7. Italy ISD Parent Comment Report

Description:

As part of the parental engagement policy, mandated by Senate Bill 12 (TEC 26.0071) in the summer of 2025, districts are required to provide for an internet portal through which parents of students enrolled in the district may submit comments to campus and district administrators and the board. The board will then prioritize and present those comments at the beginning of each board meeting.

Description:

The Comptroller’s Property Tax Assistance Division states in Rule 9.4302 (e) (2) A chief appraiser or other employee of an appraisal district that appraises property for a school district protesting the comptroller’s property value study findings may not be designated as the agent for the protesting school district unless:

(A) the governing body of the appraisal district authorizes the chief appraiser or other employee of the appraisal district to act as agent for the protesting school district;

(B) the governing body of the protesting school district authorizes the chief appraiser or other employee of the appraisal district to act as agent for the school district; and

(C) the superintendent of the protesting school district signs the petition representing the chief appraiser or other employee of the appraisal district has been properly authorized pursuant to this subchapter and the laws of the State of Texas to act as agent for the school district.

 

Since the appraisal district reviews to file the Self-Report Appeal every year, please ask your governing body to consider adopting something like the attached resolution, EVERY YEAR, so we can continue serving you in this way. 

This year we added some language to also authorize EAD to file "an Audit for a previous year’s values" to this authorization. There are many of your delinquent tax firms who file audits for school districts at a cost of 10% of the money potentially refunded from the State. The reports they submit must be generated by the appraisal district, so the lion’s share of the work is done by EAD. Please feel free at any time to request us to review your previous years value for a possible audit.  We would like to save you that 10% should you be interested in that FREE service from EAD. If you are not interested, you can certainly remove the "an Audit for a previous year’s values" should you elect to have your law firm file an audit for you.

The grant can only be used for infrastructure upgrades such as Wi-Fi access points, switches and cabling, among other things.

TRANSPORTATION MANAGEMENT: TRANSPORTATION SAFETY 

School buses are required to be equipped with three-point seat belts by 2029 in accordance with SB 546. Language to that effect has been added, including required reports that must be submitted to TEA if a board determines  the district to purchase a bus equipped with the required 3-point harness seat belts or retrofit and install those seat belts on all buses that need them by the 2029 deadline.

10.A. Senate Bill 11: Posting on February Agenda
Description:

SB 11 from the 89th Legislative Session adds Texas Education Code section 25.0823, which allows school boards to designate time each school day at every campus for students and employees to pray and read the Bible or other religious texts. The bill requires that within six months of the effective date (by March 1, 2026), each district’s board must take a record vote either to establish the daily prayer time and reading of religious texts by adopting the resolution set out in the new statute or to decline to establish the daily prayer time. A board wishing to establish a daily period for prayer and reading of religious texts must do so by adopting the statutory resolution.
