Board Report - Assessment & Special Education Departments

Certified Facilitator Training

Our district continues to prioritize readiness for upcoming state assessments. Certified Facilitators recently completed specialized training designed to ensure a smooth, accurate, and compliant testing process across all sites. This preparation strengthens both the reliability of testing procedures and the support we can provide to students throughout the assessment window.

Special Education Teacher Training

The Special Education Department hosted two highly impactful professional learning sessions this month:
  • Kelli Maki (Special Education Service Agency - SESA) worked directly with our paraprofessionals, providing practical instructional strategies and tools to better serve students with diverse needs.
  • Gail Greenhalgh (Alaska DEED Consultant) led SPED teachers in compliance-focused training, emphasizing best practices in IEP development, service delivery, and monitoring.
    These trainings reinforced our commitment to equipping staff with the knowledge and resources necessary to create strong educational outcomes for students with disabilities.

Upcoming PBIS Training

Next month, all SISD staff will participate in a districtwide Positive Behavioral Interventions and Supports (PBIS) training held on Prince of Wales Island. This initiative is an important step in aligning our schools with a consistent, proactive framework to support student behavior, engagement, and overall school climate. The training will serve as both a foundation and a launch point for continued implementation across the district.

TS Gold Training

In addition, our early learning staff are in the process of completing Teaching Strategies GOLD (TS Gold) Training this month. This work will enhance our capacity to implement developmentally appropriate assessments, support instructional planning, and meet state reporting requirements for our youngest learners.
 

Summary
The Assessment and Special Education Departments have made meaningful progress this month through targeted professional development, state compliance preparation, and upcoming initiatives that align with district priorities. Together, these efforts strengthen our systems of support for students and staff districtwide.

Recommendation

The Superintendent recommends that the School Board adopt the Southeast Island School District FY 2027-2032 Six-Year Capital Improvement Plan as presented and authorize submission to the Alaska Department of Education & Early Development (DEED) by the required deadline.


Pertinent Facts
  1. Purpose of the CIP

    • The State of Alaska requires school districts to prepare and submit a six-year Capital Improvement Plan annually to be considered for School Construction and Major Maintenance funding assistance.

    • The CIP prioritizes district facility needs to maintain safe, healthy, and effective learning environments, protect assets, and plan for future capital expenditures.

  2. Process

    • District administration assessed facility conditions using site visits, maintenance records, and input from school staff.

    • Projects were evaluated based on urgency, safety, compliance with regulations, and potential to prevent further deterioration or increased costs.

    • Priority rankings follow state guidelines to maximize potential eligibility for State Aid.

  3. Projects Included in FY 2027 Priority List

    Priority 1: Thorne Bay K-12 School Heating System Upgrades - Replace boilers, HVAC controls, and underground fuel tanks to restore reliable heating and reduce environmental risk. Estimated cost: $3,625,736.

    Priority 2: Thorne Bay K-12 School Fire Suppression System Replacement - Replace failing sprinkler piping and upgrade system to meet current safety standards. Estimated cost: $1,375,904.

    Priority 3: Barry Craig Stewart Kasaan School & Whale Pass School Renovations - Improve building envelope, systems, and interiors to address deterioration. Estimated cost: $500,000.

    Priority 4: Port Alexander School Upgrades - Replace domestic water piping due to lead/copper contamination and complete roof replacement. Estimated cost: $634,867.

    Priority 5: Thorne Bay School Roof Replacement - Replace 30-year-old metal roof to protect building from water intrusion. Estimated cost: $4,020,847.

    FY 2027 Total Estimated Cost: $10,157,354.

  4. Funding and Submission

    • State Aid eligibility is indicated for each project; local contribution requirements may apply depending on state funding awards.

    • The CIP must be submitted to DEED by September 1 for consideration in the state’s funding cycle.

    • Adoption by the School Board is required for submission.

  5. Impact of Adoption

    • Adoption enables the District to be considered for state funding assistance.

    • Establishes a clear, board-approved roadmap for capital facility improvements.

    • Provides transparency and accountability for facilities planning.
