Board Policy 2:230. At each regular and special open meeting, members of the public and District employees may comment to or ask questions of the School Board, subject to reasonable constraints. The individuals appearing before the Board are expected to follow these guidelines:

1. Address the Board only at the appropriate time as indicated on the agenda and when recognized by the Board President.
2. Identify oneself and be brief. Ordinarily, comments shall be limited to 5 minutes. In unusual circumstances, and when an individual has made a request in advance to speak for a longer period of time, the individual may be allowed to speak for more than 5 minutes.
3. Observe the Board President's decision to shorten public comment to conserve time and give the maximum number of individuals an opportunity to speak.
4. Observe the Board President's decision to determine procedural matters regarding public participation not otherwise covered in Board policy.
5. Conduct oneself with respect and civility toward others and otherwise abide by Board Policy, 8:30, Visitors to and Conduct on School Property.

Should total Public Comments approach or exceed a cumulative time of 30 minutes, the Board may suspend additional Public Comments until immediately prior to the Board and Superintendent Comments portion of the agenda.

Description:  Board Policy 2:220 The President shall designate a portion of the agenda as a consent agenda for those items that usually do not require extensive discussion before Board action. Upon the request of any Board member, an item will be withdrawn from the consent agenda and placed on the regular agenda for independent consideration. 

There will be no separate discussion of these items unless a Board member so requests, in which event the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.

Introduction of New Administrators:

• Melissa Wiegel, Assistant Principal, Eastlawn. Melissa joins RCS with 22 years of teaching experience in the Mahomet-Seymour school district. While in Mahomet-Seymour, Melissa had a variety of teaching experiences including Special Education, 1st Grade and Kindergarten. She looks forward to collaborating with the staff at Eastlawn as they help students grow and learn. She is excited to meet and support the learners at Eastlawn. Melissa hopes to encourage and assist teachers as they pursue their passions and strengthen their teaching craft.
• Jackie Huntley, Assistant Principal, Northview. Jackie has been a part of the RCS family for the past 8 years. She graduated from UIUC with a B.S. in Elementary Education in 2014 and an M.S. in Educational Policy, Organization and Leadership this past Spring. All of Jackie's teaching has been at Northeview, where she has taught 5th grade and 2nd grade and served as instructional coach this past year. Throughout her time at RCS, Jackie has been actively involved in numerous district wide and school committees, such as the Instructional Advisory Committee, Standards Based Committee, Leadership Team and Literacy Team, and also led the 2nd grade Digital Learning team through COVID. Last year Jackie helped to start our new after school program, ExPLORES, taking on the role of Site Coordinator at Northview and also District Site Coordinator of the other two buildings. Jackie is from Oak Park, Illinois and lives with her boyfriend and two goldendoodles. Jackie is very thankful for this opportunity and to be able to continue supporting Northview's amazing students and families.
• Kelly Crawford, Assistant Director of Special Education. Kelly joined us in 2018 after working 7 years in USD 116 where where she taught special education for 7 years as well as served as a team facilitator, professional development cadre leader, new teacher mentor, and therapeutic crisis intervention instructor.  She obtained a B.S. in Special Education from Eastern Illinois University in 2011, an MEd in Curriculum and Instruction from American College of Education in 2017, and an MEd in Educational Leadership in 2020 from American College of Education.  She also completed the coursework for Director of Special Education from the University of Saint Francis in 2021.  In 2018, she served RCS as an Instructional Coach at JWE and CARE Program Coordinator.  From 2019-2022, Kelly was the Special Education Coordinator/Administrator for RCS.  She currently oversees all special education programs, co-teaching, threat assessments, and restraint/time-outs, as well as mentors new special educators, assists principals with special education and Section 504 matters, hosts a variety of professional development, and is the Crisis Prevention Institute (CPI) instructor for the district.
• Jayme Bajer, Principal, Eastlawn. Jayme is stepping into the Principal role at Eastlawn Elementary School after serving as Assistant Principal in the 2021-2022 school year. Over the last year, she has enjoyed her time supporting the staff, students, and the Eastlawn community and is ready to lead the school towards continued academic and social-emotional growth. Jayme obtained her B.S. in K-12 Education with a specialization in the Spanish language in 2010 from Southern Illinois University with a bilingual endorsement from the University of Illinois as well as an M.S. in Educational Leadership and Administration in 2018. She taught for 10 years at the High School level, most recently coming from Mahomet-Seymour School district. During her tenure there, Jayme served on various committees such as the District Leadership Team, Curriculum Alignment Committee, and the Technology Committee. Jayme's husband, Brian Bajer, is a Special Education teacher and coaches JH and HS baseball. They have two daughters - Olivia is going into 2nd grade and Emilia is going into 1st grade. As a family, they enjoy spending time traveling and being outside. 

Description:  The cost of employing the SRO for the 2022-2023 school year will be $74,178.80.

Description:  This item serves to update the rates for non-certified substitute/temporary employees. Listed below is the current rate and the new rate by position. The new rates are based on the newly approved rate schedules for permanent/regular employees.

Teaching assistant. $100/day ($50 half day)-->$110/day ($55 half day)
Kitchen. $12/hour-->$13.75/hour
Secretary. $12/hour-->15.75/hour
Custodian. $12/hour-->14.75

Description: 

Since  the  budget  will  not  be  adopted  on  July  1,  2022,  the  Board  of  Education needs to authorize the District to expend funds in order to cover  the costs of salaries, materials and supplies. The Board of Education is asked to approve  the  School  District’s  expenditure  of  funds to defray necessary and proper expenses and liabilities of the School  District  incurred  for  educational  or  operations  or  maintenance  or  transportation  or  site  and  construction  purposes  of  the  District for  Fiscal  Year 2023, until which time the Annual Budget of the District is adopted in  conformity with applicable sections of the Illinois School Code.

Description: 

• MOU with RCESPA caps an employees creditable earnings at a maximum of 6% from year-to-year in certain situations, based on the total years an employee has contributed to IMRF.
• MOU with RCSEA allows the District to pay annual stipends across all pay periods, and this MOU adds Certified School Nurse to the list of hard-to-fill positions eligible for additional compensation.

Description:  First reading was May 19, 2022. Attached for the Board's review is Update Memo, Issue 109 of PRESS. The Update Memo provides a summary of changes. The main updates are related to anaphylaxis management and the Health Care Right of Conscience Act. Other updates include miscellaneous changes to 2:230 and 4:10 as well as five-year review updates to a series of policies.

Description:  The Board is provided a monthly report detailing student in-school suspension, out-of-school suspensions, and placements in CARE. Due to the student record data contained in this report, this report remains confidential.

2(c)(1)The appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in an educational setting or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as independent contractors in an educational setting or a volunteer of the public body or against legal counsel for the public body to determine its validity. However, a public body may not properly discuss budgetary matters in closed session under this exception, even if budgetary matters may directly or indirectly affect its employees. The underlying budget discussions leading to the discussion of a specific employee cannot be held in closed session.37 Additionally, the public body cannot use this exception to discuss elected officials or occupants of public office.
