Approval is requested for two FY26 year-end General Fund balance transfers: $3,000,000 to the Capital Improvements Reserve for long-term facility needs and $1,000,000 to the Insurance Deductible Reserve to hedge against rising risk costs. Following these allocations—which are already incorporated into tonight’s FY26 amended budget—the district maintains a strong General Fund balance of $22,501,006.08 (approximately 24% of actual annual revenue).

Request approval for an emergency purchase order totaling $7,741.87 to Bay Motor Winding for emergency pump replacement and vac truck services at the St. Martin High School wastewater lift station. The repair was conducted under state emergency procurement guidelines following a total lift station failure on August 7, 2026, preventing facility closure for the opening of school.

This item presents proposed revisions to the Jackson County School District Travel Procedures Manual alongside a request to authorize district credit cards for Attendance Center Coordinators, the Federal Programs Director, and the Business Manager for review prior to formal October approval. The manual updates streamline travel booking and settlement guidelines, while the requested credit cards will facilitate travel arrangements and accommodate necessary district purchases with vendors that do not accept standard check payments.

Approve Policy GFBM as an update item. This revision removes the requirement for a high school diploma and adds the expectation that applicants possess effective communication skills. Approve Policy GGBR as a rescind item. The Business Manager salary scale has been incorporated into the Assistant Superintendent salary scale (GGA), making Policy GGBR no longer necessary. 

Approve Policy GFBEA as an update item. This revision incorporates the physical requirements for bus drivers as part of the State Department of Education's bus driver certification process.

Approve Policy ICDA as a rescind item. This policy is inaccurate as our Preschool Program is addressed in IDEA Part B.

Approve Policy IDAG as an update item. This revision replaces Average Daily Attendance (ADA) with School District Net Enrollment as the basis for the total funding formula, reflecting the current funding process.

The original contract amount is reduced to the amount of $75,000 (Contingency funds) for a new total in the amount of $1,750,000.

St. Martin High School Graduation Agreement 

Vancleave High School graduation May 25, 2027.  This agreement is with the MS. Coast Coliseum & Convention Center for use of the facilities for that date.

VMS Student Council will sponsor a school dance with concessions
for homecoming.  Revenue will be used for student needs and school improvements during the year.
 

Fundraiser with local vendor profit share/Santa Shop.  The use of revenue will be used for school improvement, student needs and awards ceremony.

 

VHS Dance Team will hold a mini camp for Pre-K through 6th grade students.  They will learn routines with the VHS Dance team and perform at the 09/25/2026 football game. Proceeds from this fundraiser will be used for the dance team's banquet and needs during the season.

The travel request presented at the August Board meeting failed to list all required allocations. The attached travel request has been updated and corrected. 

This is a mandatory Federal Programs conference for all federal program directors, homeless liaisons, EL coordinators, Foster POC, and other federal program student groups. 
 

This conference is specifically designed for the Alabama-Mississippi English Learner (EL) educator. All conference sessions will build teacher efficacy within our EL department.
