8.a. Approve - Lindsey Iverson, 5th Grade Long-Term Substitute
Description:  Ms. Iverson is a licensed 5-12 Social Studies teacher.  She has been awarded an Out of Field Permission to teach 5th-grade reading in addition to her Social Studies license.  She is stepping in to temporarily replace a 5th grade teacher who has been granted leave for the remainder of the year.
8.b. Accept Resignation - Sharon Hadrava, Elementary Teacher
Description:  Sharon has been a valuable member of the Nevis Teaching and Administrative staff since 1999.  We wish her well in retirement and we require that she continues to provide an accurate Red Lake fishing report on occasion.

8.c. Approve Final Reading - ISD 308 Policy 510, School Activities
Description:  I recommend approval as part of the Consent Agenda as a Final Reading due to the minor changes.

There are two minor changes involving responsibility language.

C.  Changes from "It shall be the responsibility of the superintendent..." to "The superintendent shall be responsible..."

D. Change from "It shall be the responsibility of those..." to " Those employees who conduct MSHSL activities shall be responsible for familiarizing."

The only notable change is:
F.  "The school board will ensure that any funds raised for extracurricular activities will be spent only on extracurricular activities."
8.d. Approve Final Reading - ISD 308 Policy 520, Student Surveys
Description:  Recommend the approval of SBP 520 as a final reading due to minor changes. 

Clears up some passive language in III. A.  "There will be no..." to "No requirement that the student return the survey shall exist,".

Adds III. E "The school district must not impose an academic or other penalty on a student who opts out of participating in a student survey."
Revises Section IV. C. 
8.e. Approve Final Reading - ISD 308 Policy 530, Immunization
Description:  There are only minor revisions to SBP 530.  The new policy expands the ability to provide an immunization record to other medical professionals besides a doctor.

The policy also identifies an online exemption to immunization for those students not attending in person.
8.f. Approve Final Reading - ISD Policy 532, Use of Peace Officer and Crisis Teams to Remove Students with IEPs from School Grounds.
Presenter:  Dr. Parks
Description:  Recommend final approval due to minor revisions.

Removes language regarding emotional abuse due to verbal or nonverbal gestures or to prevent property damage from the emergency category.

Specifies reporting criteria and timelines for exclusions, restrictive procedures and use of reasonable force.
8.g. Approve First Reading - ISD 308 Policy 515, Protection and Privacy of Pupil Records
Presenter:  Dr. Parks
Description:  I recommend SBP 515 is given three readings due to the multiple amendments.

SBP 515 is a very technical document.  Student protection under Family Educational Rights and Privacy Act (FERPA) is a constantly evolving topic due to the changing landscape of electronic data.

9.a. Approve Resolution Directing Administration to Make Recommendations Regarding the Reduction and/or Discontinuance of Programs and Positions
9.b. Approve - Early Retirement Incentive
Presenter:  Dr. Parks
Description:  I recommend approval of the cost-saving measure.  See attached Retirement Assistance Program document for details.

A new teacher is roughly $41,000 next year.  We have the potential to save $20,000 to $27,000 per teacher if we replace with new teachers or teachers closer to the beginning of their careers.  Potentially we could save $72,085

I am recommending we offer each staff member a $5,000 amount each year for two years to be placed in a Health Care Savings Plan..  This would roughly equate to spending $30,000 over two years while saving $114,000

9.c. Approve Contract - Ashley Anderson, Career and Technical Education Teacher 1.0 FTE for 2021-22 School Year
Description:  Ms. Anderson will be an excellent addition to our staff.  She has a degree in Agricultural Education which allows for her to teach two of our required classes and electives in business and science.  Ms. Anderson will be placed on the salary schedule at BA 2.
