V. CALL TO PUBLIC
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. Those wishing to address the board are requested to email the executive secretary by 10 am on Tuesday,  September 14, 2021 at jsaxton@holbrook.k12.az.us.  The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

VIII.A. Holbrook High School Science Department Curriculum Adoption- Dr. McKinnon
Description:  Holbrook High School is requesting Governing Board approval of the adoption of science course curriculum materials.  It has undergone a 60-day review and is ready for adoption.

Recommendation: Discussion and consideration to approve Holbrook High School science course curriculum.
IX. NEW BUSINESS
IX.A.  Public Comment On Maintenance and Operations Override- Dr. Koerperich
Description:  A.R.S. 15-481 requires that each school district that currently increases its budget through a Maintenance and Operations (M & O) Override hold a public meeting each year to provide an update of the programs or capital improvements financed through the override. We would like to provide time to discuss our district’s use of our 10% M & O Override and take public comments as applicable.

Recommendation: Presentation on use of the Holbrook Unified School District Maintenance and Operations Override; as well as, accept public comment concerning override funding.
IX.B. Instructional Time Model Public Hearing- Dr. Koerperich
Description:  The Holbrook School District is requesting a second and final public hearing on the proposed Instructional Time Model aligned to instructional time flexibility provided by HB 2862.  Each school has held a public hearing on the Instructional Time Model proposal.  The Instructional Time Model (ITM) allows for up to fifty-percent of instructional time to be remote or virtual if the district chooses such an instructional platform.

Recommendation:  Discussion and consideration to take public comment pertaining to Instructional Time Models for HUSD #3.
IX.C. HUSD #3 Instructional Time Model Approval- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of a proposed Instructional Time Model as outline in the back-up materials.

Recommendation:  Discussion and consideration to approve the HUSD #3 Instructional Time Model as presented.
IX.D. Holbrook School District Prop 301 Performance Pay Plan- Dr. Koerperich
Description:  The Holbrook USD #3 Prop 301 committee is requesting Governing Board approval of the SY 21-22 Prop 301 Plan.  The Prop 301 performance pay plan has been approved by over 70% of the eligible participants.

Recommendation:  Discussion and consideration to approve the Prop 301 Performance Pay plan as presented.
IX.E. Envison Math 60-Day Review- Dr. Koerperich
Description:  Holbrook High School is requesting a 60-day review of the math program Envision Math by Savvas Learning Company.  The curriculum review document with links to review the curriculum materials are included in the back-up materials and may be found on the HUSD #3 website under Resources and 60-day review.

Recommendation: Discussion and consideration to approve Envision Math by Savvas Learning Company for a 60-day review for the math program at Holbrook High School.
IX.F. Holbrook High School US And World History Curriculum 60-Day Review- Dr. Koerperich
Description:  Holbrook High School is requesting a 60-day review of US and World History curriculum materials as outlined in the 60-day curriculum review request.  The 60-day review materials may be found on the HUSD #3 website under Resources and 60-day review.  The curriculum proposal is included in the back-up materials.

Recommendation:  Discussion and consideration to approve the Holbrook High School 60-day curriculum review for US and World History curriculum materials as presented.
IX.G. Rosetta Stone Dine' Bizaad 60-Day Review- Dr. Koerperich
Description:  Holbrook High School and Holbrook Junior High School are requesting a 60-day review of the Navajo language program Rosetta Stone Dine' Bizaad by Navajo Language Renaissance.  The program will be used via mobile devices, school computers and home devices.  The program will be used as a supplemental program for Navajo language classes at HHS and HJHS.  The curriculum proposal can be found on the district website under Resources and then 60-day review materials.

Recommendation:  Discussion and consideration to approve Rosetta Stone Dine' Bizaad by Navajo Language Renaissance for a 60-day review as presented.
IX.H. Biology 2e by OpenStax  Advanced Biology Dual Enrollment 60-Day Review Material- Dr. Koerperich
Description:  Holbrook High School is requesting Governing Board approval of a 60-day review of the textbook Biology 2e by OpenStax.  The textbook is used for dual enrollment courses offered through Northland Pioneer College at Holbrook High School.  The curriculum request may be found on the HUSD #3 website under Resources and 60-day Review Materials.  

