4)A) Approve Minutes

4)C) Region 10 Multi-Regional Purchasing Agreement
Description:  The Region 10 Multi-Regional Purchasing Coop. is the yearly agreement to purchase student nutrition foods at a discounted price. This is the same agreement we had last year and now is the time to renew.
4)D) TASB Risk Management Fund
Description:  The Interlocal Participation Agreement (IPA) is the foundational agreement of TASB Risk Management Fund. This allows us to participate in various lines of coverage for the Fund. The Fund is an interlocal entity formed under the provisions of Chapter 791 of the Texas Education Code. This IPA will replace our current IPA--only thing different is they clarified terminology).
5) Order BISD School Board Election for May 7, 2022
Presenter:  Betty Offutt
Description:  Two board members are up or re-election, Place 6 Kenneth Shepherd and Place 7 Jeremy Lambert. It is necessary to Order the Election which will take place on May 7, 2022.
6) SRO Contract Considerations
Presenter:  Boyd PD & Wise County Sheriff's Office
Description:  The Boyd PD and Wise County Sheriff's Office will each present their plan for the SRO position for the 2022-2023 school year. Trustees may consider information and vote at either the March or April board meetings. This item may be tabled and voted on in April if questions need further clarification.
7) Consideration of 4th Grade to Elementary
Presenter:  Mr. Chappotin & Ms. Harrison
Description:  We are asking the Board to consider leaving current 3rd graders at BES to continue on as 4th graders. Available space, instructional program, and TEA rulings have been taken into consideration. 
8) Calendar Committee Presentation
Presenter:  Brittany Hutchens & Eric Mills
Description:  The 2022-2023 school year calendar options will be presented to the board for consideration.
9) High School Track and Turf Consideration
Presenter:  Brandon Hopkins & David Fisher with Hellas
Description:  The BHS track and field are showing wear after 12 years of use and will need to be replaced soon. David Fisher with Hellas will come to provide information and answer questions regarding these two entities.
10) Board Resolution for Employee Pay During Weather

This is for hourly workers on February 3-4, 2022. There is a public purpose served, and a benefit to Boyd ISD for the District to authorize the Superintendent of Schools to compensate school district employees who remained ready, willing, and able to work during inclimate weather school closures, but who were prohibited from working due to emergency weather closures.

11)A)2) Student Nutrition
Description:  Boyd ISD has partnered with Decatur ISD for Student Nutrition Services led by Shelly Lasser. Ms. Lasser will be going out on her own as an independent contractor. I, along with our Student Nutrition Staff, will weigh options before us in consideration of an acceptable contract to begin in the 2022-2023 school year.
11)A)3) Dress Code Committee
Description:  Dress Code Committee is currently being formed and will be led by Mr. Jonathan Nash. Admin., teachers, students, and parents will be a part of this committee.
11)A)4) Policy Review
Description:  During the last bad weather day, Ms. Offutt, Mr. Chappotin, Ms. Hutchens, Ms. Barber, and Campus Principals conducted a Boyd ISD Policy Review with TASB Policy Services. The changes and edits to the policy will be brought to the board in April to allow for review and consideration for approval.

Description:  Social Media guidelines have been consistently updated since 2020. Please see attached our current guidelines and acceptable use agreements.
11)A)6) Teacher Retention Committee (Teacher Quality of Life)
Description:  In effort to make Boyd ISD a great place to teach, this committee surveyed BISD staff and compiled a document detailing plus, delta, and remedies for teacher quality of life in regard to work/life balance. Up to 90% of the suggestions can be implemented with little to no effect on the budget. I commend our committee members for bringing some tough topics to the table.
11)A)7) Grow Your Own Program
Description:  We are continuing to develop our protocols for our Grow Your Own administration, teacher, and mentor cohorts. We want to provide avenues for staff to attain positions at the next level while being supported and trained.

12) Open Forum/Public Comment
Presenter:  Bill Childress
Description:  To address the board during a regular board meeting, speakers must sign the "Request to Address Trustees" form and return to the Superintendent Secretary before the meeting begins. During the public comments portion of the agenda, the registered speaker will be allowed to address the board.
To address the board, each speaker should follow these guidelines:
  • Speakers should first state their name upon addressing the board.
  • Speakers are limited to five minutes to make comments.
  • Board of Trustees cannot comment on presentations. The applicable member of district administration or campus administration will be contact with the presenter.
  • Copies of presentations, if present, should be made available to all trustees and the superintendent.
  • Board policy prohibits the discussion of complaints against District employees during an open forum.
13) Closed Session - Pursuant to Texas Government Code Sections §551.071, to consult with the District's attorney, in person or by phone, on a matter in which the duty of the attorney to the District under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Local Government Code. 

Pursuant to Texas Government Code Sections §551.074 for the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer, employee, or to hear complaints or charges against a public officer or employee.
