8.2.a. SDE Primary Mental Health Grant (BOOST Grant)

Rationale:
The FRCs at West Bristol, Greene-Hills, and South Side offer BOOST to grade level students (K-3) who need a boost in confidence, social skills, assertiveness. The program offers weekly one-on-one sessions for 20 to 30 minutes utilizing an “expressive play” intervention facilitated by trained FRC staff. The program is offered in two cycles. Cycle 1 from Sept - Dec 2021, and another group of students identified for Cycle 2: Feb - May 2022. This program is monitored with specific outcome measures through SDE/National Children’s Institute and through an on-line data collection center called COMET. Oversight of program is under BOE Special Education Supervisor Amy Martino and Sarah Holmes, FRC Program Director.

Rationale:

BACKGROUND:  Members of the public are invited to comment to the Board on any topic related to school business. Items requiring consideration by the Board must be approved as an agenda item by a 2/3ds vote of the Board members present.  Such items may be referred for further study and not necessarily acted upon at this meeting.

Anyone wishing to address the Board should adhere to the following procedures:

Before a Remote Meeting

  1. Send your comments to: susaneverett@bristolk12.org
  2. Be sure to put PUBLIC COMMENT – BOE in the subject line.
  3. Include your name and address.
  4. Direct your comments to the Board Chair.
  5. Your comments will be read at the meeting by the Board Chair.
  6. All comments should be written in an appropriate manner, particularly if concerning a personnel matter.
  7. Any comments not adhering to the guidelines will not be read at the meeting.

During a Remote Meeting

  1. Everyone is requested to address the Chair for recognition.
  2. Each speaker must state his/her name and address.
  3. All speakers must observe rules of common etiquette.  Personalities are not to be injected. Anyone violating this rule will be denied the floor. Unless waived by the Chairperson or a majority of the Board,
  4. Each speaker shall limit his/her remarks to three (3) minutes.
  5. A speaker will not be recognized for a second time on the same topic.
  6. Each speaker must concern himself/herself with the topic under discussion.  Anyone digressing from the topic will be ruled out of order.
  7. Written statements and materials may be made available, in advance of comments, for distribution to Board members.
  8. Speakers shall state their positions on the subject being discussed.
  9. Board members will not respond directly to comments during the Board meeting. The Superintendent will direct the question to the appropriate staff member for follow-up.

10.1. Remote Learning for Emergency Closures Due To Short-Term Inclement Weather Events
Rationale:

The CSDE is allowing remote learning as a strategy for emergency related closures such as those due to short-term inclement weather.  In consultation with BAPS and the BFT after reviewing staff and parent feedback we gathered this winter, we would like to make the recommendation that after two days of weather-related closures, we use remote learning.  By taking this approach, we will be able to maintain the consistency of learning, providing greater reliability and stability throughout months that often can be unpredictable due to weather conditions.  The last day of school for the 2021-2022 school year is projected to June 8, 2022.  With two days of closure, the last day of school would be Friday, June 10, 2022.

10.2. New Construction Northeast Middle School and Renovate and Repurpose Edgewood School as a PreK Center (Reimagining BPS 2023)Vote
Rationale:
At the Operations Committee meeting held on Wednesday, May 26, 2021, the committee unanimously voted as part of Reimaginging BPS 2023 to recommend constructing a new larger Northeast Middle School and to Renovate and Repurpose Edgewood School as a PreK Center and to forward the recommendation to the full Board for a vote.

10.3. FY22 Recommended Budget Adjustments
Rationale:

At its May 25, 2021 meeting, the Joint Board approved the Board of Education FY22 budget in the amount of $121,650,000.

In anticipation of this approval, the Finance Committee at its regularly scheduled meeting on May 12, 2021 voted unanimously to approve the recommended budget adjustments resulting in a General Fund Budget of $121,650,000 and to forward the recommended adjustments to the full board for a vote.

11.1. 6th Grade Social Studies Curriculum (Second Reading)

Rationale:

The CT Social Studies Framework states that “World Regional Studies is a two-year course for Grades 6 and 7. Students study at least eight world regions, and, through the lens of geography, they explore and learn about economies, history, and civics throughout the world.” This spring, teams of teachers worked to revise our 6th grade curriculum to more closely align to the CT frameworks and introduce students to a regional study of physical and human geography across the globe. Students begin the course with an introduction to the tools and topics of the discipline, which they then use to study increasingly distant regions of the world, including North America, Latin America, Europe, Russia and Central Asia, and finally, Northern Africa and Southwest Asia. In each unit, students start by orienting themselves to the physical and human geography of the region before exploring human/environment interactions, people and culture, governments and economies, and current issues. The study of each region culminates in a document based inquiry that delves deeper into one of these spiralling themes and builds towards an evidence based argument. These summative inquiries are built using the Inquiry Design Model (IDM) Blueprint, which is based on the College, Career, and Civic Life (C3) Framework and the inquiry standards in the CT Social Studies Framework. By revisiting these themes across a variety of regions and constructing a series of evidence based arguments, students will learn essential academic knowledge about the world around them, prepare to make meaningful contributions in a rapidly changing global society, and move closer to achieving Bristol’s vision of the Graduate.

The 6-12 School Counseling Curriculum was revised following the November 2020 release of the CSDE School Counseling Framework. The curriculum was presented at the May 19, 2021 Student Achievement Committee meeting, and the committee recommended moving the curriculum to the full board for a vote.

11.3. Community Vocational Education Curriculum - New (First Reading)
Rationale:

The Vocational Education Program is offered to students who require Special Education. The program is designed for students who have completed a high school diploma and who require additional transitional services. The curriculum is centered around the CT 16 Core Transitional Skills to ensure that students who require Special Services master their transition service needs to successfully transition into adulthood.

Introduction to Allied Health Professions is a half year course designed as an introduction to the field of Allied Health.  The course will inform students about the five pathways in allied health fields, certifications and post-secondary choices for careers in allied health. Students will explore therapeutics, health information, diagnostics, support services , and research and development. Guest speakers from diverse backgrounds will be invited from each of the pathways to share their experience in terms of education, training, and on the job experience. Students will also have the opportunity to experience each field in terms of activities, projects, presentation and research. Students who successfully pass this course will receive 1.0 credits from the University of Connecticut.

12. Textbook Recommendation

Rationale:

Current 6th grade textbooks were purchased in 1999, before the adoption of the updated CT Social Studies Frameworks. Due to this fact, and because of the revisions made to the 6th grade Social Studies curriculum, the curriculum committee recommends the adoption of Discovery Education Social Studies Techbook as the primary instructional resource for 6th grade. To support ongoing revisions to middle school social studies curriculum and provide our students with updated, aligned materials, the curriculum team examined a variety of textbooks before eventually recommending the adoption of the Discovery Education Techbook. This digital resource is closely aligned to our curriculum revisions and the 5E instructional model. The techbook approaches each topic through a variety of compelling and supporting questions and organizes resources in each topic based on their suggested use, placing them in the one of five digital tabs: Engage, Explore, Explain, Elaborate, and Evaluate. This structure provides our students with a familiar and unified approach to support their learning in social studies. As a digital resource, the Techbook also provides a variety of multimedia and instructional support for all learners, including multiple reading levels, authentic Spanish translation, text to speech capability, highlighting and note taking capabilities, and structured graphic organizers.
