Description:
All speakers are asked to complete the Listening Session Sign-in Form including as much detail as possible and including a printed / written copy of your presentation if one is available. This is an opportunity for the Board to listen, the Board will not engage in dialogue. As a general rule, the Board will not comment on or respond to any comments made by speakers. Please do not include names of Greenbush Middle River employees or representatives, their title, or location in your remarks for your own legal protection and the legal rights of staff.

Each speaker will have five (5) minutes to speak: speakers may not roll their time to another speaker. Speakers will be timed and are asked to complete their comments in this time frame. Board members may ask questions if needed.  Please begin your presentation by stating your name and topic only.

School Board elections will take place on November 8, 2022.

NOTICE OF FILING DATES FOR ELECTION TO THE SCHOOL BOARD
INDEPENDENT SCHOOL DISTRICT NO. 2683
(GREENBUSH MIDDLE RIVER)
STATE OF MINNESOTA

NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy to fill four (4) vacancies for the office of school board member of Independent School District No. 2683 shall begin on August 2, 2022, and shall close at 5:00 o'clock p.m. on August 16, 2022.

The election shall be held during the General Election on Tuesday, November 8, 2022.  At that General Election, four (4) individuals will be elected to fill vacancies with each term expiring December 31, 2026.

Affidavits of Candidacy are available from the school district clerk, Independent School District No. 2683, 401 Park Avenue West.  The filing fee for this office is $2.  A candidate for this office must be an eligible voter, must be 21 years of age or more on assuming office, must have been a resident of the school district from which the candidate seeks election for thirty (30) days before the general election, and must have no other affidavit on file for any other office at the same primary or general election.

The affidavits of candidacy must be filed in the Office of the School District and the filing fee paid prior to 5:00 o'clock p.m. on August 16, 2022.

9.2. Discontinuance of Free School Meals by the Federal Government 
Description:
School Meals have been at no cost to students since the on-set of Covid-19 through the conclusion of the 2021-2022 school year.  Federal waivers permitting universal meals are set to end this (2021-2022) school year.  Districts nationwide have benefited the past two years from the U.S. Department of Agriculture’s pandemic-era waiver authority to provide free meals to all students regardless of income.

Since the Federal waiver did not continue into the 2022-2023 school year, families nationwide will have to start paying again for breakfast and lunch unless their children qualify for free or reduced-price meals.  Families of students qualifying for free or reduced-price meals will still have to fill out applications. 

For the past two years students have been getting free meals, so the interest in filling out application paperwork was not important,

Prices will likely increase to keep up with inflation and rising food costs.This will be a challenge, considering prices haven’t risen for the past two years given the federal universal meal waiver.

11. Board approval of Long Term Facility Maintenance (LTFM) Plan
Description:
Work in Progress

The 2015 Minnesota Legislature repealed sources of facilities revenue from statute(s) and replaced them with one enhanced revenue program called Long-Term Facilities Maintenance Revenue (LTFM revenue).  2015-2016 was the last year of the "old" Health & Safety revenue.   Effective 2016-2017 (FY 17) the Health & Safety Levy & Deferred Maintenance will be replaced with a Long Term Facilities Maintenance [LTFM]  levy/state aid.
  • School Districts are eligible for funding for LTFM over a ten-year period
  • Revenue is a combination of:
    • Local Levy
    • State share of equalized revenue
-  LTFM 10-year plan must be approved annually (prior to July 31)
-  LTFM plan may be adjusted or modified as needed
-  LTFM funds carry over from one year to the next

Long-term facilities maintenance revenue may be used for the following purposes:

1) deferred capital expenditures and maintenance projects necessary to prevent further erosion of facilities

2) increasing accessibility of school facilities, and

3) health and safety projects under Minnesota Statutes, section 123B.57, including health, safety and environmental management costs associated with implementing the district’s health and safety program.

Long-term facility maintenance revenue may NOT be used:

1) for construction of new facilities

2) to finance a lease purchase agreement, installment purchase agreement or other deferred payments agreement

3) for energy-efficiency projects under Minnesota Statutes, section 123B.65, for a building or property or part of a building or property used for postsecondary instruction or administration or for a purpose unrelated to elementary and secondary education

4) for violence prevention and facility security, ergonomics, or emergency communication devices.

To qualify for Long-term Facilities Maintenance Revenue, school districts, cooperatives and intermediate districts must have a 10-year plan adopted by the school board and submitted to the Commissioner of Education.  Districts must submit evidence of school board approval for the ten-year plan by July 31st

A school district's priorities may change after the plan is approved. Eligible projects may be rearranged or substituted in the plan without submitting a new plan mid-year if there is no change in revenue.

The GMR School District’s 10-year Long Term Facilities Maintenance (LTFM) plan indicated in the Exhibit for this Agenda shows the LTFM revenue is based on a local levy of ~70% while the State Aid revenue portion is ~30%.

12.1.b. Renewal of American Red Cross Facility Use Agreement
Description:
In mid-July, the Supt. of School renewed a facility use Agreement with the American Red Cross.

The American National Red Cross ("Red Cross"), a non-profit corporation chartered by the United States Congress, provides services to individuals, families and communities when disasters strike. The disaster relief activities of the Red Cross are made possible by the American public who support the Red Cross with generous donations.

The Red Cross’s disaster services are also supported by facility owners who permit the Red Cross to use their buildings as shelters and other service delivery sites for disaster victims. The agreement is between the Red Cross and a facility owner ("Owner") so the Red Cross can use the facility to provide services during a disaster. The agreement only applies when Red Cross requests use of the facility and is managing the activity at the facility.
