Discuss the recommendation from Chief Narowski on firearms, holster, and ammunition requirements.

School Security Officers on duty shall carry a personally owned firearm of their own selection, subject to the following requirements.

  • Must be a semi-automatic pistol from a reputable manufacturer (subject to BOE approval).
  • The action is limited to with a double-action only (DAO), double/single action (DASA), or “safe action” striker firing mechanism. Single-action only pistols are not authorized.
  • The trigger pull must be at least five (5) pounds set from the factory.
  • The caliber must be 9mm or larger with a barrel length of at least three (3) inches. The standard magazine capacity must be a minimum of seven (7) cartridges.
  • The pistol shall be carried fully loaded with a chambered cartridge. Pistols with an external hammer will be carried with the hammer in the down resting position.
  • Pistols must be maintained within manufacturer’s specifications with no after factory alterations. It is the responsibility of the School Security Officer to preform periodic cleaning and maintenance on the firearm as recommended by the manufacturer.
  • Pistol and magazines will be loaded with approved factory made hollow point ammunition.
  • School Security Officers must carry their pistol in an exposed holster utilizing two retention mechanisms (Sarfariland rating Level III) and designated by the manufacturer for the specific pistol carried.
  • Armed Security Officers shall carry a minimum of two additional, fully loaded magazines, in carriers suitable for the duty belt.

Chief Narowski spoke to the company about what we are looking to do and the city has terms set up with them already. He suggested that each officer stop in to try things on for fit (duty belt, shirt etc.)

I told him that we are looking to keep the SSO looking casually uniformed. They will need a Safariland Level 3 security holster, a basic duty belt, and a respective double magazine pouch for the weapon. They can also do embroidery for the Elbeco shirts they carry. I recommend that they be overtly marked with “Security” of School Security Officer” etc. See attached images.

Chief said that the holster is a special order and takes about 2 to 3 weeks to receive.  He recommends the SSOs go ASAP for fitting.

I have informed Ryan that someone from the BOE will be coordinating with him on this project and equipping the SSO.

Discuss process for POST training.

Chief  is still trying to coordinate firearms qualification.

  • School Security Officers shall receive annual training pursuant to section 7-294x C.G.S. and shall successfully complete annual firearms training provided by a certified firearms instructor that meets or exceeds the standards of the Police Officer Standards and Training Council or 18 USC 926C.
  • All firearms training will be conducted using an approved firearm, holster, and magazine sources.
  • School Security Officers who fail to attend mandatory training or fail to qualify may face revocation of the authorization to carry a firearm and may face termination.

5. Update on the Status of Hiring Conditions of the 3 School Security Officers

Lieutenant Stanko forwarded our office this updated information on Training for the SROs.

SSO’s will conduct their firearms training on Monday 22 October at 3:00pm sharp at the Ansonia Rod and Gun Club (101 Ford Road in Ansonia).

They need to bring the following in order to qualify:

  1. Their weapon and three (3) magazines
  2. Their holster (the one they will carry while working)
  3. Sixty (60) rounds of the ammunition they will carry while working

Hearing and eye protection will be provided but they are welcome to bring their own.  The relay should last approximately one (1) hour.
