Description:  Approve the minutes of the July 13, 2021 regular Governing Board meeting as presented.

Description:  Recommendation:  Approve the agenda for the  August 10, 2021 Governing Board meeting as presented.
V. CALL TO PUBLIC
V.A. Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am on Tuesday, August 9, 2021. Email to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or by USPS, PO Box 640 Holbrook, AZ 86025. The public may request to speak via Zoom during the Call to the Public by submitting a request prior to the meeting.
Description:  Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district.  The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

IX.A. Holbrook High School Course Addition- Digital Storytelling- Dr. Koerperich
Description:  Holbrook High School is requesting to add Digital Storytelling to the SY 21-22 course offerings at Holbrook High School.  The course will be part of the fine arts program at HHS. Students will study and create digital storytelling including the development of storytelling through YouTube.  The course proposal and alignment to the Arizona State Standards is included in the back-up materials.

Recommendation:  Discussion and consideration to approve a Digital Storytelling course to coursework at Holbrook High School.
IX.B. Holbrook School District Evaluation Tools Approval For SY 21-22- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval of the Education Specialist Effectiveness Performance Evaluation System (ESPES), Leader Effectiveness Performance Evaluation (LEPES) and Teacher Effectiveness Performance Evaluation (TEPES) as performance evaluation systems for SY 21-22 as presented.

Recommendation:  Discussion and consideration to approve the Education Specialist Effectiveness Performance Evaluation System, Leader Effectiveness Performance Evaluation and Teacher Effectiveness Performance Evaluation tools as performance evaluation systems for SY 21-22 as presented.
IX.C. Request For Speech Practicum- Dr. Koerperich
Description:  Ms. Carolina Chavez, a student in the speech and language program at Northern Arizona University, has requested to complete practicum hours in the Holbrook School District under the guidance of HUSD #3 Speech Pathologist, Ms. Karalyn Reidhead.  Ms. Chavez would begin her practicum hours on August 23, 2021.

Recommendation: Discussion and consideration to approve Ms. Carolina Chavez to complete speech and language practicum hours under the guidance of Ms. Karalyn Reidhead beginning August 23, 2021.
IX.D. Policy BDF Advisory Committee First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy BDF Advisory Committees.  The revision outlines that, if the Board creates an advisory committee, the committee is subject to the Arizona Open Meeting Law requirements.

Recommendation:  Discussion and consideration to approve Policy BDF Advisory Committees for first reading as presented.
IX.E. Policy BEDD Rules Of Order First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy BEDD Rules of Order.  The policy revision outlines that the Governing Board may recess the meeting without a vote in order to maintain decorum and meeting rules.

Recommendation: Discussion and consideration to approve Policy BEDD Rules of Order for first reading as presented. 
IX.F. Policy DJ Purchasing First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy DJ Purchasing.  The policy revision outlines that the Governing Board may provide food and beverages at school district events as allowed by the Arizona Constitution and policies of the Department of Education.

Recommendation:  Discussion and consideration to approve Policy DJ Purchasing for first reading as presented.
IX.G. Policy DIE Audits/Financial Monitoring First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy DIE Audits/Financial Monitoring.  The policy revision outlines that the Governing Board shall publicly accept all audits and compliance questionnaires by a roll call vote.

Recommendation: Discussion and consideration to approve Policy DIE Audits? Financial Monitoring for first reading as presented.
IX.H. Policy GBGB-R Staff Personal Security And Safety First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy GBGB-R Staff Personal Security and Safety.  The policy revision outlines that A.R.S. 15-342.05 states that a school district or charter school may not require a student or teacher to receive a vaccine for Covid-19 or to wear a face covering to participate in in-person learning.

Recommendation: Discussion and consideration to approve Policy GBDB-R for first reading.
IX.I. Policy JLCB Immunization Of Students First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a revision to Policy JLCB Immunization of Students.  The policy revision stipulates that a school district or charter may not require a student or teacher to receive a vaccination for Covid-19 or to wear a face covering to participate in in-person instruction.

