V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. Those wishing to address the board are requested to email the executive secretary by 10 am on Tuesday, October 5, 2021 at jsaxton@holbrook.k12.az.us. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

IX.A. Indian Community Participation- Dr. Koerperich
Description:
Policy IHBJ outlines our District's responsibility to give tribal officials and parents of Indian students the opportunity to comment on the participation of Indian students on an equal basis in the school program. In addition, Policy KJG requires our District give an annual status report based on public school performance measurements to each Indian Nation with tribal lands located within district boundaries and governed by the Arizona Department of Education. We are requesting to act upon these actions at this time.
Recommendation: Discussion and possible action to take public comments from the Indian community according to Policy IHBJ. In addition, provide Governing Board recommendations to the district administration team based on public comments. |
IX.B. Annual Review & Approval of Policy IHBJ, IHBJ-R, IHBJ-EA, IHBJ-EB, KGJA and
KJG Indian Education - Dr. Koerperich
Description:
In accordance with the U.S. Department of Education and HUSD #3 Governing Board Policy IHBJ we are requesting Governing Board review of Policy IHBJ, IHBJ-R, IHBJ-EA, IHBJ-EB, KGJA and KJG to ensure that it meets all minimum standards in continuing to provide adequate levels of Indian community participation throughout the Holbrook School District.

IX.C. Impact Aid Program Indian Policies and Procedures (IPPs)- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board review of the Impact Aid Program Indian Policies and Procedures (IPP) that are a required measure for Impact Aid compliance.
Recommendation: Discussion and consideration to review the current Indian Policies and Procedures as presented. |
IX.D. Instructional Time Model Public Hearing- Dr. Koerperich
Description:
The Holbrook School District is requesting a final public hearing on the proposed Instructional Time Model aligned to instructional time flexibility provided by HB 2862. Each school has held a public hearing on the Instructional Time Model proposal; as well as, a first hearing was held on September 14, 2021. The Instructional Time Model (ITM) allows for up to fifty-percent of instructional time to be remote or virtual if the district chooses such an instructional platform.
Recommendation: Discussion and consideration to take public comment pertaining to Instructional Time Models for HUSD #3. |
IX.E. HUSD #3 Instructional Time Model Ratification- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board ratification of a proposed Instructional Time Model as outline in the back-up materials.
Recommendation: Discussion and consideration to ratify the HUSD #3 Instructional Time Model after two public hearings on September 14, 2021 and October 5, 2021 as presented. |
IX.F. Arizona School Board Association Bylaw Change Proposal- Dr. Koerperich
Description:
The Arizona School Board Association is recommending a bylaw change to Article V, Section 2(B) Officers and Board of Directors and Executive Committee. The bylaw change will add representation on the ASBA Board of Directors for Hispanic and Native American interests by adding a new seat on the ASBA Board of Directors. Currently, there is one seat on the ASBA Board of Directors designated for a representative of the HNAIC and it alternates every two years between Hispanic representation and Native American representation, creating gaps in representation. By contrast, the Black Alliance has a seat on the ASBA Board of Directors, ensuring representation on the board at all times. This proposed bylaw change also provides the flexibility for the HNAIC to split into two distinct groups if its members so choose and allows those groups to change their names and be recognized under the new names.
Recommendation: Discussion and consideration to vote "yes" on the proposed ASBA bylaw change to Article V, Section 2(b) that will allow any member of an ASBA active member Governing Board serving as President of the Hispanic Caucus, Native American Caucus and Black Caucus during his/her term of office in such caucus or any successor caucus by name. |
IX.G. Contracted Mileage Administrative Procedure Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the Contracted Mileage Administrative Procedure as presented.

IX.H. Annual Financial Report - Dr. Koerperich
Description:
The FY21 Annual Financial Report (AFR) is ready for review and approval including the Food Service Annual Financial Report and Classroom Site Fund Narrative. Per state statute (ARS 15-904), the Annual Financial Report shall be prepared for Governing Board review and submitted to the Arizona Department of Education by October 15th. The AFR contains budgeted and actual expenditures for the preceding fiscal year. Additionally, Holbrook Unified School District will provide a link to the ADE website from the District budget website page where this information can be obtained.
Recommended Action: Discussion and consideration to approve the FY 21 Annual Financial Report as presented. |

IX.J. Qualified Evaluator- Dr. Koerperich
Description:
HUSD #3 is recommending the following administrators to be designated as qualified evaluators for SY 21-22: Nichole Tow, Kevin Fosburgh, Andrea Tomlin, Jeri McKinnon, Cheri Grau, Robbie Koerperich, Charles Haussman, Paul Demuth, Each qualified evaluator has completed the Arizona School Administrator Qualified Evaluator Training.
Recommendation: Discussion and consideration to approve Nichole Tow, Kevin Fosburgh, Andrea Tomlin, Jeri McKinnon, Cheri Grau, Robbie Koerperich, Charles Haussman, and Paul Demuth as qualified evaluators for SY 21-22. |
IX.K. Student Teaching Assignment- Dr. Koerperich
Description:
Ms. Kallee Larson, Northern Arizona University education major, has requested to complete 8 weeks of student teaching in a physical education class at both the elementary and secondary levels. Ms. Larson will be placed at Hulet Elementary and Holbrook High School for her student teaching experiences.
Recommendation: Discussion and consideration to approve Kallee Larson to complete student teaching at Hulet and Holbrook High School during the 2021-2022 school year. |
IX.L. Northern Arizona University Practicum Placement- Dr. Koerperich
Description:
Ms. Phoebe Brown, Northern Arizona University (NAU) student is requesting to complete a 45-hour practicum in the general education classroom at Indian Wells Elementary School. Ms. Brown holds a valid fingerprint clearance card.
Recommendation: Discussion and consideration to approve Ms. Phoebe Brown to complete a 45-hour practicum at Indian Wells Elementary School through Northern Arizona University. |

Description:
Indian Wells Elementary School is requesting Governing Board approval for a 60-day review of Achieve3000 Literacy and Math. This supplemental instructional program will be utilized for math and reading reteach and enrichment. The program includes SmartyAnts: Pre-K through 3rd grade; Achieve3000 Literacy for grades 3- and Achieve Math for grades K-12. Funding will be provided by state and federal grants.
Recommendation: Discussion and consideration to approve Achieve3000 Literacy and Math for a 60-day review as presented. |
