1. The 2024 MSBA Delegate Assembly meeting is scheduled for Friday, December 6, and Saturday, December 7, 2024, at the DoubleTree by Hilton Hotel Bloomington - Minneapolis South (7800 Normandale Boulevard, Minneapolis, MN 55439).

MSBA Legislative Policies are adopted through the Delegate Assembly — which is recognized as one of the most effective grassroots approaches of any of the interests represented at the state Capitol. School board members from throughout the state are elected for a two-year term by their peers to serve as Delegates.

Each December, Delegates discuss and vote on various legislative resolutions submitted by school boards and individual school board members. Those resolutions that receive a majority vote, as well as positions adopted during previous years, become the basis for MSBA staff lobbying efforts on behalf of all public school board members in the state.
The following are potential resolutions I would recommend to the board, please provide feedback on each of these ideas:
-LTFM Funding and Equalization-Currently the largest 25 school districts have larger authority for LTFM funding and its uses, this would allow all districts to explore and use LTFM in the same way.
-Increase to Cybersecurity Funding. 
-Inflation Costs for 2021 Building Bond Projects (this is the same as the past two years).
-Increased Mental Health Funding. 
-Food Service Acceptable Expenditures-We have been able to add tables to the funding program. This proposal asks to include all food service related costs to the fund.
-Compensatory Funding-This is currently in place until FY26, it would be beneficial to have this funding and amounts in place indefinitely.

2.  Fall Staff Development-Our back-to-school staff development is finalized.  It includes New Staff, ALiCE Training, Curriculum Work, PLC, Required Safety Training, Special Education, Goal Setting, and more.  

3.  The September School Board Meeting is set for Monday, September 9th due to the Labor Day Holiday.  

4. November Board Meeting Date-We will need to look at the November date for our board meeting to provide the opportunity to canvas votes.

5. The window is open for Board Member Filing. It will remain open until August 13 at 5:00 pm. There is a $2 filing fee. Legal notices have been placed and information has been put on social media.

Description:
MDE requires annual school board action designating a district official to authorize user access to secure MDE websites.  These websites are routinely used by school staff to submit and access information.  Examples include:  Accountability Reports, Assessment Reports, Early Education Reports, and Finance Reports.  I recommend designating the superintendent as the Identified Official with Authority (IOwA) to authorize user access to MDE secure websites.

Description:
Policy 511: Student Fundraising states,"The superintendent shall report to the school board, at least annually, on the nature and scope of student fundraising activities approved pursuant to this policy." The fundraisers presented here have been approved and financially accounted for.

4. HEALTH INSURANCE RATES FOR 2023-2024
Description:
The Board Finance Committee, Kevin Januszewski and I recommend approving the following Health Insurance Rate Increases for the plan year October 1, 2024 - September 30, 2025.
