicum Hours- Ms. Grau
Description:
Holbrook Junior High School is requesting governing board approval for Ms. Katy Brown, Northern Arizona University student, to conduct 450 hours of social work experience under the direction of Ms. Cheri Grau and HJHS counselor, Heather Ludwig. Ms. Brown has been screened and interviewed, as well as, has fingerprint clearance.
Recommendation: Discussion and consideration to approve Ms. Katy Brown to complete social work practicum hours at Holbrook Junior High School during SY 23-24. |
IX.Q. Chapter Summer Employment for Youth- Dr. Koerperich
Description:
Navajo Nation Chapters have requested the use of Indian Wells Elementary School to employ youth through the Chapter House Summer Youth Employment program. Chapters are requesting that students are allowed to work at Indian Wells Elementary School under the guidance and direction of the Indian Wells staff to complete summer work for the school. Pay, insurance and other aspects of employment will be covered by the respective Chapter Houses.
Recommendation: Discussion and consideration to approve the use of Indian Wells Elementary School for the Navajo Nation Chapter Summer Youth Employment program as outlined in the back up materials. |

Description:
The Holbrook School District is requesting governing board approval of an updated job description for Clerical Assistant as presented.

IX.S. Policy JLCD Medicines/Administering Medicines To Students First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy update to Policy JLCD Medicines/Administering Medicines to Students. The policy update updates the policy to include new regulations for hand-held inhalers, diabetes management, auto-injectable epinephrine, and seizure management plans; as well as, training requirements. The recommended changes are included in the back-up materials.

IX.T. Policy IGA Curriculum Development, IGD Curriculum Adoption and IJJ Textbook/Supplementary Materials Selection and Adoption First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended a policy revision to Policy IGA Curriculum Development, IGA Curriculum Adoption and IJJ Textbook Supplementary Materials Selection and Adoption. The policy revision updates the policy to include that Board authorized textbook selection committees shall comply with open meeting laws as outlined in policies. The policy is included in the back-up materials.
