Description:
During each meeting of the Board of Trustees, time is set-aside for those who desire to address the Board. Persons who wish to participate in this portion of the meeting shall sign up using the audience participation form and shall indicate the topic about which they wish to speak. No presentation shall exceed three minutes. Delegations of more than five persons may be asked to limit their presentations to allow for each person to represent their views. The Board shall not deliberate on any item not included on the agenda during this portion of the meeting. The Board will listen to your comments and may ask clarifying questions. Should there be a speaker who has registered to speak to multiple topics, the Board President shall direct the speaker to consolidate his or her comments for which he or she has registered and the speaker shall be given a total of three minutes to make his or her consolidated comments. The president may interrupt or terminate an individual’s statement when it is too lengthy, repetitive, or obscene. Description:
During the 2024-2025 school year, FISD researched the best option for the students and staff of the District to provide an armed officer at Cline, Windsong, and one for the Westwood Bales campus cluster per the SB 3 requirements. Upon the recommendation of Friendswood Police Department, FISD interviewed TABI, a company that provides competent, TCOLE certified, trained, law enforcement officers to both public and private school districts across the state. These officers work under the oversight of both FISD and Friendswood Police Department to provide armed auxiliary officers at each of these campuses as part of a hybrid security model alongside the SRO officers at both FJH and FHS currently in place. The anticipated cost for this service is approximately $308,000 which represents a 3% increase compared to the past two school years and will be funded with the general fund. The District requests approval to continue its partnership with TABI for the 2026-2027 school year.

6.6. Consider Approval of Master Job Order Contracts

Description:
"Job order contracting" is a procurement method used for maintenance, repair, alteration, renovation, remediation, or minor construction of a facility when the work is of a recurring nature but the delivery times, type, and quantities of work required are indefinite. Under the Master Job Order Contract, individual job orders may be awarded or issued substantially based on pre-described and pre-priced tasks. See Board Policy CVF Legal for more information.
In 2022, pursuant to Texas Government Code §§ 2267.401- 2267.411, the District solicited Competitive Sealed Proposals ("CSP") from qualified firms to perform work for which a job order contractor (JOC) may be required. The CSP was issued with the option to award one or more Master Job Order Contracts to furnish and/or deliver job order contracting services to meet the recurring needs of the District. The exact nature and extent of services required will vary and no specified minimum amount of work will be guaranteed to the contractor(s). The list of services and associated products that the District requested was as follows: plumbing services, roofing, HVAC, electrical, painting, drywall, foundation repairs, concrete and asphalt work, fence work, and other minor construction, etc. The District received eight proposals, and these were scored based on the criteria stated in the CSP. The District awarded Master Job Order Contracts to five proposers, which included: ERC, Facilities Sources, FW Walton Inc., Generocity Services, Inc., and Hunton Services. In accordance with CVF Legal, the Master Job Order Contracts were awarded for a base term not to exceed two (2) years and which expired on May 31, 2024. The District, at its discretion, has the option to renew the Master Job Order Contracts annually for not more than three (3) additional years. The District recommends approving all five Master Job Order Contracts for the third one-year renewal term and give the Superintendent, or his designee, the authority to sign the contracts. Attached is an example of the Master JOC Agreement that the District currently has in place and of which has been approved by the District's legal counsel. |

6.7. Consider Approval of Mustang Clinic MOU Renewal with UTMB for 2026-2027

Description:
The District recommends the continuation of the Mustang Clinic service to all employees of FISD and the dependents of those employees. This will be the twelfth year to offer the Mustang Clinic. The Clinic continues to offer low-cost minor illness health care with convenient office locations and appointment times for employees of the District. This is a very valuable benefit to the employees who continue to give positive reviews of the service provided by the clinic, and the appreciation for the opportunity to have a low-cost option in the world of high TRS health insurance rates and deductibles. The Mustang Clinic averages approximately 737 appointments per year.
The 2025-2026 budget for the Mustang Clinic is $125,000; expenditures for the 2024-2025 school year were $102,738 and then $54,200 so far this year. The terms of the Memorandum of Understanding include a $30,000 set fee (paid in quarterly installments) and a charge of $115 per appointment for each employee or employee's dependent treated at the Mustang Clinic. This is an increase of $15 to the district per appointment from prior years. In addition, the employee pays an out-of-pocket expense of $10 for each appointment. Friendswood ISD became a District of Innovation with its approved Innovation Plan on February 13, 2017. Based on the requirements in TEC Chapter 12A and its implementing regulations, Texas public school districts are required to renew their District of Innovation status every five years. Friendswood ISD is taking this opportunity to renew and amend its plan. The original plan provided exemptions from the following legal requirements that Friendswood ISD seeks to renew: • District-Level Planning and Decision-Making - TEC 11.251, 11.252, 11.253 • Teacher Certification - TEC 21.003 • First Day of Instruction - TEC 25.0811 • Minimum Attendance for Class Credit or Final Grade - TEC 25.092 • Student/Teacher Ratios and Class Size - TEC 25.111, TEC 25.112, TEC 25.113 Due to changes in law, district practice, or lack of necessity, Friendswood ISD no longer seeks exemption from: • Teacher Appraisal System - TEC 21.352 • Group Health Benefits for School Employees - TEC 22.004 • Student Discipline - Designation of Campus Behavior Coordinator - TEC 37.0012 In addition to these existing exemptions, FISD seeks exemption from: • Course Syllabi Posting Requirements - TEC 26.0062 • Universal GPA Weighting System - TEC 28.0252 • Probationary Contracts - TEC 21.102(b) |

8.2. FISD Culture and Climate Survey Results

Description:
The HR Services Division of the Texas Association of School Boards (TASB) conducted a confidential culture and climate survey of Friendswood ISD employees in late February through mid March 2026 at the request of the Board of Trustees and the District. The survey aimed to assess employee engagement towards their district and campus, as well as their level of satisfaction with their job and work conditions. This survey data is one of many data points for district and campus leadership to understand how respondents perceive specific issues and to reveal a general level of job satisfaction. TASB services developed the survey in collaboration with Friendswood ISD. The survey included a variety of topics to gather data about demographics, environment, relationships, and campus concerns. All employee responses were submitted directly to TASB. A total of 398 employees out of 777 responded to the survey, yielding a participation rate of 51%. Employees from all job types and work locations participated in the survey. The largest group of respondents was teachers at 56% of the total respondents. Executive Director of Human Resources, Lindsey Foley, will present a summary of the survey data to the Board for discussion. Results have been shared with district leadership and campus leadership to celebrate the areas of growth from efforts in 25-26 and to consider areas of need as we step into 26-27. As part of our District of Innovation (DOI) Plan, we will share the class size ratios for our K-4 classrooms monthly beginning in May. The attached spreadsheet displays the projected student enrollment with a growth factor only applied between Kindergarten and 1st grade. The teacher counts have been adjusted based on our staff plans for the 2026-27 school year. We are currently enrolling new students for the 2026-27 school year. The "NSOE" column shows the 176 new student enrollments we have received or are processing as of May 1st as well as our current Early Childhood and PreKindergarten students who will be returning in the fall. |
