V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am Tuesday February 13, 2024: email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. VIII.A. Literacy For Life English Curriculum Sixty Day Review - Mr. Hargrave
Description:
Holbrook High School is requesting Governing Board approval of the English curriculum, Literacy For Life, that will be used in English language support classes at Holbrook High School. It has undergone a 60 day review and is ready for final adoption.
Recommendation: Discussion and consideration to approve Language For Life for final adoption. |
IX. NEW BUSINESS

IX.A. Indian Community Participation- Dr. Koerperich
Description:
Policy IHBJ outlines our District's responsibility to give tribal officials and parents of Indian students the opportunity to comment on the participation of Indian students on an equal basis in the school program. In addition, Policy KJG requires our District give an annual status report based on public school performance measurements to each Indian Nation with tribal lands located within district boundaries and governed by the Arizona Department of Education. We are requesting to act upon these actions at this time.
Recommendation: Take public comments from the Indian community according to Policy IHBJ. In addition, provide Governing Board recommendations to the district administration team based on public comments. |
IX.B. Impact Aid Program Indian Policies and Procedures (IPPs)- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board review of the Impact Aid Program Indian Policies and Procedures (IPP) that are a required measure for Impact Aid compliance.
Recommendation: Discussion and consideration to review the current Indian Policies and Procedures as presented and accept any public comments on the Indian Policies and Procedures for consideration. |
IX.C. Annual Review of Policy KF, KF-RA, KF-EA, KF-RB, KF-EB, KF-EC Community Use of School Facilities- First Read- Dr. Koerperich
Description:
Holbrook Unified School District Policy KF pertains to community use of school facilities. Annually, the Governing Board is to approve the fee schedule and usage policy for school facility use. After reviewing the policy, it is recommended to include an updated fee scheduled as stated in the revised policies KF, KF-RA, KF-EA, KF-RB, KF-EB, and KF-EC.
Recommendation: Discussion and consideration to approve Policy KF, KF-RA, KF-EA, KF-RB, KF-EB, and KF-EC for first reading as presented. |
IX.D. Policy EEAA Walkers And Riders First Reading- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a revision to Policy EEAA Walkers and Riders. The policy is being updated to reflect that contracted mileage for out of district students that are income eligible may be reimbursed up to thirty (30) miles compared to the old policy of twenty (20) miles as aligned to state statutes. The update of the policy is included in the back-up materials.
Recommendation: Discussion and consideration to approve the first reading of Policy EEAA Walkers and Riders as presented. |
IX.E. Director Of Childcare Facility Job Description and Notice Of Appointment Update- Dr. Koerperich
Description:
The Holbrook School District is requesting approval of an updated job description for the Director of Childcare Facility job description and an updated Notice of Appointment for Daycare Director Lori Reynolds as presented.
Recommendation: Discussion and consideration to approve the Director of Childcare Facility job description and a new Notice of Appointment for Lori Reynolds as presented. |
IX.F. Recruitment Fair Out Of State Travel- Dr. Koerperich
Description:
The Holbrook School District is requesting out of state travel for Kevin Fosburgh and Anne Lang to attend the Ohio Career Fair from April 1-4, 2024 in Akron, Ohio and Athens, Ohio (Northeast Ohio Teacher Education Day and Ohio University Education Job Fair). Expenses will be paid through Title II attracting and retaining high quality staff.
Recommendation: Discussion and consideration to approve out of state travel for Kevin Fosburgh and Anne Lang to attend the Ohio Career Fair from April 1-4, 2024. |
IX.G. Out Of State Travel National Indian Education Association- Dr. Koerperich
Description:
Ms. Bernice Gover is requesting out of state travel to attend the National Indian Education Association Conference in which she is a member associated with Northern Arizona University Native American Leadership Program. Ms. Gover will attended the conference which will include congressional updates on Johnson O'Malley, Title VI and Impact Aid sessions. Ms. Gover will utilize three professional development days for this conference. All expenses will be paid through the National Indian Education Association membership.
Recommendation: Discussion and consideration to approve out of state travel for Ms. Bernice Gover to attend the National Indian Education Association conference in Washington, D.C. the week of February 27-29. |
IX.H. Holbrook USD #3 Bike Club Tax Credit Approval- Dr. Koerperich
Description:
A.R.S. § 43-1089.01 allows an individual to claim a nonrefundable tax credit for making cash contributions or for certain fees paid to a public school located in Arizona for the support of extracurricular activities or character education programs. The credit is equal to the amount of fees paid or cash contributions, not to exceed $400 for married filing joint and $200 for all other filing statuses. The Holbrook School District is requesting to add the HUSD #3 Bike Club as a tax credit program.
Recommendation: Discussion and consideration to approve the HUSD #3 Bike Club as a tax credit program for HUSD #3. |

Description:
The Holbrook School District is requesting Governing Board approval of the BRG-00288 and PH-0003364 Indian Wells Elementary HVAC Upgrade Assessment, BRG-005077, PH-0006116 Indian Wells Elementary Roof Repair, BRG-003511, PH-0006342 Indian Wells Elementary Roof Replacement (procurement), and BRG-003332, PH-0006345 JHS Weatherization (procurement) Terms and Conditions as presented.
