III. APPROVAL OF MINUTES
 
Description:  Recommendation: Approve the minutes of the November 9, 2021 regular Governing Board meeting as presented.
IV. APPROVAL OF AGENDA
Description:  Recommendation:  Approve the agenda for the December 14, 2021 Governing Board meeting as presented.
V. CALL TO PUBLIC
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. Those wishing to address the board are requested to email the executive secretary by 10 am on Tuesday, December 14, 2021 at jsaxton@holbrook.k12.az.us.  The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

VIII.A. Envison Math Curriculum Adoption- Dr. Koerperich

 

Description:  Holbrook High School is requesting Governing Board approval of the math program Envision Math by Savvas Learning Company.  It has undergone a 60 day review and is ready for adoption. 

Recommendation: Discussion and consideration to approve Envision Math by Savvas Learning Company. 
 
VIII.B. Holbrook High School US And World History Curriculum Adoption- Dr. Koerperich
Description:  Holbrook High School is requesting Governing Board approval of US and World History curriculum materials. It has undergone a 60 day review and is ready for adoption.

Recommendation:  Discussion and consideration to approve the Holbrook High School US and World History curriculum materials.
 
VIII.C. Rosetta Stone Dine' Bizaad Adoption- Dr. Koerperich

 

Description: 

Holbrook High School and Holbrook Junior High School are requesting Governing Board approval of the Navajo language program Rosetta Stone Dine' Bizaad by Navajo Language Renaissance. It has undergone a 60 day review and is ready for adoption.

Recommendation:  Discussion and consideration to approve Rosetta Stone Dine' Bizaad by Navajo Language Renaissance.
 

VIII.D. Biology 2e by OpenStax  Advanced Biology Dual Enrollment Material Adoption - Dr. Koerperich

 

Description:  Holbrook High School is requesting Governing Board approval of the adoption of the textbook Biology 2e by OpenStax.  It has undergone a 60 day review and is ready for adoption. 

Recommendation: Discussion and consideration to approve Biology 2e by OpenStax.
 
VIII.E. Achieve3000 Literacy & Math Program Adoption Dr. Koerperich

 

Description:  Indian Wells Elementary School is requesting Governing Board adoption of  Achieve3000 Literacy and Math. It has undergone a 60 day review and is ready for adoption.

Recommendation:  Discussion and consideration to approve Achieve3000 Literacy and Math.
 
VIII.F. Architectural Drawing Textbook Adoption- Dr. Koerperich 
Description:  Holbrook High School is requesting Governing Board approval of Architecture: Residential Drafting and Design, 12th Edition. It has undergone a 60 day review and is ready for final adoption.

Recommendation: Discussion and consideration to approve Architecture: Residential Drafting and Design, 12th Edition. 
 
IX. NEW BUSINESS
IX.A. Federal and State Grant Approval- Dr. Koerperich
Description:  The Holbrook Unified School District has been awarded federal and state grants for FY 23.  We are requesting Governing Board approval of the grants as outlined in the back-up materials.  

Recommendation:  Discussion and consideration to approve the federal and state grants listed in the back-up materials as presented.
IX.B. First Year Non-Exempt Support Staff Hourly Placement Schedule- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of a revised First Year Non-Exempt Support Staff Hourly Placement Schedule that reflects changes with the new minimum wage rates.  The salary schedule is ready for Governing Board approval.

Recommendation:  Discussion and consideration to approve the First Year Non-Exempt Support Staff Hourly Pay Rate Placement Schedule as presented.
IX.C. Arizona Transportation Modernization Grant Approval/Administrative Procedure- Dr. Koerperich
Description:  Holbrook USD #3 has been chosen as a recipient for the Arizona Transportation Modernization Grant.  The grant, administered by A for Arizona, will provide out of district, open enrollment, transportation stipends to transportation contractors (parents) of students enrolled through open enrollment to assist in providing transportation to and from bus stops.  HUSD #3 is requesting Governing Board ratification of the Memorandum of Understanding and approval of the administrative procedures to carry out the grant as presented; as well as, accept the transportation grant in the amount of $155,000.

Recommendation:  Discussion and consideration to accept the Arizona Transportation Modernization Grant, ratify the Memorandum of Understanding and approve the administrative procedure to carry out the grant as presented.
IX.D. Boardworks Education Suite- Dr. Koerperich
Description:  The Holbrook School District is requesting a 60-day review of the Boardworks Education Suite to be used for supplemental instruction to teach the Arizona State Standards.  Boardworks is a suite of teacher-developed lessons that can be modified by the Holbrook School District to meet the individual needs of our students as they learn the Arizona State Standards. Title I funding will be utilized for this program.  The curriculum review is included in the back-up materials and will be posted on the district website for a 60-day review.

