V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am on Tuesday, March 8, 2022: email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. VIII.A. GoZen Social And Emotional Learning Program- Dr. Koerperich
Description:
Hulet and Park Elementary Schools are requesting adoption of the social and emotional learning online subscription program GoZen. This online social and emotional learning program will be used with individual students in grades K-5. It has undergone a 60-day review and is ready for final adoption.
Recommendation: Discussion and consideration to approve GoZen for final adoption. |

IX.A. Independent Auditor’s Report FY21 & Uniform System of Financial Records Compliance Questionnaire FY21- Mr. Hancock
Description:
Dobridge and Company Certified Public Accountants have prepared the Audited Financial Statement for FY21 for the Holbrook Unified School District. The audit was conducted for the purpose of forming an opinion on the financial statement of activities and funds that collectively comprise the District’s basic financial operations. Areas of compliance range from budgeting to purchasing to governing board management. The list of non-compliant items was limited to twenty items that are being addressed by our staff. The district is in the process of making the recommended changes to bring the district into full compliance.
Recommendation: Discussion and consideration to accept the Independent Auditor’s Report and the Uniform System of Financial Records Compliance Questionnaire findings for the fiscal year ending June 30, 2021, as presented. |
IX.B. Elementary and Secondary School Emergency Relief Fund III (ESSER) Grant Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the Holbrook School District ESSER III grant as presented. The grant is included in the back-up materials.

IX.C. HUSD #3 Open Enrollment Insurance Program for SY 2022-2023- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the SY 22-23 Open Enrollment Insurance Program. The program outlines insurance options and the implementation of an Employee Wellness Plan as outlined in the back up materials.

IX.D. Navajo Nation Headstart Memorandum Of Understanding- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Memorandum of Understanding (MOU) between the Navajo Nation Head Start Program and HUSD #3 to provide Head Start services to students within our district boundaries. The MOU is included in the back-up materials and will be valid through June 30, 2025.

IX.E. Great Minds Wit and Wisdom/Geodes 60-Day Curriculum Review- Dr. Koerperich
Description:
Indian Wells Elementary is requesting a 60-day review of a new reading series called Great Minds Wit and Wisdom/Geodes. The series will work with Fundations which IWES is currently using. The program will be implemented in grades K-3 as a core reading program. Funding will come from K-3 reading grants, ESSER funding and district maintenance and operations funding. The curriculum proposal is located on the district website under 60-day review materials.

IX.F. HUSD #3 Open Enrollment Capacities for SY 22-23- Dr. Koerperich
Description:
Governing Board policy JFB Open Enrollment requires the district to post open enrollment capacities on the district website on an annual basis. HUSD #3 is requesting Governing Board approval of the open enrollment administrative procedure that outlines guidelines for accepting both resident and non-resident students based on open enrollment capacities. The administrative procedure is included in the back-up materials.

IX.G. Policy GCCA Professional/Support Staff Sick Leave First Reading- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of Policy GCCA Professional/Support Staff Sick Leave. The revision includes an update to leave buy-out for staff that voluntarily separate from district employment. The changes include a buy-out rate increase and beginning the buy-out beginning the 4th year of service. The policy recommendation is included in the back-up materials.

IX.H. School Nurse Job Description- Dr. Koerperich
Description:
Indian Wells Elementary School has received a school nurse grant from the Arizona School Nurse Grant Access Program. The grant will provide funding for a school nurse at Indian Wells Elementary School for the 2022-2023 school year. The grant requires an updated nurse job description for HUSD #3 as presented.

IX.I. Advancement Via Individual Determination (AVID) Sole Source Provider- Dr. Koerperich
Description:
Holbrook Junior High School and Holbrook High School will be implementing the AVID program during SY 22-23. We are requesting Governing Board approval to designate AVID as a sole source provider for the specific programs offered by AVID including professional development, materials and services provided.
Recommendation: Discussion and consideration to approve AVID as sole source provider for the AVID programs at Holbrook Junior High and Holbrook High School. |
IX.J. AVID Institute Out Of State Travel July 5th-8th- Dr. Koerperich
Description:
Holbrook Junior High and Holbrook High School are requesting out of state travel for staff and administrators to attend the AVID Summer Institute in San Antonio, Texas from July 5th through the 8th. The training will prep teachers for the implementation and continuation of AVID school-wide, AVID elective and AVID administration. Cost of travel is written into the Elementary and Secondary Emergency Relief Funds (ESSER III) for both HJHS and HHS. The itinerary and list of participants are included in the back-up materials.
Recommendation: Discussion and consideration to approve out of state travel for HJHS, HHS and administration to attend the AVID Institute in San Antonio, TX from July 5-8, 2022. |
IX.K. Holbrook High School Senior Grad Night Committee Request- Dr.Koerperich
Description:
The Holbrook Grad Night Committee 2022 is requesting to utilize Hulet Elementary School for Grad Night 2022. The event will be held on Friday, May 27th from 11:00 pm - 5:00 am. The Grad Night Committee will sponsor all games and provide supervision. The Grad Night Committee is requesting free use of the school facilities, as well as, liability coverage for the event.
Recommendation: Discussion and consideration to approve the Holbrook Grad Night Committee to use Hulet Elementary School for the 2022 Grad Night without a facility use charge; as well as, for the district to provide liability insurance coverage. |