Recommendation: Discussion and consideration to approve Biology 2e by OpenStax for a 60-day review to be used in the HHS Advanced Biology dual enrollment class.
IX.I. Contracted Auditing Services- Dr. Koerperich
Description:  As required by state and federal law the Holbrook School District must contract with an outside audit firm to independently determine our District’s level of compliance with federal and state mandates. Our district has solicited bids for services from which the audit firm of Dobridge & Company, P.C. was chosen.  If approved, Dobridge & Company, P.C. will conduct the annual audit for HUSD #3 this school year.

Recommendation: Discussion and consideration to approve Dobridge & Company P.C. for the annual audit for HUSD #3 for fiscal year 2022.
IX.J. HUSD #3 Bus Driver Attraction and Retention Plan Administrative Procedure- Dr. Koerperich
Description:  HUSD #3 is requesting Governing Board approval of an updated HUSD #3 Bus Driver Attraction and Retention Plan administrative procedure which includes updated perfect and excellence in attendance rates, new starting hourly rate, performance pay, and training incentives.  The administrative procedure is included in the back-up materials.

Recommendation: Discussion and consideration to approve the HUSD #3 Bus Driver Attendance Incentive Administrative Procedure as presented.
IX.K. Indian Wells Elementary Transportation Scheduler Extra Duty Job Description- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of an Indian Wells Elementary School Transportation Scheduler extra duty job description.  The extra duty assignment will assist the transportation department with transportation needs at IWES including scheduling routes, times, locations, etc.  The extra duty job description is included in the back-up materials.

Recommendation:  Discussion and consideration to approve the Indian Wells Elementary Transportation Scheduler Extra Duty job description as presented.
IX.L. Indian Wells Elementary School Facility Lead Extra Duty Job Description- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of a Facility Lead Extra Duty job description.  The extra duties will include overseeing facility needs at Indian Wells Elementary School.  The extra duty job description is included in the back-up materials.

Recommendation: Discussion and consideration to approve the Indian Wells Elementary School Facility Lead Extra Duty job description as presented.
IX.M. District Substitute Extra Duty Job Description- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of a District Substitute Extra Duty job description as presented.  The job description will allow teaching certificated employees to be compensated for substituting in the classroom at both an hourly and daily rate as an extra duty.  The job description is included in the back-up materials.

Recommendation: Discussion and consideration to approve the District Substitute Extra Duty job description as presented retroactive to August 2, 2021.
IX.N. Substitute Pay Rates- Dr. Koerperich

IX.O. Holbrook High School American Indian Science and Engineering Society (AISES) Club- Dr. Koerperich
Description:  Holbrook High School is requesting Governing Board approval to reinstate the American Indian Science and Engineering Society (AISES) club.  The AISES club will be an open society for those students that are interested in careers and projects involving engineering.  HHS will work closely with the University of Arizona Chapter to build the AISES program.  The club is also requesting to be tax credit eligible.  The club request is included in the back-up materials.

Recommendation: Discussion and consideration to approve the American Indian Science and Engineering Society (AISES) as an approved club and tax credit organization at Holbrook High School.
IX.P. Holbrook High School Broadcasting Club- Dr. Koerperich
Description:  Holbrook High School is requesting Governing Board approval to begin a Broadcasting Club at Holbrook High School.  The club will provide live broadcasts of sporting events, musical events, promotion, graduation and other district functions.  Students will learn about live productions through this club.  The club is also requesting to become a tax credit program.  The Broadcasting Club request is included in the back-up materials.

