Arkansas Safe Schools Week Resolution 

The applicant data from this information is used to compile the Applicant Flow Chart forms for the Affirmative Action Report, which demonstrates the composition of applicants through the selecting, hiring, promoting and terminating process.  The information is needed to measure the effectiveness of the agency's recruitment, hiring and promotion efforts and is in conformity with federal government guidelines, which require the agency to compile statistical information about applicants for employment. 

Arkansas Code Annotated §6-17-309 requires local school districts to secure a waiver when classrooms are staffed with unlicensed teachers for longer than 30 days. Requests were received from  school 127 districts for a total of 413 waivers. There were also requests for long-term substitutes from 79 school districts requesting a total of 209 waivers for long-term substitutes. These requests have been reviewed, were either approved or denied by Department staff, and are consistent with program guidelines.

The members of the Arkansas State Board of Education are requested to review the following:

With the recommendation to approve all applications from the Loan Committee and additional information provided by the school district in its application package and:

• Pursuant to Arkansas Code Annotated § 6-20-1205 concerning school district bonds, a school district shall not sell bonds until the issue is approved by the State Board of Education.  Therefore, the State Board of Education, in its discretion and after considering the merits of each application with the loan committee recommendation, may approve a school district bond application for the full amount of the proposed bond issue, approve the application for a lesser amount than requested, or disapprove the application.  

 

Violation of Standard 1. An educator maintains a professional relationship with each student, both in and outside the classroom. Violation of Standard 2. an educator maintains competence regarding his or her professional practice, inclusive of professional and ethical behavior, skills, knowledge, dispositions, and responsibilities relating to his or her organizational position. The Professional Licensure Standards Board requests the State Board of Education order a permanent revocation of the Educator’s license.

To be completed within 30 days of completion of the trainings.

The Professional Licensure Standards Board requests the State Board of Education order a 2 year probation of educator license and assess a $250 fine. (All cost paid by Educator Green), Code of Ethics training in person as provided by the PLSB. Educator to provide written reflections to the PLSB for approval on how she will incorporate the code of ethics into her best practices. Report presented to the SBE by Pine Bluff administration to highlight progress and goals of the district. Report will be followed by recommendations to the SBE. 

The State Board requested PLSB 22-119 Kevan Moore be pulled to  the action agenda at the last Board meeting on September 8, 2022. Kevan Moore was notified of the hearing date via certified mail. 

Under Ark. Code Ann. § 6-17-422 members of the PLSB serve rotating terms and are appointed by the State Board from nominations made by professional education associations. The Arkansas Public School Resource Center has nominated Phong Tran, Superintendent of Friendship Aspire Schools for Arkansas, to fill the position vacated by Luanne Baroni. The term of Mr. Tran is to begin immediately upon appointment and end on June 30, 2025.
 

Pursuant to Ark. Code Ann. § 6-15-103 (Act 1240 of 2015), a traditional public school district may petition the State Board for waivers granted to an open-enrollment public charter school.  
 

The Earle School District requests a waiver to accommodate a Student Teacher Residency Model Program in its Kindergarten class at Earle Elementary School.  It also requests a waiver of teacher licensure for one educator only.  The district seeks the waiver for a three-year period.

Pursuant to Ark. Code Ann. § 6-15-202(b)(2), school districts may seek State Board approval of a Standard for Accreditation for a period of no longer than one school year.   

The Alpena School District seeks a waiver of Standard 4-E.2, which sets forth the student to school counselor ratio.  

The Earle School District seeks a waiver of Standard 1-A.5, which establishes maximum class size.  

The Heber Springs School District seeks a waiver of Standard 1-A.5, which sets maximum class sizes.

The North Little Rock School District seeks a waiver of Standard 1-A.5, which sets maximum class sizes.  

In the past, Standard 1-A.5 of the Division's Rules Governing the Standards for Accreditation encompassed both class size and teaching load.  In the new Standards for Accreditation rules, which took effect May 2, 2022, class size and teaching load were divided into two separate Standards: Standard 1-A.5 (class size) and Standard 1-A.6 (teaching load).  Due to this change in rules, to ensure that all school districts retain the Act 1240 waivers they previously held, the Division is seeking to add Standard 1-A.6 to the Act 1240 waivers granted to various school districts.  

In the past, Standard 1-A.5 of the Division's Rules Governing the Standards for Accreditation encompassed both class size and teaching load.  In the new Standards for Accreditation rules, which took effect May 2, 2022, class size and teaching load were divided into two separate Standards: Standard 1-A.5 (class size) and Standard 1-A.6 (teaching load).  Due to this change in rules, to ensure that open enrollment and district conversion charter schools retain the waivers they previously held, the Division is seeking to add Standard 1-A.6 to the waivers granted to various open enrollment and district conversion charter schools.  

The State Board approved these rules for public comment release on July 14, 2022, pending Governor's Office approval.  The Governor's Office approved them on August 11, 2022.  No public comments were received and no substantive changes were made.  The Division requests this Board's final approval of these rules.
