II.A. Review of FY24 Budget Calendar
Description:
Amy will present a timeline for the preparation, development and approval of the FY24 Budget.

II.B. Update on the Sale of $2.5M Working Cash Bonds
Description:
The bond market has been extremely volatile in the wake of continued large fed rate increases. As a result, there has been much back and forth with Raymond James and the District.  As of Friday afternoon, the decision remains to offer a private sale.  However, we will continue to watch the markets very closely. A copy of the comparative and timeline for the sale has been attached.

Description:
Amy and Chris have prepared an update for the Committee to discuss upcoming projects and contract renewals.  The E-Rate contract renewal with Gerry Zeller has been attached for the Committee's review.

Description:
Dr. Zaher and Mrs. McPartlin have prepared a summary of our categorical grants for the 2022-23 school year.

II.E. First Student Contract Update
Description:
As previously discussed, First Student is still experiencing challenges staffing and retaining enough drivers to fully staff routes for District 21 and 23.  Initial discussions were held in July, indicating that there may be a request for a price increase above the currently agreed upon 5%.  

First Student is currently looking to the District for support of a $2.00 per hour increase to the wage for all drivers for the remainder of the 2022-23 school year.  The costs associated with this request is a 3.9% increase on the daily bus rates.  This increase will bring driver wages in line with the current market, moving the starting wage to $24.00 with a top wage of $28.75.  The fully loaded cost of the proposed increase, including taxes, is roughly $58k for the school year.  Pending Committee approval, action will be requested at the October Board meeting.

II.F. Organic Life Contract Update
Description:

ISBE has finally issued guidance illustrating how school districts may pass along the USDA temporary reimbursement increase of $0.32 for breakfast and $0.68 for lunch, meant to help mitigate supply chain, pricing, shortage, substitution, and labor issues to their food service providers. As has been done in the past, the District has continued to work with Organic Life by agreeing to these temporary increases for their benefit in an effort to maintain the food services and selections currently provided.