Recommendation:  Discussion and consideration to approve a Broadcasting Club at Holbrook High School and designate the club as a new tax credit club.
IX.Q. Extra Duty Sports Announcer Job Description- Dr. Koerperich
Description:  The Holbrook School District is requesting approval of a Sports Announcer Extra Duty job description as presented. The extra duty will apply to varsity contests and will coincide with Roadrunner Broadcast events.

Recommendation:  Discussion and consideration to approve the Sports Announcer extra duty job description as presented.
IX.R. Hearing Officer Approval- Dr. Koerperich
Description:  The Arizona Risk Trust offers qualified hearing officers for school districts to use in matters of student discipline and employ related issues that arise throughout the school year.  We would like to recommend the list of qualified hearing officers as outlined in the back-up materials. 

Recommendation:  Discussion and consideration to approve the list of Risk Trust qualified hearing officers as presented in the back-up materials.
IX.S. Winslow Indian Health Care Center Memorandum of Agreement- Dr. Koerperich
Description:  Winslow Indian Health Care Center is requesting to engage in an Memorandum of Agreement with Indian Wells Elementary School to provide health related education and care at Indian Wells Elementary School during school year 2021-2022.  The memorandum of understanding is included in the back-up materials.

Recommendation:  Discussion and consideration to approve a Memorandum of Agreement between the Winslow Indian Health Care Center and Indian Wells Elementary School as presented.
IX.T. Leave Of Absence- Dr. Koerperich
Description:  Jennifer Smith, Indian Wells Elementary teacher, is requesting Governing Board approval for a leave of absence through January 2, 2022.

Recommendation: Discussion and consideration to approve a leave of absence for Jennifer Smith through January 2, 2022.
IX.U. Adult Meal Price Increase for SY 21-22- Dr. Koerperich
Description:  Per Food and Nutrition Service (FNS) Instruction 782-5 REV.1, SFAs (School Food Authorities) paid meal prices must be above the cost of a free meal plus donated food from USDA. The adult meal price must cover cost of food, labor, supplies, and the value of donated food.  We therefore request permission to increase the lunch meal price to $5.00 and breakfast increase to $2.75.

Recommendation: Discussion and consideration to approve adult paid meal prices for HUSD #3 to be set at $5.00 for lunch and $2.75 for breakfast to align with Food and Nutrition Service guidelines for SY 21-22.
IX.V. Class Size Differential Stipend Update- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of an updated Class Size Differential Stipend Administrative Procedure that includes long-term substitutes as eligible recipients of the Class Size Differential Stipends as presented.

Recommendation:  Discussion and consideration to approve the Class Size Differential Stipend as presented.
IX.W. Policy IJJ Textbook/Supplementary Materials Selection And Adoption First Reading- Dr. Koerperich
 
Description:  The Arizona School Board Association has recommended a policy revision to policy IJJ Textbook/Supplementary Materials Selection and Adoption.  The policy revision outlines the definition of a textbook to be printed instructional materials or digital content, or both, and related printed or nonprinted instructional materials, that are written and published primarily for use in school instruction and that are required by a state educational agency or a local educational agency for use by pupils in the classroom, including materials that require the availability of electronic equipment in order to be used as a learning resource.  The policy is ready for first reading as presented.

Recommendation:  Discussion and consideration to approve Policy IJJ Textbook/Supplemental Materials Selection and Adoption for first reading as presented.
IX.X. Policy GCB & GDB Professional/Support Staff Contracts And Compensation First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended policy revisions to Policies GCB &  GDB, Professional/Support Staff Contracts and Compensation.  The policy revisions outlines guidelines for providing total compensation statements to staff on a yearly basis.  The policy is included in the back-up materials.

Recommendation:  Discussion and consideration to approve Policy GCB & GDB Professional/Support Staff Contracts and Compensation for first reading as presented.
IX.Y. Policy GCF and GDF Professional/Support Staff Hiring First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policies GCF and GDF Professional/Support Staff Hiring.  The policies outline requirements for districts to search prospective employees on the educator information system maintained by the Arizona Department of Education prior to offering employment.  The policy revision is included in the back-up materials.
