5.D. Approval of Academic Standards
Description:
State statutes require that school boards notify the parents/guardians of students enrolled in the school district of the student academic standards that will be in effect for the school year. Boards must provide the notice annually, prior to the beginning of the school term (September 1). The method of this notification is a local option. The school board must also annually include an item on the agenda of the first school board meeting of the school year (the first board meeting after July 1) that clearly identifies the student academic standards adopted by the board under section 118.30(1g)(a)1 of the state statutes that will be in effect for the school year.  Information is enclosed.

5.E. Emergency Operations Plan
Description:

The District’s Emergency Operation Plan, which was approved in January 2020, has undergone a comprehensive review. Members on the committee included Board representation,  WUHS staff members, three parents of WUHS students, the District’s school nurse, as well as representatives from the local public works, law enforcement, fire and rescue departments.

5.F. Crime Statistics on School Property for the 2024-25 School Year
Description:
Wisconsin 2023 Act 12 created a new annual legal reporting requirement for public high schools, as outlined in Wis.Stat. 118.124. Under the law, schools must report data to the Department of Pubic Instruction on any crimes occurring on school or district property. SRO Mike May has provided the data for the 2024-25 school year.

Description:
At this time the board would like to invite any member of the audience to stand with comments about items of interest or concern that do or do not appear on the agenda this evening. 7.B. Building Project Update

Description:

The District Design Team (DDT) held its sixth project development meeting on June 9, 2025, to review progress across design, engineering, and construction scopes in preparation for summer 2025 and beyond. The meeting included stakeholders from district leadership, Nexus Solutions, River Valley Architects, JDR Engineering, Graef, and food service consultants.

    • 100% Drawings Due: Sept 29

2. Design Review Topics

  • Civil/Site Work:
    • Sitework updates, dock appendage, retaining wall, and WSEC ramp (bids due soon)
  • Architectural Plans:
    • Areas reviewed: Elevator/lobby, art, Mapleview restrooms, TechEd, receiving area, LGI/study hall
  • Mechanical/Plumbing:
    • New ventilation units, dust collector location, leaking water heater, potential water softener replacement
  • Electrical:
    • Generator priorities, fire alarm system, lighting
  • Fire Protection:
    • Sprinkler plans, flow testing, riser placement
  • Food Service:
    • Layout updates, sink options, kitchen corridor lock, costing and wishlist review

7.C. Preliminary Budget Update 2025–26

Description:

The preliminary 2025-26 budget reflects the District’s commitment to financial stability while responding to declining enrollment and increased capital investments. Key budget assumptions and highlights include:


  • Operating Expenses rise steadily from $22.5M (2022-23) to $24.9M (2029-30)
  • Equalization Aid decreases initially, then rebounds by 2029-30
  • Tax Levy grows to a peak of $13M in 2025-26, then trends downward
  • Mill Rate decreases over time from $4.15 to $3.21, indicating lower tax rate per $1,000 property value
  • Stable Fund Balance: Strong financial position maintained through 2029-30, exceeding 40% of expenditures annually
  • Modest Revenue Growth: Driven by per-member increases, not referendums
  • Declining Aid & Levy: Equalization aid dips and property tax levies decline post-2025-26
  • Cost Growth: Expenditures rise steadily, potentially pressuring future surpluses

8.A. 2025–26 Employee Handbook Updates

Description:

The 2025-26 Waterford Union High School Employee Handbook is presented for Board review and approval. The Handbook has undergone its annual update to ensure alignment with current legal standards, district policies, and operational practices. Notable updates for this edition include:

  • Clarification of Definitions and Employment Categories: Enhanced descriptions of employment classifications, including regular, part-time, substitute, and seasonal employees, for clearer application across staffing decisions.

  • Expanded Family and Medical Leave Section: Comprehensive updates were made to reflect current FMLA/WFMLA federal and state legal requirements. These include clearer definitions of qualifying conditions, notice procedures, certification expectations, leave substitution rules, and health insurance continuation during leave.

  • Updated Contact Information: Revisions were made throughout to reflect current staff assignments, department contacts, and emergency response personnel.

  • Post-Employment Benefits and Reduction in Force Provisions: Reorganization and clarification of sections related to severance, recall rights, and post-employment benefits for both contracted and non-contracted staff.

  • Revised Compensation and Leave Policies: Adjustments to sick leave accrual, vacation scheduling, bereavement leave, and holiday eligibility reflect more consistent language across employee groups.

  • Appendices and Supporting Documents: Updates to reimbursement forms, extracurricular compensation schedules, and the nondiscrimination statement ensure consistency with legal and financial practices.

A redlined version of the Handbook showing tracked edits has been retained for administrative reference.

8.B. Student Handbook 2025-26

Description:
Every three years, Waterford Union High School works with a committee of students, staff, and parents to examine and make potential updates to the Student Handbook. Last year, the behavior Matrix was updated. This year, a committee was formed and met during the month of May to have discussions, make recommendations, and look for updates. What follows is a set of updates and changes that are recommended for approval for the student handbook.
