III. APPROVAL OF MINUTES

Description:  Approve the minutes of the April 12, 2022 regular Governing Board meeting as presented.
 
IV. APPROVAL OF AGENDA
Description:  Recommendation:  Approve the agenda for the May 10, 2022 Governing Board meeting as presented.
 
V. CALL TO PUBLIC
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district.  The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am Tuesday, May 10, 2022: email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. The public may request to speak by  completing a Call to the Public request form at the governing board meeting to speak in person.

IX.A. School District Annual Expenditure Budget FY 2022 Revision #3 And Final Budget Approval – Mr. Hancock
Description:  The Holbrook School District is proposing a revision to the FY 2022 budget. Revisions include adjustments to ADM counts and building in carryover counts from FY 21.  Budget revision forms are included in the back-up materials.

We invite public comments pertaining to the budget revisions at this time.

Recommendation: Invite patrons to comment on the budget revisions for FY22. Motion for discussion and action to approve the School District Annual Expenditure Budget revision #1 and final budget for FY 22 as presented.
 
IX.B. Support Staff Salary Placement Schedule- Dr. Koerperich
Description:  The Holbrook School District is requesting approval of a revised Support Staff Salary Placement Schedule as presented.  The new placement schedule for new employees is aligned to the new requirements for minimum wage increases.  The new placement schedule will also reflect current positions hourly rate increases that align with the new schedule.The salary placement schedule and current employee alignments are included in the back-up materials.

Recommendation: Discussion and consideration to approve the HUSD #3 Salary Placement Schedule and alignment of current employee salary rate increases as presented.
 
IX.C.  FY 23 Notice of Appointments for Non-Exempt Support Staff – Dr. Koerperich
Description:  The District’s administrative team is requesting Governing Board approval to issue FY 23 Notice of Appointments for non-exempt support staff for the 2022-2023 school year. Included in the back-up material is a list of support staff members the administrative team is recommending for rehire.

Recommendation: Discussion and consideration to approve the FY23 Notice of Appointments as presented.
 
IX.D. Support Services Administrative Assistant Job Description- Dr. Koerperich
Description:  The Holbrook School District is requesting an updated job description for Dispatch/Print Shop to be renamed Support Services Administrative Assistant.  The job description is a combination of the current Dispatch/Print Shop job description with additional duties for support services.  The job description is included in the back-up materials.

Recommendation: Discussion and consideration to approve the Support Services Administrative Assistant job description as presented.
 
IX.E. Transportation Clerk/Homeless & Parent Liaison Job Description- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of a Transportation Clerk/Homeless & Parent Liaison job description.  This new position will assist in overseeing contracted mileage, parental involvement, and  McKinney-Vento Homelessness program assistance.  The job description is included in the back-up materials and will begin in July 2022 upon approval.

Recommendation: Discussion and consideration to approve the Transportation Clerk/Homeless Liaison & Parent Liaison job description as presented.
 
IX.F. Student Information System Administrator- Dr. Koerperich
Description:  The Holbrook School District is requesting to approve an updated job description to the current Data Controller job description.  The new job description titled Student Information Systems Administrator will combine the Data Controller job description with new roles in managing student data throughout the district. The job description will remain on the classified salary placement schedule.The new job description is included in the back-up materials. 

Recommendation: Discussion and consideration to approve the Student Information System Administrator as presented.
 
IX.G. HUSD #3 Teacher of the Year Stipend- Dr. Koerperich
Description:  The Vince and Libby Budenholzer Family including Mike Budenholzer, Milwaukee Bucks Coach, and siblings have generously donated $200 for each teacher recognized as Teacher of the Year at HUSD #3.  The Holbrook School District is requesting Governing Board approval to allocate these funds through payroll with the Holbrook School District paying any benefits associated with the stipend.

Recommendation:  Discussion and consideration to approve the Holbrook School District to pay any benefits associated with the Teacher of the Year stipends as presented.
 
IX.H. SY 2022-2023 Student Handbooks- Dr. Koerperich
Description:  Holbrook High School, Holbrook Junior High, Hulet Elementary, Indian Wells Elementary, and Park Elementary School have completed their student handbooks for the 2022-2023 school year. The handbooks are provided in the back-up materials.

Recommendation: Discussion and consideration to approve the Holbrook High School, Holbrook Junior High School, Hulet Elementary School, Indian Wells Elementary School, and Park Elementary student handbooks for the 2022-2023 school year.
 