Recommendation:  Discursion and consideration to approve Policy JLCB Immunization of Students for first reading.
IX.J. Board Policy IHA & IHA-E Basic Instructional Program First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy change to Policy IHA & IHA-E Basic Instructional Program. The revision updates the policy to require at least one kindergarten through 3rd grade teacher in each school to receive training related to dyslexia.  This was updated to July1, 2022 from the July 1, 2021 date.

Recommendation: Discussion and consideration to approve Policy IHA & IHA-E Basic Instructional Program for first reading as presented.
IX.K. Policy IMB Teaching About Controversial/Sensitive Issues First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy IMB Teaching About Controversial/Sensitive Issues.  The policy revision outlines that a teacher, administrator or other employee of a public school may not use public money for instruction that presents blame or judgement on the basis of race, ethnicity, or sex and outlines guidelines as such.

Recommendation: Discussion and consideration to approve Policy IMB Teaching About Controversial/Sensitive Issues for first reading.
IX.L. Policy EEAEA Bus Driver Requirements, Training and Responsibilities First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy EEAEA Bus Driver Requirements, Training, and Responsibilities.  The policy revision states that bus driver applicants are required to possess a commercial driver's license from Arizona or an adjacent state if they will be driving a school bus for a school district.

Recommendation: Discussion and consideration to approve Policy EEAEA Bus Driver Requirements, Training, and Responsibilities for first reading.
IX.M. Policy IC School Year First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy IC School Year.  The policy revision includes an update to calculation of instructional time and instructional hours as per A.R.S. 15-901.08.  The new statute allows for districts to develop on campus and off campus instructional platforms.

Recommendation: Discussion and consideration to approve Policy IC School Year for first reading as presented.
IX.N. Policy JK, JKD, JKE Student, Expulsion, Discipline First Reading- Dr. Koerperich
Description:  The Arizona School Board Association has recommended a policy revision to Policy JK Student Discipline, JKD Student Suspension and IKE Expulsion of Students.  The policy revisions outlines guidelines for when a student in grades K-4 may be suspended or expelled from a school district.

Recommendation: Discussion and consideration to approve Policy JK Student Discipline for first reading as presented.
IX.O. Bus Driver Hourly Rate- Dr. Koerperich
Description:  The Holbrook School District is requesting Governing Board approval to re-hire bus drivers at the rate in which they left the Holbrook School District if they have previously been employed with the Holbrook School District in prior years.  This will help attract bus drivers for the Holbrook Unified School District.

Recommendation: Discussion and consideration to approve re-hiring bus drivers at the rate in which they left the Holbrook School District if they have previously been employed with the Holbrook School District in prior years.
IX.P. School Resource Officer Intergovernmental Agreement- Dr. Koerperich
Description:  The Holbrook School District is requesting to enter into an Intergovernmental Agreement (IGA) to provide a School Resource Officer (SRO) at Holbrook Junior High School and Holbrook High School through the Arizona Department of Education School Safety Grant.  The IGA is included in the back up materials.

Recommendation:  Discussion and consideration to approve the School Safety Program Intergovernmental Agreement (IGA) between the Holbrook School District and Navajo County Sheriff's Office as presented.
IX.Q.  HUSD Delegate Assembly Representative- Dr. Koerperich
Description:  On September 11, 2021, the Arizona School Board Association (ASBA) will host the annual ASBA Delegate Assembly to vote on legislative priorities for advocacy on behalf of public school districts for 2022 legislative session.  Each member district is allowed one vote for each action item.  The Governing Board may choose a member(s) to represent HUSD #3 at the delegate assembly.

Recommendation:  Discussion and consideration to approve a delegate(s) to represent HUSD #3 at the 2021 ASBA Delegate Assembly on September 11, 2021.
