Alaska Education and Business Services, Inc. (AKEBS), has been providing accounting and business services for the District since 2007.  During this time, AKEBS has provided the District with exceptional accounting and business services.  This contract is for services provided for FY 2026.

Recommendation
It is the administration's recommendation that the Board approve the FY 2026 Early Education Parent Handbook.

Pertinent Facts
The Early Education Parent Handbook 2025-2026 is presented to the Board for approval. This handbook outlines essential information for families enrolled in Southeast Island School District’s preschool programs and is a required component of the district’s grant application to the Alaska Department of Education and Early Development (DEED) to fund a District preschool program.

Key components of the handbook include:

  • Program Structure: Clear descriptions of daily schedules, developmentally appropriate instruction for 3- and 4-year-olds, and kindergarten integration activities designed to support smooth transitions.

  • Curriculum & Instruction: Evidence-based curricula including My Teaching Strategies, Heggerty, Handwriting Without Tears, and Mathshelf, all aligned with the Alaska Early Learning Guidelines.

  • Behavior and Mental Health Supports: Emphasis on social-emotional learning, behavioral support without punitive discipline, and access to a district mental health consultant for both staff and families.

  • Family Engagement: Opportunities for parent involvement throughout the school year, including transition support, mental health consultation, and access to curated educational and parenting resources (see Appendix A).

  • Facilities and Staffing: Class sizes and staff ratios that reflect national best practices, with infrastructure in place or under development to ensure ADA compliance and outdoor access at all school sites by FY26.

Approval of this handbook will support the district’s efforts to secure state funding and will serve as the guiding document for implementation of the preschool program in the 2025-2026 school year.