IX.I. HUSD #3 Summer Activity Approval- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of summer activities as included in the back-up materials.  Summer activities will follow health and safety guidelines for each school and activity.  District liability insurance will cover these events during the summer months.

Recommendation:  Discussion and consideration to approve the HUSD #3 summer activity plan as presented.
 
IX.J. Federal Project Manager Intergovernmental Agreement- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval to continue an Intergovernmental Agreement (IGA) with the Joseph City School District to share a Federal Projects Manager position. The IGA outlines the shared responsibilities; as well as, the financial terms for each school district. The IGA is included in the back up materials.

Recommendation: Discussion and consideration to approve the Federal Project IGA with the Joseph City School District as outlined in the back up materials
 
IX.K. Educational Services Incorporated Contract - Dr. Koerperich
Description:  Annually, the Holbrook School District enters into an agreement for employment staffing services with Educational Services Incorporated (ESI). ESI specializes in providing temporary and long term contract employees in schools. The agreement also allows us to retain highly qualified retired staff which benefits both the District and the employee. Employees are hired through ESI as per our Post Retirement Employment Option plan.

Recommendation:  Discussion and consideration to approve the renewal of the Client Service Agreement with Educational Services Incorporated for the 2022-2023 school year as presented.
 
IX.L. NAVIT Intergovernmental Agreement - Dr. Koerperich
Description:  The Intergovernmental Agreement (IGA) between NAVIT and the Holbrook Unified School District requires annual approval by the Holbrook Governing Board.  The IGA outlines our agreement with NAVIT in relationship to the programs and courses taught at Holbrook High School.  The IGA has been reviewed by legal counsel.

Recommendation:  Discussion and consideration to approve the 2022-2023 Intergovernmental Agreement (IGA) with NAVIT as presented. 
 
IX.M. Agreement with Navajo County Special Services Consortium- Dr.Koerperich
Description:  The Holbrook School District contracts with Navajo County Special Services Consortium (NCSSC) to provide specialized services in meeting students’ Individual Education Plan (IEP) needs when they are not available through District personnel. For the past several years we have used NCSSC for occupational therapy, physical therapy and some speech therapy services. We would like to continue contracted services for SY 2022-2023 to receive services from an Occupational Therapist, Occupational Therapist Assistant, & Physical Therapist to meet the needs of students’ IEP requirements. A copy of the membership agreement and agreement to accept services is included in the back-up material. A Governing Board member must sign this agreement.

Recommendation: Approve agreements for membership and acceptance of services with NCSSC as presented and designate a Governing Board member to sign the agreement.
 
IX.N. 2022-2023 Inter-Agency Agreement To Provide Child Nutrition Programs- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of an Inter-Agency Agreement To Provide Child Nutrition Programs with the Navajo County Instruction For Success School (NCIS).  The Inter-Agency Agreement is included in the back-up materials.

Recommendation: Discussion and consideration to approve the 2022-2023 Inter-Agency Agreement to Provide Child Nutrition Programs between HUSD #3 and NCIS.
 
IX.O. Mystery Science Curriculum 60-Day Review- Dr. Koerperich
Description:  Park Elementary, Hulet Elementary and Indian Wells Elementary Schools are requesting a 60-day curriculum review for the online science curriculum, Mystery Science.  Mystery Science aligns to the Arizona State Standards and is accessible for grades K-6.  The curriculum review is included in the back-up materials and will be posted under 60-day review materials on the district website.

Recommendation: Discussion and consideration to approve Mystery Science for a 60-day review as presented.
 
IX.P. Out Of State Travel Future Business Leaders Of America- Dr. Koerperich
Description:  Holbrook High School Future Business Leaders of America members Kelly Hill & Jonah Williams have qualified to compete at the FBLA National Leadership Conference in Chicago, Illinois from June 29 - July 2, 2022. The HHS FBLA participants and advisor, Mike Burks, are requesting Governing Board approval for out of state travel to Chicago, IL from June 29 - July 2, 2022. The cost of registration and hotel for the trip will be paid through career and technical education funds and the remaining costs will be paid through FBLA Club funds or student raised funding with the support of district liability insurance coverage. The itinerary and budget details are included in the back-up materials.

Recommendation:  Discussion and consideration to approve Kelly Hill and Jonah Williams; as well as, sponsor Mike Burks to attend the Future Business Leaders of America Leadership Conference in Chicago, Illinois from June 29th-July 2, 2022 as presented.
