Description:
Master Gardener's representative, Marcia Lambert, will provide the board with a proposal to build a planting shed. Page 5 of the Lease Agreement under Construction/Renovation states that any and all construction or renovation by Tenant to the Premises will be subject to approval by Landlord.

Description:
Board Police BDD (Local) authorizes the Board to retain an attorney or attorneys, as necessary, to serve as the District’s legal counsel and representative in matters requiring legal services. The district is asking authorization from the board to allow the Superintendent to sign the Legal Service Retainer Agreement with Walsh Gallegos Trevino Russo & Kyle legal services for the 2023-2024 school year.

3.E. Discuss and Consider Possible Action to Approve the List of Teacher Appraisers and Appraisal Calendar for the 2023-2024 school year.

Description:
GISD School Board Policy DNA (legal) requires that the Board annually adopt a calendar that designates dates for teacher observation used for the teacher appraisal process. Attached are the Teacher Appraisers List and Appraisers Calendar for the 2023-2024 school year which needs board approval.

3.G. Discuss and Consider Action to Approve Meal Prices for the 2023-2024 School Year.

Description:
Each year, school districts participating in the National School Breakfast and Lunch Programs are required to set minimum student and adult meal pricing. Since all our students receive FREE breakfast and lunch under the Community Eligibility Provision (CEP) we only have to update adult meal prices.
In order to stay compliant with minimal adult meal pricing, for 2023-2024 we recommend increasing the adult breakfast price from $2.95 to $3.10 and adult lunch price from $4.45 to $4.75. |
3.H. Discuss and Consider Action to Approve the TEA Staff Development Waiver Minutes Application and Additional Campus Operational Minutes

Description:
Gonzales ISD administration is seeking approval to apply for 2,100 TEA staff development waiver minutes and an amendment to the number of campus operational minutes for the 2023-2024 school year. The increase in minutes, along with the approval of 2,100 waiver minutes for staff development by TEA, brings the operational minutes to at least 75,600 for each campus and puts the district in compliance with TEA. This also allows for two days of inclement weather without using the Bad Weather Days that are slated for the Tuesday and Wednesday after Memorial Day.

3.I. Discuss and Consider Action to Approve an Agreement for the Purchase of Attendance Credits (Option 3 Agreement) and to Delegate Contractual Authority to the Superintendent

Description:
The district has received preliminary notification that its local revenue will exceed its entitlement for the 2023-24 school year(previously referred to as a "Chapter 41 district"). At this time, we are obligated to inform the Texas Education Agency (TEA) how we intend to reduce our local revenue.
Due to the district's Chapter 48 state funding (currently estimated at $5.5M) significantly exceeding its Chapter 49 recapture costs (currently estimated at $314k), the administration recommends offsetting/reducing state aid by the amount owed for recapture in lieu of making payments to the state. The contract submission process is now completed electronically through a module on TEA's website. Therefore, contractual authority must be granted to the superintendent so that he can submit the data through the TEA module on behalf of the district. |
3.J. Discuss and Consider Action on Notice of Public Meeting to Discuss Budget and Proposed Tax Rate

Description:
In order to adopt the budget and tax rates on August 28, 2023, administrtion recommends the Notice of Public Meeting to Discuss Budget and Proposed Tax Rate be published in The Gonzales Inquirer on August 17, 2023. The notice must be legally published no less that ten(10) days and no greater that thirty (30) days prior to the meeting.

3.K. Discuss and Consider Action on an Order Calling School Building Bond Election

Description:
To support the district's strategic plan, long-range facilities plan, and safe and secure facilities, the administration recommends the board call a school building bond election in November 2023.

3.L. Discuss and Consider Action to Approve the implementation of a student internship program within the Communications Department

Description:
This initiative aligns with our district's commitment to fostering educational growth, community engagement, and strengthening workforce development. During the strategic planning process, GISD adopted a Mission statement that states the Gonzales Independent School District designs meaningful learning experiences that inspire students to make an impact beyond themselves. The program also aligns with three of our Belief statements in our Strategic Plan. We believe when we are responsive to student needs, we increase the likelihood of their success. We believe productive citizens move society forward. We believe student success results from meaningful learning experiences.
Incorporating a student internship program within our Communications Department stands to benefit not only the participating students but also our schools and the larger community. It is an investment in both education and communication excellence, reinforcing our commitment to providing experiential learning opportunities. Additional information on the student internship program is included in your packet. We kindly request the board's approval to move forward with the approval of this program, and we appreciate your consideration of this valuable initiative. |

Description:
Karen Perez, Principal of Gonzales Junior High, will present to the board the possibility of having the National Junior Honor Society for 7th and 8th graders. Induction would take place in the fall of 2023 and then in the Spring of 2024. To be eligible, candidates would have to meet the following criteria: Scholarship, Leadership, Service, Character, and Citizenship. Being inducted into NJHS does not guarantee induction into HS-NHS. These two are separate chapters.
