3. Public Comments
Description:
Individuals wishing to speak during public comment must complete the Public Comment Form and submit it to the Board Secretary prior to the start of the meeting.
Members of the public may speak during this portion of the meeting. Comments are limited to five minutes. Board members will not respond to public comments or questions during "Public Comments". Should total Public Comments approach or exceed a cumulative time of 30 minutes, the Board may suspend additional Public Comments until immediately prior to the Board and Superintendent Comments portion of the agenda.

4. Action: Consent Agenda Items
Description:
Board Policy 2:220 The President shall designate a portion of the agenda as a consent agenda for those items that usually do not require extensive discussion before Board action. Upon the request of any Board member, an item will be withdrawn from the consent agenda and placed on the regular agenda for independent consideration. |

6. Action: Approve Fiscal Year 25 (FY25) Tentative Budget
Description:
The tentative budget document for FY25 is attached for review. The Tentative Budget is formally posted on August 12, 2024, at least 30 days prior to the anticipated approval of the Regular Budget on September 19, 2024. The District will hold a formal Budget Approval Hearing at the start of the September Board Meeting.
The Tentative Budget is not the final budget, but reflects the current anticipated revenues and expenditures. The numbers in the Regular Budget (approved, "final" budget) may be different from the Tentative Budget. The superintendent will highlight significant changes between the Tentative and Regular Budgets. The Regular Budget may be amended throughout the fiscal year following appropriate procedures.

7. Action: Bid Projects Approvals
Description:
In March of 2023, the Board awarded Base Bid 1 for the Main Office Renovations at Broadmeadow Elementary School (ARCON Project Number: 22197) to Broeren Russo. This same bid package included four alternate bid specifications, and Broeren Russo was the sole bidder on the alternates. At this time, administration is recommending amending the initial bid award to include Alternate Bid 2: North Main Entrance Canopy in the amount of $263,400.

8. Discussion: District Improvement Plan

9. Action: Approve payment of $500 to Diana Mendoza for work related to the World-Readiness Standards for Learning Languages Committee pursuant to the Arts and Foreign Language Planning Grant grant.
Description:
The district received a grant for World-Readiness Standards for Learning Languages from the Illinois Arts Council. The funding was specifically to expend funds for a committee to plan for possible implementation of world-readiness standards, in particular implementation of foreign language instruction. The grant required payment to participants on the committee. Board Member Mendoza indicated that she wants her payment to go to a specific local family in need. The district cannot issue a check directly to the family on behalf of Board Member Mendoza, but the district will facilitate getting the funds to the family.

14. Closed Session: The appointment, employment, compensation, discipline, performance, or dismissal of specific employees; Litigation.
Description:
The Board will move to closed session for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, specific individuals who serve as independent contractors in a park, recreational, or educational setting, or specific volunteers of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee, a specific individual who serves as an independent contractor in a park, recreational, or educational setting, or a volunteer of the public body or against legal counsel for the public body to determine its validity. However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance with this Act. 5 ILCS 120/2(c)(1). Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. 5 ILCS 120/2(c)(11). |