Recommendation: Discusison and consideration to approve Boardworks Education Suite for a 60-day review as presented.
IX.E. Custodial Supervisor Extra Duty- Dr. Koerperich
Description:  The Holbrook School District is requesting governing board approval of an extra duty Custodial Supervisor job description.  The extra duty positions will entail supervising custodial staff at each site for both daytime and nighttime custodians as an extra duty due to the lack of a district-level custodial supervisor.  The job description is included in the back-up materials.  

Recommendation: Discussion and consideration to approve the Custodial Supervisor extra duty job description for each school site as presented.
IX.F. Student Teaching Approval- Dr. Koerperich
Description:  Ms. Christal Brewer, education major at Northern Arizona University, is requesting a student teaching placement at Holbrook Junior High next semester.  Ms. Brewer will be student teaching under the direction of Ms. Beth Baloo in science.  This is an eight-week placement.  Ms. Brewer has an approved fingerprint clearance card.

Recommendation: Discussion and consideration to approve Ms. Christal Brewer for a student teaching placement at the Holbrook Junior High School during second semester.
IX.G. Speech-Language Pathology Assistant Practicum Placement- Dr. Koerperich
Description:  Ms. Journey Gillson, Communication Sciences and Disorders major at Northern Arizona University, is requesting to complete licensing requirements to complete her degree.  Ms. Gillson's placement will be with Speech-Language Pathologist, Ms. Patty Singer, at Indian Wells Elementary School.  Ms. Gillson has a valid fingerprint clearance card.

Recommendation: Discussion and consideration to approve Ms. Journey Gillson to complete licensing requirements for speech-language pathology at HUSD #3 during the second semester of this school year.
IX.H. Speech-Language Pathology Assistant Practicum Placement- Dr. Koerperich
Description:  Ms. Nell Humphrey, Communication Sciences and Disorders major at Northern Arizona University, is requesting to complete licensing requirements to complete her degree.  Ms. Humphrey's placement will be with Speech-Language Pathologist, Ms. Karalyn Reidhead, at HUSD #3.  Ms. Humphrey has a valid fingerprint clearance card.

Recommendation: Discussion and consideration to approve Ms. Nell Humphrey to complete licensing requirements for speech-language pathology at HUSD #3 during the second semester of this school year.
IX.I. Sun Clan Consulting Sole Source Provider- Dr. Koerperich
Description:  The Holbrook School District is requesting governing board approval to recognize Sun Clan Consulting as a sole source provider for district-wide social and emotional learning professional development and on-site activities. Sun Clan will tailor school-wide social and emotional learning programs to meet the needs of the Holbrook School District population.  The scope of work and evidence-based documentation is included in the back-up materials.

Recommendation: Discussion and consideration to approve Sun Clan Consulting as a sole source provider for tailor made social and emotional learning programs for the Holbrook School District as presented.
IX.J. Bike Tech Educational Program Agreement- Dr. Koerperich
Description:  Holbrook High School is requesting Governing Board approval of a new Bike Tech Educational Program beginning in SY 22-23.  The Bike Tech program will be a career and technical education program that will become a class period for bike repair, bike assembly and bike craftsmanship.  Project Bike Tech will supply the initial training and funding for the start-up costs for the Bike Tech Program.  The Bike Tech Program agreement is included in the back-up materials.

Recommendation:  Discussion and consideration to approve the Bike Tech Educational Program agreement as presented.
IX.K. HHS Band & Fusion Out of State Travel- Dr. Koerperich
Description:  The Holbrook High School Concert Band and Fusion have qualified to perform at Disneyland's California Adventure in California during the week of spring break. The Concert Band and Winter Guard participants and director, Sarah Meeks, are requesting Governing Board approval for out of state travel to Anaheim, California during the week of March 13-18, 2022. The HHS Concert Band and Fusion participants and sponsors will fund their own cost for the trip with the support of the use of two district suburbans; as well as, district liability insurance coverage. The itinerary, budget details and health and wellness protocols are included in the back-up materials.

Recommendation:  Discussion and consideration to approve the HHS Concert Band and Fusion to travel to Disneyland in Anaheim, California during the week of March 13-18, 2022 as outlined in the back-up materials.
IX.L. Reorganization Of The Board- Dr. Koerperich
Description:  Governing Board Policy BDA, Board Organizational Meeting, requires an annual reorganization of the Governing Board by January 15th of each year. The Board must determine who will preside as the President and Vice-President for the 2022 term.

Recommendation: Motion to elect a President and Vice President for the 2022 term beginning in January.
