7)G) Property/Casualty Insurance Renewal

Property Casualty/Work Comp Ins. Renewal
The month of April is the annual renewal of our property/casualty insurance with the Mitchell Agency. Included in the packet is a copy of the proposal and a premium for all lines of insurance including, package policy, automobile, umbrella liability, and workers' compensation. The majority of this increase comes from the worker's comp policy as a result of an increases in pay and increases in the number of claims and cost of claims that filter into our experience mod factor. We’ve discussed in the past about the experience mod factor, and the current year shows a good positive trend in terms of loss ratio for this line of insurance. It will take a couple more years of this positive trend to make a difference in the overall work comp premium. For now, though, we are in a good positive trend position. The other largest piece comes in the package policy where our industry is taking an upward push and the values of our buildings and property increase with the rising cost of materials, supplies, and wages in a replacement cost scenario. Please also note that we do employ an independent appraisal company to value our property, both real and personal. It is not the insurance company that values our property. The GLASS liability policy increase is mainly due to actual claims and loss ratios that typically occur in the special needs area and the cost will be borne by all three districts. The GLASS policy(ies) do reflect a very negative loss ratio trend and that needs to be remedied among all districts in the coop. These items were discussed in a previous work session and administration has begun the process of monitoring work comp claims/accidents in a more proactive manner. Administration requests acceptance of the package of policies as presented. |
7)H) FSMC Renewal

FSMC Renewal
It is time for our annual renewal of the Chartwells FSMC contract. Board approval is needed for the included letter to be executed and filed with IDOE for the renewal. The renewal process will require other documents as well. However, this letter is the requirement immediately needed by the Board. Authorization is sought for the Superintendent and/or Chief Financial Officer to execute the letter and proceed with the one- year renewal. Administration recommends approval. |
7)I) Bid Rejection- TJHS and JHS

Bid Rejection -Tecumseh, JHS
On March 23, 2023, bids were opened for the renovation of the main entry to Tecumseh JHS and the renovation of the JHS auditorium. While seating was a large issue in the auditorium, there is also a lot of lighting/electrical upgrades to be done in the auditorium, as well as floor demolition and repair for new seating. This part of the overall project is much like the Crawley gym was with a seating contractor and another general contractor doing all other needed upgrades and repairs. We are disappointed that we only received one bid for the job. That bid came from CDI, Inc. CDI is a very reputable contractor that we have done a lot of work with in the past at JHS. Their sole bid includes a base bid of $3,740,000 not including any alternates, which is felt to be very high and above our budget for this project. We are, therefore, recommending rejection of this bid with the premise that we will rebid and reschedule this work for Summer 2024 and bid the job much earlier in the year so as to obtain more interest from contractors. Therefore, the administration recommends rejection of this bid. |
7)J) Tecumseh Student Device Lease

Included herein are documents pertaining to a lease for new Tecumseh student computing devices. A lease for these items has been pursued through the Indiana Bond Bank and USBank is the lowest and best quote for lease financing. The attachments are the needed documents for the Board to act upon to allow authority to the Superintendent and/or Chief Financial Officer to execute further closing documents with USBank for a closing targeted in the first week of May. Mr. Laszynski has been apprised of the matter and will provide a normal opinion of counsel accordingly. Administration recommends approval of the documents and process. |
