III. APPROVAL OF MINUTES
Consider approval of the minutes as submitted
Description:  Approve the minutes of the February 8, 2022 regular Governing Board meeting as presented.
IV. APPROVAL OF AGENDA
Description:  Recommendation:  Approve the agenda for the March 8, 2021 Governing Board meeting as presented.
V. CALL TO PUBLIC
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district.  The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am on Tuesday, March 8, 2022: email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. The public may request to speak via WebEx during the Call to the Public by submitting a request prior to the meeting or may complete a Call to the Public request form at the governing board meeting to speak in person.

VIII. OLD BUSINESS
VIII.A. Boardworks Education Suite- Dr. Koerperich

 

Description: 

The Holbrook School District is requesting Governing Board approval of the Boardworks Education Suite to be used for supplemental instruction to teach the Arizona State Standards.  Boardworks has undergone a 60-day review and is ready for final adoption. 

Recommendation: Discussion and consideration to approve Boardworks Education Suite for final adoption.

IX. NEW BUSINESS
IX.A. First Year Certified Salary Placement Schedule, First Year Certified Faculty Salary Placement Schedule Special Positions Schedule, First Year Administrator Salary Placement Schedule, Certified Staff Extra Duty Daily, Hourly, & Periodic Pay Stipends, Special Assignment Stipend Schedule and Substitute Placement Schedule for FY 23-Mr. Hancock
Description:  The Holbrook administration is recommending approval of the FY23 salary placement schedules for the 2022-2023 school year. Salary placement schedules include first year certified faculty placement schedule; substitute placement schedule; special assignment positions salary schedule including math, science, special education and Indian Wells Elementary positions; administrator placement schedule; special assignment stipend schedule, certified staff extra duty daily, hourly and periodic pay stipends, and special hourly certified employee pay rates schedules. The salary schedules are included in the back-up materials.

Recommendation: Discussion and consideration to approve the FY23 salary placement schedules as presented.
IX.B. SY 22-23 Certified Teacher, Administrator and Salaried Employee Raises- Dr. Koerperich
Description:  The Holbrook administration is recommending a 2.5% increase in salary for all certified teachers, administrators, and salaried employees for the 2022-2023 contract year.  

Recommendation: Discussion and consideration of a 2.5% increase in salary for all certified teachers, administrators and salaried employees for the 2022-2023 school year.
IX.C. Certified Faculty SY 22-23 Contracts – Dr. Koerperich
Description:  The Holbrook School District Administration would like to recommend the Governing Board issue teacher contracts for the 2022-23 school year. All staff members recommended for contracts at this time are included in the back-up material.  

Recommendation: Discussion and consideration to approve SY 22-23 contracts for returning certified staff members as listed in the back-up materials.
IX.D. Certified Administrator/Salaried Employee Contracts – Dr. Koerperich
Description:  The following certified administrators, support staff supervisors and salaried positions are being recommended for continuing contracts for the 22-23 school year: Dr. Jeff Meeks, Mr. Kevin Fosburgh,  Ms. Andrea Tomlin, Dr. Charles Haussman, Ms. Cheri Grau, Mr. Paul DeMuth, Mr. Casey Hancock, Mrs. Brenda Mangum, Mr. Jacob Baker, Mr. Jesus Luna-Almendariz,  Mr. Shawn Tow, Mr. Victor Padilla, Mrs. Janelle Chee, and Mr. Ray McLaws.

Recommendation: Discussion and consideration to approve the 2022-2023 administrator and salaried employee contracts as presented.
IX.E. Holbrook High School Principal Recommendation Dr. Robbie Koerperich
Description:  The Holbrook School District is recommending Mr. Clete Hargrave for the position of Holbrook High School Principal for SY 22-23.  Mr. Hargrave's employment is recommended to begin July 1, 2022.

Recommendation: Discussion and consideration to approve Mr. Clete Hargrave for the position of Holbrook High School Principal beginning July 1, 2022.
IX.F. Special Education Director Contract Day Increase- Dr. Koerperich
Description:  The Holbrook School District is requesting to increase the Special Education Director's contract days to 100 days for SY 22-23.  The increase in days will reflect additional duties for the Special Education Director including evaluations, supervision of classroom instruction and program development.  This will be a 20 day increase from the director's current contract.

Recommendation:  Discussion and consideration to increase the Special Education Director's contract 20 days to a 100 day contract as presented.
IX.G. First Year Extra Duty Certified Faculty Stipend Placement Schedule FY 23- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of the First Year Extra Duty Certified Faculty Stipend Placement Schedule for Fine Arts, Academic and Other Duties; as well as, Arizona Interscholastic Association (AIA) related activities as presented.  There are no substantive changes to this schedule.

Recommendation:  Discussion and consideration to approve the First Year Extra Duty Certified Faculty Stipend Placement Schedule for Fine Arts, Academic and Other Duties; as well as, Arizona Interscholastic Association (AIA) related activities as presented.
IX.H. Extra Duty Certified Stipends Step increase/2.5% Increase- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval to include a step increase for those qualifying on the Extra Duty Certified Faculty Placement Schedule for Fine Arts, CTE, Academics and Other Duties; as well as, Arizona Interscholastic Association (AIA) related activities or a 2.5% increase to employees that are past Step 5 on the Extra Duty Certified Faculty Placement Schedule.

Recommendation:  Discussion and consideration to approve a step increase to eligible extra duty personnel; as well as, a 2.5% increase to employees that are beyond Step 5 on the Extra Duty Certified Faculty Placement Schedule for Fine Arts, CTE, Academic, and Other Duties; as well as, Arizona Interscholastic Association (AIA) related activities for SY 22-23.
IX.I. SY 22-23 School Calendars- Dr. Koerperich
Description:  The HUSD #3 calendar committee has developed a recommended calendar for SY 22-23.  The calendar includes a 5-day traditional calendar with half-days on Friday for Park, Hulet, HJHS and HHS.  The calendar meets the requirements for 180 student days and 183 certified teacher days. The four-day calendar for Indian Wells Elementary includes 144 student days and 183 certified teacher days.

Recommendation:  Discussion and consideration to approve the SY 22-23 school calendar; as well as, the four-day calendar for Indian Wells Elementary School as presented.
IX.J. Student Worker Auditorium Tech Job Description- Dr. Koerperich
Description:  HUSD #3 would like to recommend a Student Worker Auditorium Tech position for student workers to assist with performances in the George Gardner Performing Arts Center. The student worker will work under the direction of the Auditorium Director and will be utilized on an as needed basis.  The job description is included in the back-up materials.

Recommendation:  Discussion and consideration to approve the Student Worker Auditorium Tech position as presented.
IX.K. Policy JFAA, JFAA-EA & JFAA-EB Admission Of Resident Students & Policy JFAB, JFAB-EA & JFAB-EB Tuition/Admission Of Nonresident Students First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy JFAA, JFAA-EA & JFAA-EB Admission of Resident Students; as well sa, JFAB JFAB-EA & JFAB-EB Tuition/Admission of Nonresident students.  The policy revisions outline additional criteria that can be accepted for proof of residency for student enrollment.  The policy revision is included in the back-up materials.

Recommendation: Discussion and consideration to approve Policies JFAA Admission of Resident Students and JFAB Admission of Nonresident Students;as well as accompanying exhibits for first reading as presented.
IX.L. Policy JFB Open Enrollment First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy JFB Open Enrollment.  The policy revision requires the district to post enrollment capacities and open enrollment policies on the district website that outlines open enrollment procedures.  The policy revision is included in the back up materials.

Recommendation:  Discussion and consideration to approve Policy JFB Open Enrollment for first reading as presented.
