1.A. Assistant Superintendent's Report

As part of her monthly report, Assistant Superintendent Starzecki will highlight efforts in teaching and learning across ISD 709. Updates will be shared regarding implementation of District initiatives to support teaching and learning.
1.B. Curriculum and Instruction Report

Dr. Michael Cary, Director of Curriculum and Instruction, will share current information on the status of the work of the curriculum and instruction department.
1.C. Informational Presentations
1.C.1) Record of Continuous Improvement (RCI) Presentations

Throughout the school year, each school will be providing an update to the school board regarding their school improvement plan called Record of Continuous Improvement. The work on the RCI is being led by the Continuous Improve Team (CIT).  Each school has gone through a comprehensive needs assessment and developed action steps to improve student outcomes. This month the following schools will review the continuous improvement process for their site: Area Learning Center and Residentials.
1.C.2) Interim Technology Plan

Dr. Cary and Bart Smith, Technology Department Manager, will provide an update on the district's interim technology plan, along with future options for consideration.
1.D. Grant Partnerships with Duluth Public Schools
1.D.1) Lake Superior Consortium - Carl D. Perkins Career and Technical Education Grant

Per state statute, ISD 709 serves as the fiscal host for the Lake Superior Carl Perkins Consortium and has been allocated $149,066.02 for 2018-19. This portion of the grant is only part of the $466,429.45 awarded to our region. Lake Superior College and Duluth Public Schools work collaboratively to utilize Perkins dollars to support CTE programs in Proctor, Esko, Hermantown, Duluth, Two Harbors, Silver Bay, and Cook County. This grant is allocated to provide innovative programs and professional development to assist students and staff in career exploration and CTE programs of study.
1.E. Grant Applications
1.E.1) Northland Foundation Grant Application - Preventure Program

Lincoln Park Middle School has submitted a grant application to the Northland Foundation in the amount of $25,000. If awarded, fund will be used toward training, booklets and licensing for the Preventure Program. This program is in collaboration with the Student Attendance Review Board (SARB) and focuses on drug and alcohol prevention. We will be working in collaboration with several agencies in Duluth to lower drug and alcohol use for 15 to 20 year old students. Programming may include students from other Duluth schools through the collaborative agencies.

2.A. Presentation Items Requiring Approval
2.A.1) Head Start Federal Cost of Living Adjustment (COLA)

Pam Rees, Duluth Head Start Director, will present an overview of the Head Start Federal Cost of Living Adjustment (COLA) for approval.
2.A.2) Duluth Head Start Transportation Waiver

The Duluth Public Schools Head Start Program has an opportunity to provide transportation to 4 year olds enrolled in Head Start on school district buses during the upcoming school year.  Head Start children will be allowed to ride school district K-5 buses if this waiver request is approved.  To be clear, this busing opportunity is for children who are 4 by September 1st and are enrolled with Head Start dollars.  We propose to waive the regulations for restraints 1303.71(d) and 1303.72(a) (1) and monitors 1303.72(a) (4). Children who are 4 and enrolled in Duluth Preschool through School Readiness may also ride the K-5 buses. We only need approval for Head Start children to ride without monitors and restraints.
2.A.3) Duluth Head Start Self Assessment

Duluth Head Start has completed their annual Self -Assessment as required by Head Start Performance Standards.
2.A.4) Duluth Head Start Community Assessment

Duluth Head Start has completed updates to their annual Community Assessment as required by Head Start Performance Standards. The Community Assessment data helps Head Start determine such things as where sites should be located, community needs that must be addressed and trends that may effect families served by Head Start.

2.B.1) Resolution E-6-18-3554 - Acceptance of Grant Awards to Duluth Public Schools

Attached is Resolution E-6-18-3554 - Acceptance of Grant Awards to Duluth Public Schools, to accept and approve grant awards from the following organizations:

2.B.2) Resolution E-6-18-3555 - Commitment for an Education Equity Framework

William Howes, Office of Education Equity Coordinator, will share the process utilized to develop the Duluth Public Schools Education Equity Framework. Recommendations for implementation and accountability measures will also be shared. Attached is Resolution E-6-18-3555 - Commitment for an Education Equity Framework for approval.
