MSBA typically recommends policies from the latest legislative changes.  The following policies are updated by MSBA and recommended revisions to align with new laws passed by state and federal government.  We have not made changes to the following policies for some time and MSBA has updated them multiple times since our last updates. 

Policy 102, Equal Educational Opportunity adds contact information as directed by MDE;

Policy 406, Public and Private Personnel Data updates definitions, clarifies information about applicants, and re-aligns some provisions;

Policy 413, Harassment and Violence, updates language and aligns with Minnesota Statutory Law;

Policy 501, School Weapons Policy, adds language to definition of 'weapon' to align with MN statute, adds referral to law enforcement, clarifies provisions on p. 3, and revises citations;

Policy 524, Internet Acceptable Use and Safety Policy, revises policy to reflect recent U.S. Supreme Court opinion in Mahoney, and updates citations.

1.  Our resolutions have been submitted and Vice-Chair Swanson is listed on the Delegate Assembly roster.

2.  COVID/Testing and Vaccination-We continue to work with Sherburne County Public Health and MDH, as well as MDE, on opportunities for testing, vaccination and providing information to our staff and families.

3.  MASA Fall Conference Update-Minda Anderson and I both attended the MASA Fall Conference last week.  I was able to network and participate in a number of breakout sessions including a couple with attorneys providing various guidance from recent cases.

4.  MSBA Leadership Conference is January 13/14 and is currently scheduled to be in person.  Please let me or Angela know if you are interested in going so we can get everyone registered.

5.  Referendum Update-There is an open house on October 12th from 5:30-7:00 pm.  We ask that people continue to visit our website www.bulldogsstrong.com and also follow us on social media.  Encourage others to vote so their voice can be heard and if you are unable to vote on November 2nd, you can vote in person at the District Office during weekday business hours.  

6.  Calendar-I have begun drafting calendars for the 22-23 school year and once I have some options, will convene the calendar committee (Board Chair Jurek) to meet and discuss for a recommendation.

Description:
I recommend approving the personnel items as presented.

3.E. Resolution:  Election Judges
Description:
The last day for School Boards to adopt a resolutions appointing election judges is 25 days prior to the election pursuant to Minnesota Statutes, Section 204B.21, subdivision2.  I recommend the approving the attached election judges for the referendum on November 2nd.

3.F. Memorandum of Understanding with Local 284
Description:
We would like to add a dispatcher position to support our transportation department.  This MOU provides guidance on the placement of this position in a salary schedule agreed upon with administration and SEIU 284.  I recommend approval.

3.G. Agreements Between Becker Public Schools and Architect, Construction Manager
Description:
The contract has been reviewed and negotiated with ICS and MLA.  Kevin Januszewski and I recommend approval of the attached contracts.

4. PUBLIC HEARING:  DISCUSS COMMISSIONER'S REVIEW AND COMMENT
Description:
Minnesota Statute 123B.71, Subdivision 12 requires the School Board to hold a public hearing to discuss the Commissioner's Review and Comment any day prior to the election.

5. GIFTS
Description:
Policy 706 Acceptance of Gifts permits the school board to accept donations or gifts under the terms of the policy.  I recommend accepting the gifts as described in the enclosure.  Thank you to those who have donated to our schools and students.

Description:
Policy 470 was requested to be brought up and discussed by the board.  No action is needed.  Please feel free to provide any input.
